For
Design& Supervision Consultancy
(DSC) Services
Under Coastal Climate Resilient
Infrastructure Project (CCRIP)
1.
The
Government of Bangladesh (GOB) will receive loans and grants from the Special
Operation’s resources of Asian Development Bank (ADB), ADB Strategic Climate
Fund, International Fund for Agricultural Development (IFAD) and Kreditanstalt
fur Wideraufbau (KfW) towards the cost of Coastal Climate Resilient
Infrastructure Project (CCRIP) and intends to apply a portion of the proceeds
of the grant to eligible payments under
the consultancy services for which this invitation for Expression for Interest
(EOI) is issued. The terms and condition
of the contract and payments by ADB and other co-financers will be subject to
the terms and conditions of the Loan and Grant Agreement, including the
‘Guidelines on the Use of Consultants by ADB and Borrowers’.
2.
The
project aiming at raising incomes in the selected 12 south-western coastal
districts of Bangladesh such as Barisal, Patuakhali, Barguna, Bhola, Perojpur ,
Jhalokati, Khulna, Bagerhat, Sathkhira, Gopalgonj, Madaripur and Sariatpur
vulnerable to climate change and variability. The key objectives are to: i)
improve rural connectivity and upgrade market services through development of
climate proofed Upazila roads, Union roads and Village roads with drainage
structures (culvert and bridges), Growth centers and Rural Markets for enabling
access of small producers and the poor to markets to generate higher income.
ii) enhance climate change adaptation capacity and increase safety of
population during extreme climatic events through increased availability of
climate disaster shelters, improved access to shelters and improved facilities
of existing climate disaster shelters, iii) strengthen the institutional
capacity of LGED, LGIs and other stakeholders through effective training and
initiation of knowledge management system, with particular emphasis on climate
resilience and adaptation measures during the design, implementation and
maintenance of rural infrastructures assets and iv) create employment
opportunities through project interventions.

Being
selected as the Executive Agency (EA) for the project, Local Government
Engineering Department (LGED) under Local Government Division (LGD) of the
Ministry of Local Government, Rural
Development and Cooperatives (LGRD&C) now invites eligible consulting firm
(s) who have adequate (at least five
years) experience in designing and
supervision of rural development projects to submit Expression of
Interest (EOI) for Design and Supervision Consultancy (DSC) services for
Coastal Climate Resilient Infrastructure Project (CCRIP). The Design and
Supervision Consultancy (DSC) package will involve 79 person months of
international consultants and 880 person months of national consultants. The
firm will be selected through Quality and Cost Based Selection (QCBS )
Procedures in accordance with the ADB’S Guidelines on the Use of consultants
(April 2010 or as amended from time to time). The Consulting services contract
is expected to commence in July 2013 and will continue up to the end of the
project duration in December 2018.

The
DSC consultants shall perform their tasks and responsibilities in accordance
with accepted professional standards, utilizing sound international
engineering, management and economic practices. The consultants shall have
sufficient expertise on design, construction, supervision and maintenance of climate resilient rural infrastructures.
They will work directly with the staff of LGED in the PMO, RPO as well as
district and Upazilla level offices. The international consultants working
under this DSC consultancy contract should ensure that on job training is
provided and expertise on engineering and project management is transferred to
associated counterpart officials. One of the main objectives of the DSC
consultancy services is to ensure that all procurement of civil works and goods
under the project are undertaken in an
economical and efficient manner, consistent with widely accepted engineering
standards and practices for such works, and to the satisfaction of GOB, ADB and cofinanciers.
5.
In
general, the scope of consultancy services will include, but not be limited to
the following:
a.
Identification
of requisite number of sub-projects for
the project as per predetermined selection and prioritization criteria
and prepare district wise Sub-project Appraisal Reports (SARs) for all
identified sub-projects acceptable to
LGED and ADB, IFAD and KfW;
b.
Detailed
design including review of preliminary design and cost estimate done by the
PPTA consultants on environmental. socio-economic, hydrological
&morphological study and geotechnical
surveys at sites; prepare the climate resilient technical specifications
including cost estimated for the procurement of goods and works contracts;
c.
Preparation
of procurement plan with preferred method of procurement , the prequalification
documents, bid documents, criteria for assessment of prequalification
submissions, and tender documents for all bidding packages of the project in compliance with
ADB’s procurement Guidelines and relevant rules of the Government of
Bangladesh;
d.
Extensive
supervision and monitoring of project implementation including: construction
supervision, monitoring of project progress, time control, budget control and
financial management with effective and consistent quality assurance to ensure
climate resilience of the infrastructure improvement.
e.
Development
of specified training programme for LGED staff and stakeholders in technical
and non-technical areas to improve levels of competency particularly relating
to inclusion of suitable climate resilience and adaptation measures in design,
construction, maintenance of rural infrastructures.
f.
Assisting
LGED to develop co-operative linkages and partnership programmes with concerned
line agencies and private sector organizations associated with maximizing
benefits to the poor from infrastructure investment.
6.
The
DSC consultant is expected to have expertise in detailed design of project
components; and management, construction supervision and administration of
contracts. Knowledge in use of ADB’s procurement Guidelines, experience in
international procurement contracts,implementation and monitoring of ADB’s
safeguard policies and resettlement plan, environmental and socioeconomic
impact assessment, and project performance monitoring of big projects are
desirable. The following key expertise will be required: (i) procurement and
project supervision/management specialization
for review and preparation of documentation and assisting in bidding,
award, and contractual issues associated with the procurement process under the
project; (ii) technical/ engineering expertise(in various disciplines) for
preparation of detailed climate resilient designs and specifications ; and iii) resettlement , social, and environmental
expertise. The consultants will be required to make own arrangements under the
Consultant’s Contract for appropriate English/Bangla translation and
interpretation service that may be
required.
7.
EOIs
may be submitted by a firm, association, or joint venture. However, a lead firm, whether international
or national, cannot be a member of another subconsultancy/association or joint
venture.
8.
Interested
firms may submit EOI along with:
a.
Cover
letter signed by authorized signatory with name(s), address(es), contact
details of partners /associates (if any),
b.
Agreement
of Joint Venture or Association or Partnership with clear indication of share
of responsibility and business ( if applicable ) ,
c.
Additional
information /documentation on the following (documentary evidence to be
attached ): i)Legal Status ( Trade License and proof of other Registration such
as –Value Added Tax(VAT) , Taxpayer’s Identity Number etc.) ii) Nature of
business or operation, iii) Years of similar, relevant and general experience ;
iv) Experience in similar working condition, v) Annual turnover of last 5(five)
years; vi) Company profile or Brochure , and vii) Information of core team of
key professionals on permanent pay role (Name, Date of Birth, Educational Qualifications
and relevant Professional Experience –Time & Brief Description).

Hard copy EOIs should use the standard template for consulting firms (available
for download at http://www.adb.org/site/business-opportunities/operational-procurement/consulting/documents and submitted in sealed envelope
containing original and 5(five ) copies addressed to “Project Director, Coastal
Climate Resilient Infrastructure Project (CCRIP), Local Government Engineering
Department, Level-7, RDEC Building, LGED
HQ, Agargaon, Dhaka-1207, Bangladesh” not
later than 3.00 PM local time on 10 December 2012.
