Sub :   Expression of Interest (EOI) for Short Listing of Project Management, Design and Supervision Consultancy Services under Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III) Financed by Asian Development Bank (ADB).

 

The Government of the People’s Republic of Bangladesh has applied for a loan towards the cost of the Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III) from the Asian Development Bank (ADB), subject to final approval scheduled in May, 2014. Local Government Engineering Department under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C) has initiated the implementation of UGIIP-III and intends to apply part of the proceeds for Project Management, Design and Supervision (MDS) consultancy services to be provided by the consulting firms. MDS package will involve 64 person-months of International and 2896 person-months of National Consultants. MDS consultants will support the Project Management Office (PMO) & Project Implementation Unit (PIUs) in detail engineering design, bid management, supervision and certification of physical works. The consultants will also be responsible for environmental and social safeguards. The consulting team will be headed by an international team leader supported by one national deputy team leader and other experts.

 

1.         The scope of the work is to provide supports to the PMO and PIUs in (i) conducting physical survey (ii) identifying prioritization of subprojects, (iii) conducting technical, economic and social assessment of subprojects, (iv) preparing detail design and bid documents, (v) assisting tendering and evaluation, (v) supervising and quality control, (vi) ensuring environmental and social safeguard compliance according to guidelines of Government and ADB, (vii) preparing and introducing O&M plans, (viii) providing training for implementation and O&M of subprojects.

 

2.         Local Government Engineering Department (LGED) now invites eligible consulting firm(s) to submit their Expression of Interest (EOI) for providing the required services.

 

3.         The consulting firm(s) should be internationally reputed and may have joint venture/ association with local consulting firms of Bangladesh. No lead firm should form association or joint venture with more than one group.

 

4.         In addition to eligibility requirements, the short listing shall be carried out by the following criteria corresponding to the three major criteria in the EOI template:

 

a.    Management Competence

b.    Technical Competence

c.    Geographical Competence

 

5.         Interested firms are requested to submit an Expression of Interest (EOI), using standard EOI template available from ADB website or PMO, electronically through ADB website (Consultant Management System) by 23:59 Manila time on 20 January, 2014. Alternatively, an EOI may be submitted in hard copies (5 copies) to the undersigned by 03:00 pm on 15 January, 2014 in sealed envelope delivered to the office of the undersigned and be clearly marked Expression of Interest (EOI) from consulting firms for Management, Design and Supervision (MDS) Consultancy Services under Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III). Additional information/documents submitted, other than the standard EOI template, will not be evaluated.

 

6.         The selection will be made in accordance with the Quality and Cost Base Selection (QCBS) method in accordance with the Guideline on the Use of Consultants by ADB and its Borrowers (March 2013, as amended from the time to time).

 

7.         Only the short listed firms will be invited to submit Technical and Financial proposals for the consulting service assignment.

 

8.         Under no circumstances will the ADB, LGED, be responsible for any cost incurred in submission of the EOI.

 

9.         Interested consulting firm(s) may obtain further information and Terms of Reference (TOR) from the office of the undersigned during office hour (09:00 am – 05:00 pm) on working days. EOI notice will also be available at websites www.lged.gov.bd and www.cptu.gov.bd. The authority reserves the right to accept or reject any or all EOIs received without assigning any reason thereof.
