Expression of Interest (EOI) for Short-Listing of Institution/Firm for
Baseline
Study for Impact Assessment of
Participatory Small Scale Water Resources
Sector Project(PSSWRSP): Loan No-2542-BAN(SF)
1.
The Government of the People’s Republic of
Bangladesh has received for a sector loan from the Asian Development Bank (ADB)
and loan financing from the International Fund for Agricultural Development
(IFAD) and intends to apply part of the proceeds of this loan to payments under the Contract to carry out a Baseline
Study of 30 (thirty) Participatory small scale
water resource Sector Project (PSSWRSP) subprojects
under the Participatory small scale water resource Sector Project(PSSWRSP). The Project will implement approximately 270
sustainable stakeholder driven, Participatory small scale
water resource Sector Project (PSSWRSP) in 46
districts.

The Baseline Study will consist of collection,
compilation, analysis, and interpretation of findings on the socio-economic
parameters that are likely to change as a result of the subproject
implementation. The main impact indicators will be agricultural production,
fisheries production, employment generation, and household incomes,
disaggregated by farm size classes, occupational groups, and where relevant, by
gender. The poverty situation in the subproject areas will need to be reflected
on the basis of standard research methods.

The Baseline Study will involve, but may not be
limited to, (a) preparation of household sampling design and finalization of
questionnaire checklist, schedule, etc; (b) recruitment and training of
supervisors and enumerators; (c) collection and checking data; and (d)
tabulation, analysis, and interpretation of the data. Baseline information will
be collected in the following general areas, plus any others deemed necessary
by the Institution/Firm: (a)
assessment of water resources (surface & ground water), (b) agricultural
production, (c) fisheries production (capture and culture), (d) biodiversity
and water quality, (e) employment creation (on a gender disaggregated basis),
and (f) level of poverty.

The Baseline Study will form the basis for an
Impact Assessment that will be carried out 5 years later (separate contract).

The Baseline Study team will include the
following key professionals with high academic qualifications and previous
experience in similar studies including: (1) Senior Sociologist/Team Leader (12p-m),(2) Economist(6p-m),(3)Agronomist(6p-m),(4)Environmentalist,(4p-m),(5)Fisheries
Specialist (4p-m), (6) Gender & Development Specialist(4p-m), (7)
Statistician(4p-m), (8)Sociologist(4p-m) and (9) Water Management Specialist (6p-m).

The LGED
now invites eligible Institutions/Firms of repute to indicate their interest in
carrying out the Baseline Study described above. The interested
Institutions/Firms may download the EOI template from http://www.adb.org/site/business-oppurtunities/Consulting-services/tools-templates/loans
and submit their EOI filling in the
template including the following as additional information.

The information shall be provided in tabular
form, as much as possible. Evidence supporting the information shall be
provided as attachments.
8.
Institutions/Firms not specialized in the area
of socio-economic surveys and studies related to water resources development
need not to apply, as they will not be considered.
9.
Short-listed Institutions/Firms will later be
invited to propose a detailed methodology for the Baseline Study incorporating
modern survey methods, and utilizing econometric and statistical tools (i)
ensuring that the results are statistically credible and (ii) showing how the
benchmark study will lead to the subsequent Impact Assessment (separate
contract).
10.
A total of 6 Institutions/Firms will be
short-listed and subsequently requested to submit Technical and Financial proposals. The Institution/Firm will be selected in
accordance with the Fixed Budget
Selection (FBS) method of the ADB’s guidelines on the use of Consultants by
Asian Development bank and its Borrowers (April 2010 or as amended from time to
time). Consulting firms/institutions submitting EOI should be acquainted with
the ADB’s guidelines.
11.
Joint
venture/associations (JVA) will be allowed for the EOI. It is preferable to limit the total number of Institutions/Firms
including associates to a maximum of 3 (three).
12.
Joint
Venture among the shortlisted Institutions/Firms at the time of submission of a
Proposal is not permitted, and such Proposals
will be disqualified. Joint Venture with other non-shortlisted Institutions/Firms
at the time of submission of a Proposal
is admissible, but only with the permission of the Client, which must be
obtained prior to the deadline for submission of a Proposal.
13.
Expressions
of Interest shall be submitted in sealed envelope containing original and
5(five) copies delivered to “Project
Director, Participatory Small Scale Water Resources Sector Project (PSSWRSP),
Local Government Engineering Department (LGED), RDEC Bhaban (Level 5), LGED HQ,
Agargaon, Sher-e-Bangla Nagar,
Dhaka-1207” on or before 03 February 2013 up to 3:00 p.m. local time and
clearly marked “EOI for
Short-listing for Baseline Study for Impact Assessment of Participatory small scale water resource Sector Project (PSSWRSP).
