BANGLADESH: Multipurpose Disaster Shelter Project (MDSP)
Monitoring and Evaluation (M&E) consultancy for Multipurpose
Disaster Shelter Project.
The People’s Republic of Bangladesh has applied for financing from the
World Bank toward the cost of the Multipurpose Disaster Shelter Project (MDSP)
and intends to apply part of the proceeds to payments for the consulting
services for design and supervision of construction and rehabilitation of
disaster shelters to be implemented by Local Government Engineering Department
(LGED).
The services include monitoring and evaluation of project activies and
report to Chief Engineer, LGED. The main activities of the project are
construction of 556 cyclone shelters, improvement of 450 existing shelters,
construction/ re-construction of 550 km of rural roads with bridges/culverts to
connect cyclone shelters. Total project cost is about US$ 375 million covering 9
(nine) districts namely, Pirojpur, Patuakhali, Bhola, Barisal, Noakhali, Laxmipur, Feni, Chittagong, Cox’s Bazar. The duration of the project
is about 07 (seven) years.
The LGED now invites Expression of Interest (EOI) from eligible
consultanting firm to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience
in similar condition, availability of the appropriate skills among staff, etc).
To prepare the short-list the submitted EOIs would be reviewed on the basis of
the following criteria and the short-listed firms will be invited to submit
proposals.

Registration of the
firm.
·
Availability of appropriate
skills among staff.
·
Demonstrated
capacity to handle such assignment.
·
Experience in
similar tasks.
·
Availability of
resources.
·
Experience of the
firm in other works.
·
Support services of
the firm.
·
Others necessary
information(s).
Consulting firm may associate with other firms to enhance their
qualification, but should mention whether the association is in the form of a
“joint-venture” or of “sub-consultancy”. All members of such an association
should have real and well-defined inputs to the assignment, and it is
preferable to limit the total number of firms in the association to three.
The consultancy Services will be
selected following the QCBS (Quality and Cost Based Selection) in accordance
with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank
Borrowers” published by the Bank in 2011 (Revised).
Interested consulting firm may obtain further information at the
address below from 9:00 a.m. to 5:00 p.m. local time (except holidays).
Expressions of Interest must be sent to the address with sealed
enveloped below by June 22, 2015.
