Request for Expressions of Interest (EOI)

for

Selection of Individual Consultants: 08 (eight) Positions

The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) Cr. No. 5561-BD towards the cost of the Multipurpose Disaster Shelter Project (MDSP) and intends to apply part of this credit to eligible payments under the contract for Service of Individual Consultants: 08 (eight) Positions under Multipurpose Disaster Shelter Project (MDSP).

The purpose of this consultancy is to provide advisory and specialized technical support to the Multipurpose Disaster Shelter Project (MDSP), LGED and timely implementation of the capacity development component of the project. Details of the services for the assignment are as follows:

1	LGED/MDSP/B1/SD-02/IC-01	senior FINANCIAL MANAGEMENT SPECIALIST	01	72	The candidate shall be a qualified accountant (ACA/FCA/ACCA/CMA/CPA) and hold at least a bachelor’s degree .At least Eight (08) years’ experience in financial management of which at least Three (3) years in a supervisory position in any government/semi-government organizations/donor funded projects being actively involved and fully conversant with large contract payments, GOB budget, fund release and reporting formalities, forecasting of fund requirements, preparation of interim financial reports and financial statements. Exposure to World Bank's disbursing & reporting requirements and Experience in working with donor funded projects will be added advantage. Is fully conversant with and have had hands on experience in Microsoft or similar computerized Accounting System with ability to assist in implementation and customization; skills in software installation and troubleshooting will be added advantages. Proven track record of ability to develop/ customize Chart of Accounts befitting the relevant computerized accounting system and the reporting needs. Experience in guiding and supervising junior staff. Self-guided strong organizational and planning skills with the ability to work independently./ as a team player and under pressure. Strong interpersonal communicative skills, experience in team leadership and participatory management. Ability to impart training to the project staff on financial management system.
2	LGED/MDSP/B1/SD-02/IC-02	Senior Environmental Specialist	01	40	B.Sc. Civil Engineering (Environment Engineering) or Master degree in Natural Science / Environmental Science / Social science; More than 12 years of relevant experience of which minimum 3 years in related project; Experience in multi-disciplinary areas such as environmental, social, and resettlement aspects ;Sufficient knowledge in development partners assisted projects , especially experience on preparation of environmental and social reports of the World Bank funded projects; Excellent verbal and written communication skills in both Bangla and English; Proven experience in environmental assessment and mitigation with specialized knowledge in safety issues in building and road works and thorough knowledge in guide lines of World Bank
3	LGED/MDSP/B1/SD-02/IC-03	Senior Social Development SPECIALIST	01	40	Masters in Sociology/Social Science or Equivalent; More than 15 years of general experience of which minimum 5 years in activities related to social development and social safeguards of infrastructure projects; Knowledge in Bangladesh land management, land registration, and relevant laws on land acquisition, voluntary donation with focus to tribal peoples; Knowledge of social development and safeguard policy guidelines of the international development financing institutions, particularly the World Bank; Excellent verbal and written communication skills and report writing capacity in both Bangla and English; Proven experience in the field of social assessment and implementation of social management plans including grievance redress management and community participation in development projects; Working experience in supervision and monitoring of social assessment, consultation and participation and preparation of reports in at least one project.
4	LGED/MDSP/B1/SD-02/IC-05	GIS Expert	01	30	Minimum Bachelor’s degree in Civil Engineering, Geography, GIS, Cartography or related field; Minimum of 6 years of professional experience with at least 4 years of direct experience with GIS in a functional role; Strong practical experience in using Geographic Information Systems (GIS) is essential, specifically ESRI products; Experience managing data collection, entry and maintenance; Experience in managing or developing databases; Experience working directly in development partner assisted projects is preferable; Excellent verbal and written communication skills in both Bangla and English.
5	LGED/MDSP/B1/SD-02/IC-04	Senior Procurement Consultant	01	70	The Procurement Consultant (National) should have Graduate/Post-graduate qualification (at least Bachelors in Engineering or Masters in procurement/ commerce / finance/ business/ management/law/or equivalent). About 10 years of work experience of which at least 6 years for National should be directly related to the relevant tasks of preparation of bidding/ proposal documents/ procurement plan, evaluation of bids/ proposals, negotiation of contract awards, and field inspections relating to contract performance. The expert must have demonstrated sound technical expertise in international Works procurement practices and have proven track record of providing procurement oversight functions. Knowledge of World Bank/Asian Development Bank or similar development partners Procurement Guidelines will be preferred. Experience of working in developing countries with similar conditions will be helpful. S/he must have in-depth knowledge of technical, commercial and legal aspects of high value and high risk procurement; with higher-level computer skills in Windows operating system (Word, Excel, Access, etc.) and other applications. Must possess excellent communication skills in English, both written and spoken.
6	LGED/MDSP/B1/SD-02/IC-06	Water supply & Plumbing Engineer	01	30	B.Sc. Engineering in Civil or B.Sc. in Water Resource Engineering (WRE) More than 10 years of relevant experience of which minimum 5 years in Building project; Shall have good experience in building construction and supervision work and 5 years specific experience in water supply and plumbing works. Excellent verbal and written communication skills in both Bangla and English Experience in rain water harvesting and Pond Sand Filter (PSF) system is expected.
7	LGED/MDSP/B1/SD-02/IC-07	Electrical Engineer	01	30	B.Sc.in Electrical Engineering from reputed University More than 10 years of relevant experience of which minimum 3 years in Building project; Excellent verbal and written communication skills in both Bangla and English; Experience in designing and installing solar powered electrical systems.
8	LGED/MDSP/B1/SD-02/IC-08	Communication Specialist	01	66	Masters degree in Mass Communication, Information Technology, journalism, public relation, Social science, International relations or related field.; More than 10 years of relevant experience of which minimum 5 years as Communication specialist in a related project; Relevant experience in foreign aided projects such (funded by World Bank, ADB, IDB, JICA etc.) and also experience in working with stakeholders will be preferred. Ability to draft clearly and concisely, ideas and concepts in writing and oral form; specific skills in writing press releases and articles/stories for print and electronic media Excellent verbal and written communication skills in both Bangla and English; Advanced IT skills are essential as a website will have to be designed and maintained
