Invitation for Expression of
Interest (EOI)
For
Management Support Consultancy (MSC) Services
For Coastal Climate Resilient
Infrastructure Project (CCRIP)
1.
The
Government of Bangladesh (GOB) will receive loans and grants from the Special
Operation’s resources of Asian Development Bank (ADB), ADB Strategic Climate
Fund, International Fund for Agricultural Development (IFAD) and Kreditanstalt
fur Wideraufbau (KfW) towards the cost of Coastal Climate Resilient
Infrastructure Project (CCRIP) and intends to apply a portion of the proceeds
of the grant to eligible payments under
the consultancy services for which this invitation for Expression for Interest
(EOI) is issued. The terms and condition
of the contract and payments by ADB and other co-financers will be subject to
the terms and conditioned of the Loan and Grant Agreement, including the
‘Guidelines on the Use of Consultants by ADB and its Borrowers’.
2. The project aiming at raising
incomes in the selected 12 south-western coastal districts of Bangladesh such
as Barisal, Patuakhali, Barguna, Bhola, Perojpur , Jhalokati, Khulna, Bagerhat,
Sathkhira, Gopalgonj, Madaripur and Sariatpur vulnerable to climate change and
variability. The key objectives are to: i) improve rural connectivity and
upgrade market services through development of climate proofed Upazila roads,
Union roads and Village roads with drainage structures (culvert and bridges),
Growth centers and Rural Markets for enabling access of small producers and the
poor to markets to generate higher income. ii) enhance climate change
adaptation capacity and increase safety of population during extreme climatic
events through increased availability of climate disaster shelters, improved
access to shelters and improved facilities of existing climate disaster
shelters, iii) strengthen the institutional capacity of LGED, LGIs and other
stakeholders through effective training and initiation of knowledge management
system, with particular emphasis on climate resilience and adaptation measures
during the design, implementation and maintenance of rural infrastructures
assets and iv) create employment opportunities through project interventions.
3. Being selected as the Executive
Agency (EA) for the project, Local Government Engineering Department (LGED)
under Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives
(LGRD&C) now invites eligible consulting firm (s) who have adequate (at least five years) experience in
management support to rural development projects to
submit Expression of Interest (EOI) for Management Support Consultancy (MSC) services for Coastal
Climate Resilient Infrastructure Project (CCRIP). The MSC) package will involve
55person months of international consultants, and147person months of national
consultants.. The firm will be selected
through International Competitive Bidding (ICB) with Quality and Cost Based
Selection (QCBS ) Procedures in accordance with the ADB’S Guidelines on the Use
of consultants (April 2010 or as amended from time to time). The Consulting
services contract is expected to commence in July 2013 and will continue up to
the end of the project duration in December 2018.
4. The main objective of the MSC
consultancy services is to provide technical support and assistance to institutional strengthening
, capacity building and monitoring required in LGED, Local Government Agencies,
and stakeholders/beneficiaries in the field of project management,
institutional strengthening/capacity building, Benefit Monitoring and
Evaluation (BME), gender issues, resettlement issues, sociological issues,
environmental issues, financial management etc. The MSC consultants shall perform
their tasks and responsibilities in accordance with accepted professional
standards, utilizing sound international engineering , management and economic
practices. The consultants shall have sufficient expertise on design,
construction, supervision and maintenance
of climate resilient rural infrastructures. They will work directly
with, and support , the staff of LGED in the PMO, RPO as well as district and
Upazilla level offices. The international consultants working under this MSC
consultancy contract should ensure that on job training is provided and
expertise on engineering and project management is transferred to associated
counterpart officials.
5. In general, the scope of consultancy
services will include, but not be limited to the following:
a.
Need
assessment, design and conduct training programmes employing participatory
approaches , compilation of handbooks, manuals for various courses and
workshops in line with the project objectives;
b.
Development
of specified training programme for LGED staff and stakeholders in technical and non-technical areas to
improve levels of competency particularly relating to inclusion of suitable
climate resilience and adaptation measures in design, construction, maintenance
of rural infrastructures.
c.
Ensure
that social development, gender, resettlement and environmental issues are
effectively monitored , evaluated and reported in accordance with the
agreed project framework;
d.
Develop
knowledge management framework in collaboration with the PMO and LGED MIS/GIS
cell to store and disseminate knowledge products specially climate resilient
knowledge products gained from project implementation;
e.
Develop
an economic analysis model In collaboration with LGED staff and other DSC
team members with the data obtained from
field data to determine sub-project
EIRR, sensitivity of EIRR to adverse changes in sub-project variables, poverty
impact ratio;
f.
Review
and develop financial procedures and reporting requirements of the
co-financiers;
g.
Assisting
LGED to develop co-operative linkages and partnership programmes with concerned
line agencies and private sector organizations associated with maximizing benefits
to the poor from infrastructure investment.
6. The MSC consultancy is expected to
have expertise in participatory and contemporary training methodologies and
approaches; sound knowledge of Government policies; administrative systems and
procedures; ADB’s safeguard policies and resettlement plan; environmental and
socioeconomic impact assessment and particularly expertise in capacity development, rural
infrastructure development, local governance, training, gender and environment
and climate change are required. The consultant will be required to make own
arrangements under the Consultant’s Contract for appropriate English/Bangla
translation and interpretation service that may be required
7. EOIs may be submitted by a firm,
association, or joint venture. However,
a lead firm, whether international or national, cannot be a member of another
subconsultancy/association or joint venture.
8. Interested firms may submit EOI
along with:
a.
Cover
letter signed by authorized signatory with name(s), address(es), contact
details of partners /associates (if any),
b.
Agreement
of Joint Venture or Association or Partnership with clear indication of share
of responsibility and business ( if applicable ) ,
c.
Additional
information /documentation on the following (documentary evidence to be
attached ): i)Legal Status ( Trade License and proof of other Registration such
as –Value Added Tax(VAT) , Taxpayer’s Identity Number etc.) ii ) Nature of
business or operation, iii) Years of similar, relevant and general experience ;
iv) Experience in similar working condition, v) Annual turnover of last 5(five)
years; vi) Company profile or Brochure , and vii) Information of core team of
key professionals on permanent pay role (Name, Date of Birth, Educational
Qualifications and relevant Professional Experience –Time & Brief
Description).
9. Interested firms have the option to

Hard copy EOIs should use the standard template for consulting firms (available
for download at http://www.adb.org/site/business-opportunities/operational-procurement/consulting/documents and submitted in sealed envelope
containing original and 5(five ) copies addressed to “Project Director, Coastal
Climate Resilient Infrastructure Project (CCRIP), Local Government Engineering
Department, Level-7, RDEC Building, LGED HQ, Agargaon, Dhaka-1207, Bangladesh” not later than 3.00 PM local time
on 10 December 2012.
