Firms for Governance Improvement and Capacity Development (GICD) Consultancy
Services (Selection Number: 129721, Package Number: UGIIP-III-AF/GICD/01)
The Government of the People's Republic of
Bangladesh has received a loan towards the cost of the Third Urban Governance
and Infrastructure Improvement (Sector) Project (UGIIP-III) from Asian
Development Bank (ADB) and the OPEC Fund for International Development (OFID).It
is expected that additional financing will be received from ADB for the
following newly included 5 Pourashavas (PSs), namely:
Gopalganj, Faridpur, Mymensingh, Kushtia and Cox’s Bazar), and for enhancing the scope of existing Pourashavas.
The Local Government Engineering Department
(LGED) and Department of Public Health Engineering (DPHE) under the Local
Government Division (LGD) of the Ministry of Local Government, Rural
Development and Cooperatives (MLGRD&C) have initiated advance recruitment
action under the Additional Financing loan for UGIIP-III. The LGED intends to
apply part of the loan proceeds for the Governance Improvement and Capacity
Development (GICD) consultancy services to be provided by the consulting firm(s).
The GICD package will involve 365 person-months inputs of key-experts and 1,268
person months’ inputs of non-key experts. Major objectives of GICD Consultancy
services will include supporting the Project Management Office (PMO) &
Project Implementation Units (PIUs) in implementing Urban Governance
Improvement Action Plan (UGIAP) of UGIIP-III by providing capacity development,
community mobilization and other facilitation services. Consulting team will be
headed by a team leader and supported by other key and non-key experts.
1. The scope of GICD consultancy service is to
provide support to the PMO and PIUs in (i) facilitating the process of citizen
awareness and participation in Pourashava activities and
services (ii) facilitating the process of ensuring equity and inclusiveness of
women and urban poor in Pourashava activities and
services; (iii) support the process of effective urban planning activities; (iv)
support the process of ensuring local resource mobilization to create stronger
financial base for Pourashavas; (v) facilitate the process of ensuring
financial management, accountability and sustainability of Pourashava
activities and services; (vi) support the process of ensuring transparency of Pourashava activities and services; (vii) facilitate the
process of keeping essential PS services smooth and functional; (viii) support
the process of capacity development of the Pourashavas,
and (ix) taking over the related tasks of-31 existing Paurashavas
from current GICD Consultants. Detailed scope of work and UGIAP are in the Terms
of Reference (TOR).
2. LGED now invites eligible consulting firm(s)
to submit their Expression of Interest (EOI) for providing the required
services.
3. The consulting firm(s) should be
internationally/nationally reputed and may associate with other firms to
enhance their qualifications. No firm should form more than one association or
joint venture (JV). If a firm submits more than one EOI forming more than one
JV/association, all EOIs submitted by forming JV/association with that firm and
also EOI submitted by that firm will be rejected.
4. In addition to eligibility requirements, the
short listing shall be carried out using the following criteria corresponding
to the three major criteria in the ADB's EOI template:
a. Management Competence
b. Technical Competence
c. Geographical Competence
5. Only EOIs submitted electronically through ADB
website using ADB template will be evaluated. EOI submitted using other than
ADB templates will not be evaluated.
6. Interested consulting firms are requested to
submit Expression of Interest (EOI) electronically, using standard EOI template
available through ADB website (Consultant Management System) by 11:59pm (Manila
Local Time) and by 09:59pm (Dhaka Local Time) on or before 07 September, 2016 through
the link of www.cms.adb.org (Loan 39295-038 BAN: Third Urban Governance &
Infrastructure Improvement Project-Additional Financing- Selection Number: 129721,
Package Number: UGIIP-III-AF/GICD/01) of Consultant Management System of ADB. Please note that only on-line
submission of EOIs in ADB’s CMS is allowed.
All offline or manual EOI submission is not permissible and will not be
considered.
7. The consulting firm shall be
selected and engaged in accordance with the Guidelines on the Use of
Consultants by ADB and its Borrower (March
2013, as updated from time to time). The Employer shall be using the Quality
and Cost-Based Selection (QCBS) method.
8. Only the short listed firms will be invited
to submit Technical and Financial Proposals for GICD Consultancy Services assignment.
However, a shortlisted consulting firm will not be allowed to submit more than
one proposal. If it is found that a shortlisted consulting firm submits more
than one proposal as single firm or by forming JV/association with other
shortlisted firms, all proposals involving that firm and also proposal
submitted individually by that firm, will be rejected. Moreover, shortlisted
firms will not be allowed to form JV/association with firms not shortlisted by Proposal
Evaluation Committee (PEC) of UGIIP-III.
9. Under no circumstances will ADB or LGED, be
responsible for any cost incurred in submission of the EOI.
10. Interested consulting firm(s) may obtain
further information and Terms of Reference (TOR) from the project website at www.lged-ugiip3.gov.bd or from the ADB (Consultant Management
System) website at www.cms.adb.org or from the office
of the undersigned during office hours (09:00 am-05:00pm) on all working days
before deadline of submission. EOI notice will also be available at the

www.lged.gov.bd and www.cptu.gov.bd
11. The authority reserves the right to accept or
reject any or all EOIs received without assigning any reason thereof.
