Request for Expression of Interest (EOI)

Consulting Services

South-Western Bangladesh Rural Development Project

Base Line Survey Consultant

 

 

The Government of the People’s Republic of Bangladesh has received financing from Japan International Cooperation Agency (JICA Loan Agreement no. BD-P64) toward the cost of South-Western Bangladesh Rural Development Project which will be implemented by the Local Government Engineering Department (LGED) and it intends to apply a part of proceeds of this loan  for  payments under the contract for carrying out the Base Line Survey Consulting services under the project. The Base Line Survey will be conducted in a way which enables to asses the impact of the project before/after and with/without applying a valid sampling method.  

 

A National consulting firm or a National Consulting firm in association with domestic firm(s) will be appointed for studying ( formulating, collecting, surveying, studying and analyzing ) the base line of derived indicators under all the components following the concept of Result Based Management of the project. The consulting services will be required in 14 project districts namely Barisal, Bhola, Jhalakati, Pirojpur, Barguna, Patuakhali, Faridpur, Madaripur, Rajbari, Gopalganj, Shariatpur, Bagerhat, Khulna & Satkhira. The component of the project are development of Upazilla and Union roads, up gradation  of Growth Center & Rural Market, road side tree plantation and rural road maintenance by LCS. The duration of services is about 2 months.

 

The LGED now invites expressions of interest (EOI) from eligible National consultants (firms) to indicate their interest in providing the services. The Consultants must have substantial experience in the Result Based Management of rural infrastructure development project.

 

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description  of similar assignments, availability of the appropriate skills among staff, annual turnover,  audit report etc). 

 

The consultants will be engaged under a single contract. To prepare a short-list the EOIs would be reviewed on the basis of the following criteria and the short-listed firms will be invited to submit proposals.

 

  • Background of the firm ( Age of the firm, support services/ facilities of the firm);
  • Financial Strength ( Av. annual turnover of last five years, audit report with balance sheet of the firm of last three years );
  • Professional strength of firm  ( Qualification and competence of key staff in present payroll working as specialist for at least one year );
  • Work  experience of the firm(s) in similar assignments. (completed during last 10 years and  currently in progress with total cost of such projects and cost of consulting services, dates of start  and completion).

 

A consultant will be selected using the Quality and Cost Based Selection method in accordance with the PPR-2008.
