Request for Expression
of Interest (EOI)
for
Governance and
Infrastructure Improvement (GII) Consultancy Services
1.
The Government of the People’s Republic
of Bangladesh has applied for financing Official Development Assistance (ODA) Loan
from Japan International Cooperation Agency (JICA) towards the cost of “Inclusive
City Governance Project (ICGP)” for Governance and Infrastructure Improvement
(GII) consultancy teams for the target City Corporations (CCs) of Narayanganj,
Comilla, Rangpur, Gazipur and Chittagong. The Project is approximately six years
duration and a part of proceeds of the loan will be utilized for consulting services
of Governance Improvement and Capacity Development (GICD); Design, Supervision
and Monitoring (DSM); & Feasibility Study and Master Plan Review (FSMP) of
targeted 5 CCs.
2.
This
EOI for GII Consultants will include:
i)
Governance
Improvement and Capacity Development (GICD) through supporting implementation
of the “Inclusive City Governance Improvement Action Program” (ICGIAP) and
Administrative Reform Plan (ARP) and executing the component of skill up
training.
ii)
Design,
Supervision and Monitoring (DSM) of the infrastructure sub-projects including
supporting preparation of bidding documents, bidding process and compliance
procedure of environmental and social consideration etc. and,
iii) Feasibility
Study and Master Plan Review (FSMP) for the selected sub-projects under
the–selected sectors: transportation, water supply system, drainage, solid
waste management, sanitation and municipal facilities.
The firm requires providing Experts and Engineers
in the following fields:
a) Governance;
b)
Finance and Accounting;
c)
Community Participation;
d) Urban
Planning;
e)
Information and Communication
Technology;
f)
Engineering in infrastructure (road, bridge,
drainage, water supply, solid waste, urban development, industrial Development,
and environment) as well as experts for social consideration.
3.
Selection of the short listed firms will
be made in accordance with the Quality Based Selection (QBS) following Guidelines
for the Employment of the Consultant under Japanese ODA Loans, April 2012.
4.
The EOI is invited from eligible
international consulting firm /organization/institute in single or in the form
of Joint Venture, or association/consortium, which has required expertise and
experience in the above–mentioned areas. The
firm should have:

Satisfactory overseas experience and as
well as experience in working in developing countries, preferably in Asia Pacific
and South Asia, in similar projects;
·
Experience with Japanese Official
Development Assistance (ODA) project is preferable.
5.
The EOI should include the following
information (See the Form available on web-site/hard copy):
a)
Company profile (Form-1);
b)
General and overall experience of the
firm (Form-2);
c)
Description of similar assignments in
projects of comparable size, condition and technical specification (Form-3);
d) Availability
of appropriate expertise (Form-4);
e)
Financial information (Form-5); and
f)
Agreement of Joint Venture, or association/consortium, if
applicable (Form-1b)
6.
The EOI as well as forms/ supporting
documents attached shall be written in English. Documents originally written in other than English should be translated by the applicant
into English and attached to the copy of original duly attested by competent
authority.
7. Outline of the
project and Forms of Expression of Interest are posted on the websites of LGED:
http://www.lged.gov.bd and
CPUT: http://www/cptu.gov.bd and hard copy of the
same is available from the office in the address given hereunder.
8. The five (5) signed copies of EOI
shall be submitted in a sealed envelope through post, Registered post, or delivered by hand, super scribing “Consultancy Services of GII for Inclusive City Governance Project (ICGP)” on top of the envelope to the following address by 5.00 pm, Date, 07-05- 2014.
9.
The Client reserves the right to accept/reject
one or all EOIs or stop the process of approval at any stage, at its sole
discretion without assigning any reasons
and shall bear no liability whatsoever consequent upon such a decision.
10. Those EOIs submitted by firms will be screened, and firms will be
short listed. Only
short-listed firms will be invited to submit proposals. The
result of EOIs and names of the short listed firms will be informed by the undersigned
in writing by Fax and/or email within 60 days from the date of submission of
EOIs.

Outline of Inclusive City Governance Project (ICGP)
The objective of the “Inclusive City Governance Project” (hereinafter
called as the Project) is to improve public services and promote economic
opportunities in the targeted five (5) City Corporations by strengthening the
city governments’ administrative capacity and improving urban infrastructure
for the purpose of the economic growth and the living environment improvement
in the targeted 5 City Corporations of Narayanganj, Comilla, Rangpur, Gazipur
and Chittagong.
1. Background
Bangladesh has experienced increased
urbanization since independence. In 2012, the
estimated total population of the country was 154.69 million, out of which 29.0 percent (44.68 million) was urban. The urban population growth rate is 2.92% per annum (World Bank 2012), much
higher than total population growth rate of 1.37% (Bangladesh Bureau of
Statistics 2011). At
existing growth rates, it is expected that the country's urban population will
reach about 110 million or half of the population by 2035. The reasons for the
rapid population growth in urban area are as follows ; i) the high natural
increase in urban population; ii) the territorial expansion of urban areas; and
iii) rural to urban migration. At present urban
dwellers constitute about 30 percent of the total populations of Bangladesh,
but their contribution to GDP is more than 60 percent indicating that the
productivity of labor in urban areas is much higher than in rural areas.
2. Project Components
The
Project will have the following 4 (four)
main components;
1)
Component 1: Governance improvement and
capacity development
The
Project will support to improve the governance of the target 5
CCs. The target 5
CCs will carry out
series of governance reform
activities in 4 (four) key areas defined in the
Inclusive City Governance Improvement Action Program (ICGIAP): (i) Accountability, (ii) Participation, (iii) Predictability
(legal
framework) , and (iv) Transparency. The
project also supports to implement the administrative reform plan (ARP) to make
the city inclusiveness. The
ICGIAP are formed through the review of the previous related projects and
the consideration to the features of City Corporations through the JICA TCP.
The ICGIAP activities will be supported by facilitation and trainings.
The Project will monitor the performance
of ICGIAP implementation and assess it to determine the amount of investment
funds allocation to CCs. Some items of
ICGIAP have
been identified which serve as triggers for CCs to take further implementation. If CC cannot achieve 1st
batch trigger items of ICGIAP in the end
of second
year of the Project, the CC is
not allowed to take step to the 2nd batch.
2)
Component 2: Urban infrastructure
development
(i) Process
of Urban infrastructure development
To
address the immediate needs for urban infrastructure development, the target
CCs can proceed to implement the small scale infrastructure works, which can be
managed by target CCs without support from consulting services in 1st
batch of the Project. At the same time, the target CC will start to conduct Feasible
Study (F/S), Detailed Design (D/D), and EIA preparation for the 2ndbatch
subprojects after completion of procurement of consulting service(s) in 1st
year of 1st batch. After verifying the progress of 1st
batch construction works and preparation for 2nd batch subprojects
by Project Management Office (PMO), capable target CC(s) can enter 2nd
batch activities ahead of schedule. During
2nd batch, the target CCs will implement the middle scale
infrastructure works, which need F/S and D/D with support from consulting
services.
(ii) Contents of Urban infrastructure
development
This Component consists of the following 6 (six) subcomponents.
i.
Transportation,
ii. Water
supply system,
iii. Drainage,
iv. Solid
waste management
v. Sanitation
and
vi. Municipal
facilities.
3)
Component 3: Equipment procurement
For
the smooth implementation, this subcomponent will support procuring activities for the Project.
Vehicles and goods, including heavy construction and maintenance equipment such
as Hydraulic beam lifter will be procured by central buying.
4)
Component 4: Consulting services
The
component 4 will support managing overall components, implementing
and reporting for the governance and infrastructure improvement (GII).
The
GII consultant consist 3 (three) sub-teams; a) Governance improvement and
capacity development (GICD) sub-team; b) Design, supervision and monitoring
(DSM) sub-team; and c) Feasibility study and master plan review (FSMP) sub-team.
GICD sub-team undertakes enhancement of CC governance through ICGIAP and ARP Implementation.
DSM sub-team works for preparation and implementation of construction works
conducted within 2nd batch of the Project. FSMP sub-team conducts
review of relevant plans and feasibility study of related sectors.
The Project will address urban infrastructure development in parallel with governance improvement of each target City Corporations (CCs) during the project period. The Project will be implemented over 6 (six) years from 2014/15 to 2019/20.

to conduct any inquiries or investigations to verify the statements, documents
and information submitted in connection with this Expression of Interest, and
to seek clarification from our bankers and clients regarding any financial and
technical aspects. This Expression of Interest will also serve as authorization
to any individual or authorized representative of any institution referred to
in the supporting information, to provide such information deemed necessary and
as requested by Bangladesh Bank to verify statements and information provided
in this Expression of Interest, such as the human resources, experience, and
competence of the Applicant.

5. This
Expression of Interest is made with the full understanding that:
(a)
All information submitted in this
Expression of Interest for qualification and selection for short-listing will
be subject to verification at the time of submitting proposal by short-listed applicants;
(b)
The Project Director reserves the
right to reject or accept any application, cancel the qualification and
selection for short-listing process at any stage, and reject all applications;
(c)
The Project Director shall not be
liable for any such actions and shall be under no obligation to inform the
Applicant of the grounds for them.
Applicants who are not
Consortiums should delete para. 6 and initial the deletion.
6. We
confirm that if we submit a proposal, that proposal, as well as any resulting contract,
will be:
a. Signed
so as to legally bind all partners, jointly and severally; and
b. Submitted
with a consortium agreement providing the joint and several liability
of all partners in the event the contract is awarded to us.
