BANGLADESH: Multipurpose Disaster Shelter Project (MDSP)

Design and Supervision for Construction of Multipurpose Disaster
Shelter Project.
The People’s Republic of Bangladesh has applied for financing from the
World Bank toward the cost of the Multipurpose Disaster Shelter Project (MDSP)
and intends to apply part of the proceeds to payments for the consulting
services for design and supervision of construction and rehabilitation of
disaster shelters to be implemented by Local Government Engineering Department
(LGED).
The services include assisting LGED to design and construction supervision
of 500 cyclone shelters, improvement of 400 existing shelters, construction/
re-construction of 650 km of rural roads with bridges/culverts to connect
cyclone shelters and construction of 40 kilas (earth mounds). Total project cost is
about US$ 300 million covering 20 districts namely, Barguna, Bagerhat,
Pirojpur, Patuakhali, Bhola, Barisal, Jhalikhati, Khulna, Sathkhira, Noakhali,
Laxmipur, Chandpur, Feni, Chittagong, Cox’s Bazar, Faridpur, Rajbari,
Gopalgonj, Sariatpur & Madaripur. The duration of the project is about 05
(five) years.
The LGED now invites Expression of Interest (EOI) from eligible
consultants (firms) to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignments, experience in similar condition, availability of the appropriate
skills among staff, etc). To prepare the short-list the submitted EOIs would be
reviewed on the basis of the following criteria and the short-listed firms will
be invited to submit proposals.

Registration of the firm.
·
Availability of appropriate
skills among staff.
·
Demonstrated capacity to handle
such assignment.
·
Experience in similar tasks.
·
Availability of resources.
·
Experience of the firm in other
works.
·
Support services of the firm.
Consultants may associate with other firms to enhance their qualification, but should
mention whether the association is in the form of a “joint-venture” or of
“sub-consultancy”. All members of such an association should have real and
well-defined inputs to the assignment, and it is preferable to limit the total
number of firms in the association to three.
The consultancy Services will be selected following
the QBS (quality based selection) in accordance with the procedures set out in
the World Bank’s Guidelines: Selection
and Employment of Consultants by World Bank Borrowers” published by the Bank in
2010 (Revised).
