Request for Expressions of Interest (EoI) for Screening and Feasibility Study of route options
connecting Chittagong, Bangladesh and NE India, and Survey, Detail design of a
road connecting Thegamukh and highway to Chittagong
under Bangladesh Trade and Transport Studies RETF
Project(BTTSRP)
The Government of Bangladesh has
received a grant from the World Bank toward the cost of the Bangladesh Trade
and Transport Studies RETF Project, and intends to apply part of the proceeds
for consulting services.
The consulting services includes assessment of
possible land and multi model links for road and inland waterways to establish
transport connectivity between Chittagong Port, Chittagong Hill Tracts
Districts, and NE border
area. The consultant is required to conduct necessary preliminary technical, economic, environmental, and
social assessment for screening to identify the best possible routes, conduct
feasibility study of at least two routes, and further conduct detail survey and
design of selected road links in Chittagong Hill Tract Area. The services will
be conducted in two parts as a) Screening and Feasibility study combination of
multimodal waterways and road links (screening of about 8 routes and
feasibility study of about at least 2 routes), and b) Detail survey and design
of about 120 km road. Expected time for completion of services for each part is
about 5 months.
The Local Government Engineering Department (LGED) now invites eligible consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in hand, experiences in similar and other projects, experience in IDA assisted similar project, availability of appropriate skills among payroll staff etc.). Consultants/consortium only from eligible source countries as defined in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, may submit their Expressions of Interest. The indicative commencement of consultancy services is September 2014 and will be ended in December 2015.
A
consultant will be selected in accordance with the procedures set out in the
World Bank’s Guidelines: Selection and Employment of Consultants by World Bank
Borrowers, May 2004 (revised October 2006, May 2010 and January 2011). The EOIs
would be reviewed on the basis of the following:
a) Age of business of consultant (firm)
b) Availability of key professional staff members of the
firm (list of management and key personnel), indication whether the staff is a
member of the firm or an independent consultant, and the number of years spent
working for the firm.
c) Turnover of the consultant
d) Experience of the consultant in similar field.
e) Experience of the consultant in other
works/assignments for hill roads
f) Support service of the consultant
Consultants
(firms) may associate to enhance their qualifications, but should mention
whether the association is in the form of a ''Joint-Venture'' or of
''Sub-Consultancy''. In the case of a joint venture, all members of such
''association'' should have real and well-defined inputs to the assignment and
it is preferable to limit the total number of firms including the associates to
a maximum of four.
Information
on all the firms should be provided in case of joint venture/consortium. The
name of the assignment “Screening and Feasibility Study of route
options connecting Chittagong, Bangladesh and NE India, and Survey, Detail
design of a road connecting Thegamukh and highway to

” should be mentioned clearly
on the cover page of EOI along with the name of the contract package (Contract
Package No.MOS – S4) for which the EoI is
submitted. Interested consultants may also submit EOI through email and mention
