a)    Background of Assignment

Secondary Education Quality and Access Enhancement Project (SEQAEP)' is being implemented since July 2008 under 125 Upazilas. The current SEQAEP has been extended to December 2017 by Additional Financing (AF) covering 64 districts of Bangladesh to deepen the Impact of a well performing project, initiate replication of successful activities in 125 additional Upazilas.

PMT Administration (PMTA) Cell of LGED has been providing data base management support service to SEQAEP since beginning of the project for preserving the student’s data of PMT Based stipend and tuition program. This support includes the development of data entry software; scanning of data forms and capturing the different photos of students, data entry activities of different forms for preparation of student’s beneficiary list, ACF preparation along with photo, student monitoring forms, statistical reports and monitoring reports. The data entry part of the above database management activities will be outsourcing for setting an accurate and quick outcomes of the whole process.

b)    Brief Description of Assignment

The main objective of the services is to prepare the beneficiary list of eligible students and preparation of award conformation form (ACF) along photo through data entry and processing with accurate quality to ensure the timely disbursement of stipend and tuition and exam fees for the beneficiaries as well as other benefit of students and institutions under SEQAEP area.

c)    Scope of Work

This service includes the development of data entry module as required; data entry of information of students’ application forms; data entry of information of students’ monitoring form and checking with JSC/JDC and SSC board result; scanning enrollment forms and capturing of  students’ photo  and checking with the primary school certificate examination’s result.

Resources, experience and delivery capacity required

The short listing shall be made on the basis of :

 

1.       Company/Firm’s profile including year of establishment.

2.       Company/Firm’s legal documents

a) Trade license (up to date) b) Certification of limited company (if any) c) Income tax certificate d) VAT registration certificate etc.

3.       Logistics and support services of the firm (office space, support staff, equipment etc.).

4.       Human resources and their availability particularly expert in data entry operator and programmer.

5.       Financial capability of the consulting firm (turnover of last 3 years) by showing related documents such as Bank statement, income statements and balance sheet etc.

6.       Experience in similar assignments especially in education sector (evidence of similar experience of professionally data entry task in education sector shall be provided including detailed information of the assignment with cost and duration). Last three years’ experience certificate is required to attach with EOI.

7.       Experience of the firm in other tasks (task including cost and duration of the assignment).

 

 

 

18.

Other information                                         

a)       Data entry IT firm will be selected in accordance with the procedures set out in the PPR-2008 and act PPR-2006.

b)       Detailed information may be collected from the undersigned office during office hour.

c)       RFP will be issued only to the short listed firm(s).

d)       Two sets of EOI (01 Original and 01 Copies) are required to be submitted by the closing date and time to the undersigned office. EOI for each package in sealed envelopes marked the title and specific package number as mention in clause 16(d).  

e)       Any company or firm(s), debarred by CPTU will not be eligible for participating the EOI.
