REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES– FIRMS SELECTION)

Multipurpose Disaster Shelter Project (MDSP), Credit No. : IDA Credit 5561-BD, Assignment Tittle: Consulting Services for Independent Internal Audit for Multipurpose Disaster Shelter Project (MDSP), Bangladesh.

 

1.      The Government of Bangladesh (GOB) has received a credit No-5561-BD from International Development Association (IDA) for the Multipurpose Disaster Shelter Project (MDSP) in the amount US$ 375 and it intends to apply part of the proceeds of this credit towards payment under the contracts for Independent Internal Audit for MDSP. The Project is for construction of 556 cyclone shelters with access roads and improvement of 450 existing cyclone shelters in 09 (nine) coastal districts comprising Noakhali, Laxmipur, Feni, Chittagong, Cox's Bazar, Bhola, Barisal, Patuakhali and Pirojpur. Execution of Project works are supervised monitored and managed by the Executive Engineers of above coastal districts, Consultants and PMU office of LGED headed by Project Director at Dhaka.

2.      The Consultancy services (“the Services”) includes review and report on: (a) Reliability of the Financial Management system, financial data and report at all tiers of operation; (b) Adequacy and effectiveness of the accounting, financial and operational controls; (c) Internal Control Systems: completeness, written instructions, effective implementation and frequency of review and up-dating; d) Level of compliance with the established rules, policies, plans and procedures; (e) Financial disclosure/reports provided to the bank and stakeholders from time to time; and (f) Assets: completeness, existence, record keeping, safeguard and utilization for the purpose intended.

3.      The duration of the assignment is about 03(three) months to be conducted during the financial year 2017-2018. Period to be audited shall be from start of the Project up to and including the financial year 2016-2017.

4.      Local Government Engineering Department (LGED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5.      Interested Consultants are requested to submit 01 (one) Original and 03 (three) Copies of EoI to the address of the Project Director, MDSP given below. The EOIs will be reviewed based on the followings which Consultants are requested to submit with supporting documents.

 

a.  Registration /incorporation of consultants (firm)

b. Experience in similar assignment (with consultancy cost and duration)

c. Availability of professionals with appropriate skills ( No CV for individual experts)

d. Availability of resources (financial)

e. Audited financial reports of last three years.

6.      The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011, revised in July 2014, setting forth the World Bank’s policy on conflict of interest. 

7.      Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a joint venture, the Applicant shall (i) submit JV agreement or Memorandum Understanding among the partners, (ii) indicate the name of the partner in charge, as applicable (iii) indicate clearly whether the association is a “joint venture” or “sub-consultancy.

8.      A Consultant will be selected in accordance with the Consultants’ Qualification Selection (CQS) Method set out in the Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” dated January 2011 revised in July 2014.
