Request for Expressions of Interest
For Short listing of Non-Government Organizations (NGOs)
1. The Government of
Bangladesh has received a Loan (Loan Agreement No. BDP-64) from the Japan
International Cooperation Agency (JICA) towards the cost of South-Western
Bangladesh Rural Development Project (SWBRDP) implemented by the Local
Government Engineering Department (LGED) and it is intended that part of the
proceeds of the loan will be applied to eligible payments under the contract
for Non-Government Organizations (NGOs) Services under SWBRDP.
2. The scope of the services
includes: (i) impart training to Labour
Contracting Societies (LCS) women members on group formation and management, gender issues,
health & hygiene, savings & credit management, various skills on income
generation activities (IGA) enabling them to start self-employment activities
after they
phased out; (ii) impart training to GC/RM stakeholders on gender and
environmental issues; and (iii) imparting training to the women shopkeepers of
Women Market Section (WMS) at improved Growth Center Market under the project
on gender & environmental issues, shop management and trade skill
development.
3. Expressions of interest
(EOI) are being invited for preparing short-lists for each of the following
contract packages.

4. Prospective Local NGO may express their
interest in one or more than one package, but one NGO may not be short-listed
for more than one contract package depending on its establishment available in
the region, capacity and qualifications. Therefore, the NGO should submit their
EOI indicating the preferred contract package (s).
5. The Project Management Unit (PMU) now invites eligible Local NGOs
to submit their expressions of Interest (EOI) separately for each of the above
contract package (Package wise) for providing the required services. The interested eligible Local
NGOs may, therefore, submit their EOI with the following information with documentary
evidences indicating that they are qualified to perform the services:
a) Background and experience
of the organization including
(i) Name and address of the organization
including HQ, District and/or Upazila offices,
(ii) Registration
number with name of the agency of registration,
(iii) TIN and
VAT registration numbers,
(iv)
Brochure, if any /Description of major field of Business,
(v)
Logistics and Facilities etc. (office accommodation area
in own/rental, vechicles, office equipment, number of permanent pay-roll staff
at HQ, District and Upazila levels to be provided in table form)
b) Capabilities to perform the stipulated services
depicted by
(i) Number of years in active business,
(ii)
List of Key professional personnel with years in permannt pay roll of
the organization along with (i) Name, (ii)Educational Qualification.(iii) Age,
(iv) Field of activities/ professionalism,
(iii)
Names of Projects/ Assignments completed and ongoing
during last 5 (five) years with name of owner Department/Agency, location and
duration of assignment, contract value , names and qualifications of key
professional/personnel provided for services. LGED will contact with the
owner department/ agency if necessary for
confirmation of the information provided.
c) Financial soundness indicated by
(i) Annual turn over of last 3 (three) years,
(ii) Audited Account Reports of last 3 (three)
years by Govt affiliated Audit firms.
6. The applicant NGO should
have: registration with appropriate authority, local offices in working area of
the respective package; deep insight in social and cultural condition of the
working area of the respective package; qualified, experienced, committed and
skilled staff for training and follow-up; broader coverage within the working
area of the respective package; and be able to write report and to have
transparent accounting system; and show positive commitment to the project
objectives.
7. Short listed NGOs will be subsequently
requested to submit technical and
financial proposals and NGOs will be selected in accordance with the ”Fixed
Budget (FB)” sub-method as set out in the “Public Procurement Regulations,
2008”.
8.
The
NGOs not specialized in the provision of impart training need not to apply, as
they will not be considered.
9.
Before
short listing of NGOs, Project Management Unit(PMU)
may verify the field activities of the NGOs.
10. Interested NGO may obtain
further information from the office of the undersigned during office hours on
all working days. The authority reserves the right to accept or reject any or
all EOIs received without assigning any reason
thereof.
11. Expressions of Interest
(one original and two copies) must be delivered to:” The Project Director,
South-Western Bangladesh Rural Development Project (SWBRDP), LGED Bhaban (Level-10), Agargaon, Sher-e-Bangla Nagar, Dhaka-1207”
in sealed envelope either by mail or in person on or before February 06, 2012 at 12:30 pm.
12. EOIs received after the
deadline will not be considered for short-listing. The undersigned will not be responsible for any cost
or expenses incurred in connection with the preparation or delivery of proposal
and visits to any office or site whatsoever.
