Invitation for Expression Of Interest(EOl)

Invitation for submission of expression of interest (EOI) for short listing of Firm/Company             

for providing services of technical support staff under the Participatory Small Scale Water Resources Sector Project (The Project).

 

1.   The Government of Bangladesh has received a Loan (Loan No. 2542-BAN (SF) from the Asia Development Bank (ADB) and IFAD towards the cost of the Participatory Small Scale Water Resources Sector Project (PSSWRSP) implemented by the Local Government Engineering Department (LGED) and is intended that part of the GOB share will be applied to eligible payments to provide services for implementing subprojects following participatory process under the Project.          

2.   The PSSWRSP will undertake implementation of about 270 new small-scale water resource subprojects and enhancement of 160 subprojects implemented under the SSW-1 and SSW-2 Projects located in 61districts excluding three hill districts.

3. The objective of the project is to increase agricultural production, enhance rural job opportunities and contribute in poverty reduction in the project area through development of water management infrastructure and beneficiaries participatory institutions for stakeholder driven small scale water resource development and management. The objectives are to be achieved by (i) Institutional strengthening of Government agencies to support Small Scale Water Resources (SSWR) development, (ii) Participatory subproject development to which will include poor and vulnerable group and will enable WMCAs to plan, implement, operate and maintain subprojects and, (iii) construction of up to 270 SSWR subprojects

4.  In pursuance of the project objectives, experienced Firm/Company will be engaged to provide Assistant Water Resources Engineers (71 Positions), GIS Analyst (1 Position) and MIS Analyst (1 Position) to assist subproject development and implementation within the project area following project methodology.

5. The detail TOR can be downloaded from the LGED website: www. lged.gov.bd    

6. PSSWRSP, LGED now invites expression of interest (EOI) from eligible Firm/Company to prepare a short-list to provide the stipulated services. The eligible Firm/Company within the context of this request for EOI, should be formally constituted and registered under the laws of the Government, shall be deemed to have registration with the offices of the (a) Director General, Department of Social Services or, (b) Director General, Department of Women affairs, or (c) Director General NGO Affairs Bureau; have registered Head Office and several Regional/Local Offices at District and/or Upazila levels spread over the country and have own major activities in the project area, be qualified to perform the service as deemed by the project, be financially sound and be in active business in respective fields in the project area districts.                                                             

7. For this package No LGED/PSSW/PD/S-firm/Company/01/13-14 a total of 4-7 NGOs will be short listed and one of the short listed Firm/Company will be finally contracted under this EOI to carry out the services. The short-listen Firm/Company will be subsequently requested to submit Technical and Financial proposals. Firm/Company will be selected through competition using Fixed Budget Selection (FBS) method and in accordance with the Public Procurement Rules, 2008.

8.    The interested Firm/Company may submit their EOI including the following information:

a. General information of the Firm/Company: (i) Name and Address, (ii) Trade License and Registration Number with year and Agency (must), (iii) TIN and VAT Registration Number (must) (iv) Annual Turnover of Last 3Years (must),(v) Number of years in Active Business, (vi) Total Number of Permanent staff in pay- Roll and List of Key Professional personnel with number of years in Pay-Roll,(vii) Organization's Brochure.

b. Core Team of Professionals: Names, Date of Birth, Educational Qualification and Professorial Experience of Key professional staff on permanent payroll.              

9. PSSWRSP, LGED if necessary, may perform field verification regarding correctness of the information on logistics and other statements/documents provided by Firm/Company in the EOI and if found incorrect or vilified, the concerned EQI will be rejected at any stage of the short listing process or even beyond that. The Firm/Company submitting EOI shall produce necessary documents upon demand by PSSWRSP, LGED.

10.   The Undersigned will not be responsible for any cost or expenses incurred in connection with the preparation or delivery of the EOI and visit to any office or site whatsoever.

11.  A Firm/Company can submit only one EOI.

12. Joint venture/Associations (JVA) will be allowed for the EOI. It is preferable to limit the total number of Firm/Company including associates to a maximum of 3 (three).

13. Interested Firm/Company may obtain further information at the address below during office hours.

14. EOI should be submitted on or before 11/09/2014, up to 1.00 pm in sealed envelope delivered to the Project Director, PSSWRSP, RDEC Bhaban (Level-5), LGED HQ, Agargaon, Sher-e-Bangla Nagar, Dhaka-1207, Bangladesh.

DETAILED TERMS OF REFERENCE FOR FIRM/COMPANY TO PROVE SERVICES OF ASSISTANT WATER RESOURCES ENGINEERS, GIS AND MIS ANALYSTS

 

I.          Background

 

1.         The Government of Bangladesh has received  a sector loan from the Asian Development Bank,  and loan financing from the International Fund for Agricultural Development, for the implementation of the Participatory Small Scale Water Resources Sector Project (PSSWRSP). . A Part of the share of the Government of Bangladesh for the Project will be utilized for the eligible payment for the services provided by a Firm/Company to be hired to provide services of Assistant Water Resources Engineer (AWRE), GIS Analyst and MIS Analyst.  The executing agency (EA) for the project is the Local Government Engineering Department of the Ministry of Local Government, Rural Development and Cooperative (MoLGRDC).

 

2.         The Participatory Small Scale Water Resources Sector Project (PSSWRSP) has a highly participatory and decentralized design with activities focused on subdistrict (upazila) and district levels. It is based on lessons learned from earlier ADB investments (in Bangladesh) in the small-scale (less than 1,000 ha.) water resources sector under the first Small Scale Water Resources Sector Development Project[1] (SSWRDSP) and  Second SSWRDSP.[2] The PSSWRSP will support the development of stakeholder-driven water management cooperative associations (WMCA) which are suitably resourced in social and technical capital to improve system operation, have clear financing partnerships/cost sharing mechanisms for sustainable maintenance (with increased financial resources) and, within an enabling (and sufficiently decentralized[3]) institutional framework, are capable of maximizing their collective potential to increase agriculture production in subproject areas.

 

3.         The objective of PSSWRSP is to enhance agricultural productivity and sustainability in subproject areas to reduce poverty incidence, generate incremental incomes from agriculture production and improve social indicators of rural water users and vulnerable groups within a supportive and responsive institutional framework. This will be achieved through three components:

 

            A. Institutional Strengthening

            B. Participatory Subproject Development

C. Small Scale Water Resources Infrastructure and Project Implementation Support

 

4.         Component A  culminates in capacity and capability enhancement of the Integrated Water Resources Management Unit (IWRMU) of LGED to provide a suitably supportive framework for internalizing and institutionalizing the small-scale water resources (SSWR) development process. This  includes: (a) raising IWRMU profile by upgrading water resources management to the organizational and managerial level of an Additional Chief Engineer, clarity in vision, mission and mandate and greater exposure through participation in regionally-based IWRM organizations; (b) reinvigorating and enhancing the Regional level of LGED to provide operation and maintenance (O&M) and monitoring and evaluation (M&E) support to new and completed subprojects; (c) institutional strengthening and operational support for Department of Cooperatives (DOC), specifically the establishment of a dedicated Water Cell capable of providing statutory and regulatory support to WMCAs (new and completed subprojects); (d) improved links with partner line departments primarily agriculture and fisheries extension support and (e) improved and more practical WMCA performance (including poverty reduction) monitoring and evaluation indicators and suitably reflective enhancement of management information system database.

 

5.         Component B  supports implementation of critical aspects of participatory subproject development specifically: (a) subproject identification and pre-screening which are essential for broad-based stakeholder commitment and equitable distribution of benefits; (b) WMCAs achieving the required development targets (e.g. membership enrollment, functional committees, registration, cash contribution for first year O&M, elections); (c) enhanced incomes of vulnerable groups through improved performance and greater transparency in Labor Contracting Societies (LCS)[4] activities and other specific actions; (d) enhanced agriculture production and incomes delivered, extending links with input delivery, technical support, post harvest storage facilities and product marketing; and (f) rigorous post construction support (new and completed subprojects) for system operation and maintenance through improved planning and preparedness, field support, enhanced technical and financial management skills of WMCAs and incentivizing maintenance activities through cost sharing mechanisms.[5]

 

6.         Component C  undertakes infrastructure development of up to 270 small-scale water resources systems, typically comprising flood management, drainage improvement, water conservation and command area development (CAD). Activities  includes (a) more rigorous subproject selection from technical perspective and community participation to develop technical solution and approval; (b) intensified construction supervision for quality control and (c) performance enhancement of completed subprojects where institutional capacity of WMCA is clearly demonstrated for further value addition. The project  covers  61districts of Bangladesh  excluding three districts of Chittagong Hill Tracts (CHT).

 

II.        Scope of Services

 

A.                 General Scope of Services

 

7.         Services will be provided by a Local Firm/Company in accordance with Public Procurement Rule 2008. The Firm/Company will ensure that LGED receives the necessary support in accordance with a predetermined implementation schedule. The Firm/Company will be engaged under a single contract. The Firm/Company  will assist the project Management  office (PMO), regional, district and upazila offices in  subproject development process and infrastructure development to deliver project outputs. The Firm/Company will support all aspects of the project implementation including but not limited to:  (i) supporting and ensuring participation of WMCAs in subproject development process;  (ii) facilitating supervision of civil works to ensure WMCAs are involved in the design and implementation process and quality delivery;   (iii) technical advice and facilitation for operation and maintenance planning by WMCAs  for sustainable SSWR management systems;  (iv) subproject development compliance with national and ADB social and environmental safeguard policies;  (v) facilitation of resettlement plan (RP) implementation;    (vi) Maintaining GIS/MIS database  to provide feedback mechanism and responsive support services. 

 

B.                 Scope of Services

 

8.         Firm/Company  will be selected and engaged in accordance with the PPR, 2008.  Firm/Company will be selected through  competition using the Fixed Budget  selection method. A total of 2774 person-month inputs of 73 positions will be required for the project. Project implementation commenced since 1 January 2010 and will continue up to 30 June 2017. Main activities are described below.

 

Component A: Institutional Strengthening

 

9.         Support PMO to maintain GIS/MIS database, provide a “responsive” set of outputs to be used as feedback rather than reporting database and with wider/shared access to facilitate regulatory activities of DOC and other partner line departments.

 

 

Component B: Participatory Subproject Development

 

10.       The Firm/Company  will support IWRMU and LGED offices at the regional, district and upazila levels to ensure the effective participation of local stakeholders at all stages of the project Cycle. Specific services to be provided will include:

 

(i)            Provide support  for identification, feasibility assessment, planning, design, implementation and O&M of small scale water resource development subprojects;

(ii)          Provide support to the LGED regional, district and upazila levels to  select subprojects are in compliance with social, technical, environmental and economic criteria as per the approved methodology of the project. ;

(iii)         training and provision of technical support to labor contracting societies (LCSs);

(iv)         Assist the LGED district offices with the establishment of upazila level conflict resolution mechanism and other liaison/consultative committees with LGIs and oversee establishment at each subproject site;

(v)          Provide field level technical expertise to supervise implementation of civil works and institutional strengthening of WMCAs, monitor and facilitate associated data collation for MIS database;

(vi)         Assist in preparation and implementation of social and environmental safeguard requirements in accordance with project resettlement framework, indigenous peoples development framework and environmental review and assessment procedures;

(vii)        Facilitate IWRMU and district/upazila staff in identifying, planning and implementation of poverty reduction activities for landless/marginal farmers and vulnerable groups, including planning, implementation and monitoring;

(viii)      Facilitate  categorization of existing subprojects to assess eligibility for performance enhancement funding, needs identification, plan for development, implementation and monitoring;

(ix)         Provide Support  in adoption and operationalizing O&M strategy at field level including development of subproject specific operation and maintenance plans, strengthening WMCAs role in implementation and revolving fund collection for subprojects operation and maintenance and performance enhancement of existing subprojects.

 

 

Component C: Small Scale Water Resources Infrastructure and Project Implementation Support

 

7.         The Firm/Company  will support  WMCAs in the development of small scale water resources management systems comprising flood management, drainage improvement, water conservation and CAD. Firm/Company will assist in ensuring infrastructure and its use will (i) conform to national policies and ADB requirements (in particular for social and environmental safeguards); (ii) meet the needs of the beneficiaries without causing undue conflict with other water users; (iii) be of good quality; and (iv) be sustainably operated and maintained in good working condition.  The services to be provided will include:

 

(i)            Participate in reconnaissance visits to prospective subproject sites to jointly assess their technical, agricultural and economic viability, social acceptability and environmental soundness;

(ii)          Assist PRA and FSDD teams to conduct Participatory Rural Appraisal, technical and social feasibility, and detailed design of activities in data collection and quality control;

(iii)         Provide support to PMO, LGED district offices  for (a) procurement of civil works and contract administration to ensure compliance with national and ADB guidelines;

(iv)         Assist in the ongoing review and modification, as appropriate, of existing standards for the design of small scale water resource development subprojects;

(v)          Review and modify/update as required draft resettlement plan for subproject following completion of detailed design to ensure any further adjustments requires are accommodated in final RP. Ensure implementation actions are taken in accordance with project resettlement framework (RF);

(vi)         Support in establishing effective arrangements for the supervision of construction work carried out by contractors and LCS groups, facilitate implementation supervision for quality control and develop and pilot options for improving LCS performance;

(vii)        Assist IWRMU  for sustainable O&M by the WMCAs and O&M training  for WMCAs ;

(viii)      Support  implementation of O&M strategy

(ix)         Support LGED district and upazila offices  in design and implementation of performance enhancement activities on existing subprojects to maximize subproject potential and benefits.

 

8.         The PSSWRSP has a well established project performance monitoring system (PPMS) and comprehensive MIS database. The Project  continues to undertake a Benefit Monitoring and Evaluation (BME) for impact assessment. Baseline data has been established for earlier projects and BME is contracted to a private organization at five yearly intervals. The process has been reviewed and is considered suitable for further continuation under PSSWRSP. Effect Monitoring and Evaluation (EME), or short-term monitoring has been undertaken annually  and is based within an extensive Management Information System (MIS) operated by the current PMO and IWRMU. Firm/Company  will support PMO/IWRMU in continued monitoring and evaluation of (i) subproject benefits specifically improvements in rural livelihoods through increased agricultural (and fisheries) production, poverty reduction, social empowerment through well functioning WMCAs and social and environmental impacts. Specific monitoring and evaluation services to be provided include:

 

(i)            Facilitate IWRMU/PMO  in review and modification of  BME and EME and assist in implementing M&E process.

(ii)          Assist IWRMU/PMO undertaking environmental monitoring at subproject sites.

 

C.        Personnel

 

9.         The Firm/Company will be hired to provide services of 71 Assistant Water Resources Engineers (AWREs):10 positions at the regional offices and 61 positions at the district offices of LGED, 2 positions of MIS and GIS Analysts at the PMO.

 

10.       A summary of personnel  inputs is shown in Table 1.

 

11.       The assignments of the Firm/Company  will require substantial experience in their respective fields. The Project is under operation since 1 July 2010 and will continue until 30 June 2017.

D.             Job Description and Qualifications of personnel

 

Assistant Water Resources Engineer (District, 61 positions, total 2318 p-m)

The AWRE will have at least bachelor degree in civil / water resources engineering and at least 2 (two) years experience. The engineer will work under the guidance and supervision of Executive Engineer, LGED, District and shall remain accountable to them for PSSWRSP related works: Subproject Identification, Implementation, construction quality control, Operation and Maintenance of infrastructure including all other technical aspects will be under the work area of AWRE. It is obligatory for AWRE to do any work related to the project, if directed from the Project Head quarter. Work area of AWRE will be treated as area under the jurisdiction of concerned district. The specific tasks of the AWRE will, inter alia, comprise the following:

 

1)      Visit and collect primary data on technical issues of primarily indentified Subprojects by Upazila Engineer and approved by UDCC ( Upazila Development Coordination Committee) on behalf of the Executive Engineer;

2)      Assist Executive Engineer to send subproject proposals to PMO;

3)      Collect Socio Economic and Technical Data of subprojects as per requirement of Reconnaissance Team or any other team in planning process of subprojects;

4)      Assist Executive Engineer to present / explain the technical issues of Subprojects during District Level Interagency Project Evaluation Committee (DLIAPEC) meetings;

5)      Provide necessary assistance and technical support to the PRA and FSDD Teams during field visits;

6)      Attend planning and Design Discussion Meetings;

7)      Attend progress review meetings along with updated Progress Reports;

8)      Explain and describe Technical issues for implementation of Subprojects during “Signing Ceremony” of Implementation Agreements with WMCA;

9)      Assist upazila engineer in giving layouts of structures and report back to PD and executive engineer;

10)   Attend joint pre and post work measurements of all earthworks under the project and immediately after measurements report back to PD and executive engineer along with level books duly signed by all entities involved;

11)   Calculate earthwork volume using any computer software;

12)   Help organize LCS (Labour Contracting Society) training and act as trainer during Training Courses;

13)   Visit subprojects to monitor Work progress as per the approved Work Plans and report back to PD and executive engineer;

14)   Coordinate with Construction Monitoring and Quality Control Specialists and Upazila and District Level officers for technical assistance in order to ensure Quality of construction works as per design and specifications;

15)   Assist WMCA in preparing O&M plan along with other technical works;

16)   Assist WMCA for operating Structures and monitor whether operation is being made properly as per plan;

17)   Take necessary steps for implementing Operation and Maintenance works of all infrastructure under the subprojects and also provide assistance for capacity building of WMCAs related to O&M;

18)   Monitor activities of the O&M facilitators;

19)   Help organize training for WMCA members and members of the O&M Sub Committee on Operation & Maintenance works of subprojects;

20)   Collect Technical Data through joint visit in connection with O&M activities of subprojects and provide explanation on technical issues;

21)   Assist Executive Engineer in procurement of works following Asian Development Bank’s guidelines;

22)   Take initiative to operationalise subprojects implemented under SSW1 and SSW2;

23)   Regularly supervise the earthwork and concreting work in order to ensure the quality of work;

24)   Assist those WMCAS which have been graded as C and D by providing technical assistance, necessary advice, take realistic steps with due visit for enhancement of their grade;

25)   Provide Technical Assistance and necessary support to WMCAs for regular maintenance of infrastructure of handed over subprojects;

26)   Provide necessary advice and assistance to WMCAs/O&M Sub Committee/ Beneficiaries for collection of O&M fund in order to perform the O&M activities of Subprojects;

27)   Work jointly with Socio economist for fulfillment of 12 preconditions and Resettlement related works;

28)   Prepare monthly progress reports and submit the same to executive engineer for onward submission to PMO, PSSWRSP.

 

Assistant Engineer (Water Resources) (Region, 10 positions, total 380 p-m)

 

12.       The AE (WR) will have at least bachelor degree in civil / water resources engineering and 2 (two) years experience. The engineer will work under the guidance and supervision of Superintending Engineer, LGED, Region and shall remain accountable for PSSWRSP related works: Subproject Identification, Implementation, construction quality control, Operation and Maintenance of infrastructure including all other technical aspects will be under the work area of AE (WR). It is obligatory for AE (WR) to do any work related to the project, if directed from Project Head quarter. Work area of AE (WR) will be treated as area under the jurisdiction of concerned region. The specific tasks of the AE (WR) will, inter alia, comprise the following:

 

1)      Assist Superintending Engineer to review physical progress of Subprojects;

2)      Provide necessary assistance and technical support to identify subprojects in the region;

3)      Attend progress review meetings along with updated Progress Reports, Problems and Probable Solutions of Subprojects;

4)    Monitor activities of the contractors and report back  to superintending engineer, PD on any quality / contract administration related issues;

 

5)      Coordinate with Construction Monitoring and Quality Control Specialists and Upazila and District Level officers for technical assistance in order to ensure Quality of Construction works as per approved design and specifications;

6)      Take necessary steps for implementing Operation and Maintenance works of all infrastructure under the subprojects and also provide assistance to capacity building of WMCAs on O&M;

7)      Help organize training for WMCA members and members of the O&M Sub  Committees on Operation & Maintenance procedures of Structures;

8)      Collect Technical Data through joint visit in connection with O&M activities of subprojects and provide explanation on technical issues;

9)      Take initiative to operationalise subprojects implemented under SSW1 and SSW2;

10)   Assist WMCAs graded as C and D to improve their performances to be qualified  for enhancement works;

11)   Provide Technical Assistance and necessary support to WMCAs for regular maintenance of infrastructure of handed over subprojects;

12)   Provide necessary advice and assistance to WMCAs/O&M Sub Committee/ Beneficiaries for collection of O&M fund in order to perform the O&M activities of Subprojects;

13) Prepare monthly progress reports and submit the same to Superintending executive engineer for onward submission to PMO, PSSWRSP.

 

c.         MIS Analyst (one position, 38 p-m)

 

 

The MIS Analyst will have bachelor degree in civil engineering or relevant qualifications in computer science or related field with minimum 2 years experience in managing MIS and project monitoring and evaluation systems. The analyst will work as directed by the PD and other staff in PMO to prepare reports using existing MIS database and performance monitoring indicators. The specific tasks of the AE (WR) will, inter alia, comprise the following:

 

1)      Ensure the MIS data is up to date including any backlog in data entry so that updated project report can be submitted with the inception report as indicated in para C below.

2)      Prepare monthly progress report and annual effect monitoring and evaluation (EME) report using any reporting software;

3)      Introduce and reorientate the existing system, if required, to better meet monitoring requirements for institutional development of WMCAs (in context of DOC institutional strengthening activities) and O&M performance monitoring;

4)      Review the EME process with recommendations for streamlining and progressive fine tuning information on SSWR development;

5)      In conjunction with relevant staff make recommendations for collecting information on poverty and quantifying impacts on poverty reduction;

6)      Closely coordinate with GIS Analyst to incorporate GIS dimension into the MIS;

7)      Provide technical support on shared access of MIS database to maximize utilization by partner line agencies with eventual transfer of data entry LGED Regional level; and

8)      Support EME and BME activities and assist in preparing progress and impact monitoring reports.

           

d.         GIS Analyst (one position, 38 p-m)

 

13.       The GIS Analyst will have bachelor degree in civil engineering, geography or relevant qualifications with minimum 2 years experience in managing GIS database. The analyst will work as directed by the PD and other staff in PMO to capture, store, retrieve, analyse and manage spatially related data for subprojects using any GIS software and prepare maps of subprojects. The specific tasks of the GIS Analyst will, inter alia, comprise the following:

 

1. Prepare complete GIS database of the sub-Projects including updating   and   preserving the same;

 

2.     Prepare the digital maps of the Subprojects;

 

3.      To detect the positions and areas of small marshy lands from the satellite Images and update and preserve information regarding lands and also prepare digital maps showing the position of the same;

 

4.      To show reflections of the gradual changes in the socio-Economic conditions using GIS maps;

 

5.      Help introduce GIS to plan subprojects by delineating Subproject Catchment Area using GIS software and other related software like Google Earth, Google Mapper etc.;

 

6.      Establish contact with other units of LGED and other agencies maintaining such data base;

 

7.      Keep updated regarding GIS software and other related software to facilitate the work of the Integrated Water Resources Management Unit by using the same;

 

8.        Closely coordinate with MIS Analyst to incorporate GIS dimension into the MIS;

 

9.      To preserve in the GIS data base and to show in GIS maps the selection of GPS positions of the permanent structures like those of the connected regulators under the Sub-Projects. 

 

 

Reporting Requirements

            The Firm / Company will prepare and submit an Inception Report and a Mid Term Report report to Project Director, PSSWRSP, LGED. Draft Final Report will be submitted to LGED three months before project completion. Final report including LGED comments will be provided within one months of project completion.
