The Department of Local Government Engineering Department (LGED) has
been allocated public funds from the Government of the People’s Republic of
Bangladesh (GoB) towards the cost of the Rural Access
Road Improvement Project in Sylhet Division to be implemented in 38 Upazila
under District of Sylhet, Moulvibazar, Habiganj and Sunamganj under the
financial assistance of Islamic Development Bank (IDB) and it intends to apply
part of the proceeds of these funds to payments under the contract for the provision
of consultancy services for the project by a
Consulting Firm (National) for Capacity Building of Market Management Committee
and Marketing Group Development. The General Procurement Notice (GPN) of the
project has already been published in the National Daily newspaper “The New
Age” on 22/06/2016 as well as published in IDB website.
The purpose of the Capacity Building of Market
Management Committee and Marketing Group Development is to develop the
institutional and human capacity in terms of designing, planning, managing and
monitoring community based development program, to enhance capacity of the
farmers on relevant livelihood and
agriculture products marketing skills including acquisition of inputs (seeds,
fertilizer etc), to enhance capacity of the women in project district in
formation of micro enterprise for road maintenance and need based training for
market Management Committee in the Sylhet division.
The service includes preparing the training need assessment, module design and
conducting training. The National Consulting firm cum NGO need to manage the
whole program by involving Local NGO’s at the District Level for need
assessment and conduct training and a short term consultant for designing
different types of module.
The Experience, Resources and Delivery Capacity of the firm cum NGO required
are at least 5 years working experience including management of Local NGO,
microcredit program for vulnerable group, skilled manpower and financial
capacity.
The Project Director, RARIP in Sylhet Division, LGED now invites
eligible applicants to indicate their interest in providing the services.
Interested Consultants cum NGOs are invited to provide following information
indicating that they are qualified to perform the services (brochures and legal
documents, description of similar assignments, experience in similar operating
conditions involving and managing NGO’s, availability of appropriate qualified
and experienced among payroll staff, etc.) in competitive proposal.
An applicant may associate with other consultant(s)/NGO(s) to enhance
their qualifications and clearly specify the type of association (a
joint-venture or sub consultancies) as well as the nature of its business
(commercial or not-for profit).
A consultant cum NGO will be selected using the selection sub-method in
accordance with the Guidelines for the Use of Consultants under
Islamic Development Bank Financing
(current edition). It is expected that
the services will be commenced on 01-01-2018 and shall be completed by 31-12-2019.

Expression of Interest (EOI) shall be submitted by 2.00 pm on date 06-11-2017,
in sealed envelope delivered to the address given above and be clearly marked “Request
for Expression of Interest for Selection of Capacity Building of Market

Access Road Improvement Project in Sylhet Division”
The procuring entity reserves the right to accept or reject any or all
EOIs without assigning any reason
whatsoever.
