Invitation for Expression of Interest (EOl)

For providing services of technical support staff under Small Scale Water Resources Development Project (SSWRDP-JICA)

1. The Government of Bangladesh has received a Loan (Loan No:BD-P57) from Japan International Cooperation Agency towards the cost of the SSWRDP-JICA implemented by the Local Government Engineering Department (LGED) and is intended that part of the GOB share will be applied to eligible payments to provide services for implementing subprojects following participatory process under the Project.

2. The SSWRDP-JICA will undertake implementation of about 255 new small-scale water resource subprojects in 15 districts under greater Mymensingh, Sylhet and Faridpur Areas

3. The objective of the project is to increase agricultural production, increase rural job opportunities and contribute in poverty reduction in the project area through development of water management infrastructure and beneficiaries participatory institutions for stakeholder driven small scale water resource development and management. The objectives are to be achieved by (i) Institutional strengthening of Government agencies to support Small Scale Water Resources (SSWR) development, (ii) Sub-project development to which will include poor and vulnerable group and will enable WMCAs to plan, implement, operate and maintain subprojects and, (iii) construction of up to 255 subprojects

4. In pursuance of the project objectives, experienced firm/company will be engaged to provide Junior Water Resources Engineer (3+14)=17 (Seventeen) positions to assist subproject development and implementation within the project area following project methodology.

6. SSWRDP-JICA, LGED now invites expression of interest (EOI) from eligible firm/company to prepare a short-list to provide the stipulated services. The eligible firm/company within the context of this request for EOI, should be formally constituted and registered under the laws of the Government of Bangladesh, shall be deemed to have registration with the offices of the (a) Director General, Department of Social Services or, (b) Director General, Department of Women affairs, or (c) Director General NGO Affairs Bureau; have registered Head Office and several Regional/Local Offices at District and/or Upazila levels spread over the country and have own major activities in the project area, be qualified to perform the service as deemed by the project, be financially sound and be in active business in respective fields in the project districts.

7. For this Package No: LGED/PD/SSWRDP-JICA/S-firm/company/01/2014-15. a total of (5-7) firm/company be short listed and one of the short listed firm/company will be finally contracted under this EOI to carry out the services. The short-listed firm/company will be subsequently requested to submit Technical and Financial proposals. The firm/company will be selected through competition using Fixed Budget Selection (FBS) method and in accordance with the PPR- 2008.

8. The interested firm/company may submit their EOI including the following information:

a. General information of the firm/company: (i) Name and Address, (ii) Trade License and Registration Number with year and Agency (must), (iii) TIN and VAT Registration Number (must) (iv) Average Annual Turnover of Last 3 years (must),(v) Number of years in Active Business, (vi) Total Number of Permanent staff in pay- Roll and List of Key Professional personnel with number of years in Pay-Roll,(vii) Organization's Brochure.

b. Core Team of Professionals: Names, Date of Birth, Educational Qualification and Professorial Experience of Key professional staff on permanent payroll.

9. SSWRDP-JICA, LGED if necessary, may perform field verification regarding correctness of the information on logistics and other statements/documents provided by the firm/company in the EOI and if found incorrect or vilified, the concerned EQI will be rejected at any stage of the short listing process or even beyond that. The firm/company submitting the EOI shall produce necessary documents upon demand by SSWRDP-JICA

10. The Undersigned will not be responsible for any cost or expenses incurred in connection with the preparation or delivery of the EOI and visit to any office or site whatsoever.

11. A firm/company can submit one EOI only

12. Joint venture/Associations (JVA) will be allowed for the EOI. It is preferable to limit the total number of Firm/Company including associates to a maximum of 3 (three).

13. Interested firm/company may obtain further information at the address below during office hours.

14. EOI should be submitted on or before 18/09/2014, up to 1.00 pm in sealed envelope delivered to the Project Director, SSWRDP-JICA, RDEC Bhaban (Level-6), LGED HQ, Agargaon, Sher-e-Bangla Nagar, Dhaka-1207, Bangladesh.

15. The PE (procuring entity) reserves the right to accept or reject any or all EOIs without assigning any reason whatsoever.
