for Expression of Interest (EOI) Invitation for submission of
Expression of Interest (EOI) for short listing of consulting firms for
Feasibility Study & Detailed Design (FSDD) of subprojects. Participatory Small Scale Water

by the contracted Consultant Firms in conducting feasibility
studies of proposed small scale water resources development subprojects and
preparing Detailed Design of the various component works and structures of the
feasible subprojects shall broadly include (a) Collection of Data (engineering,
agricultural, fisheries, social, environmental) and conducting engineering
surveys (establishment of BM with RL with respect to PWD Datum at suitable
locations within subproject area,
longitudinal and cross sections of drainage channels/khals, embankments,
irrigation canals, structure sites; land elevation spot levels over subproject
area at suitable grid points; etc) (b) conducting analysis of the data,
information and feasibility of the subprojects following participatory approach
involving on-field consultation with local stakeholders at concept development
stage and at detailed planning stage and preparation of necessary documentation
& appraisal reports; (c) for subprojects coming out feasible, preparation
of detailed engineering designs of various component works and structures (improvement
of drainage channels/khals, embankments, construction/rehabilitation of
regulators, sluices, water retention structures, etc.) including consultation
& debriefing of the detail designs with local stakeholders and if
necessary, incorporate improvements, etc and preparation of detailed drawings,
quantity estimates, bill of quantities & tender documents; (d) preparation
of Resettlement Plans & Land acquisition Plans and (e) other relevant
works/activities as might be necessary. 3. Feasibility Studies will be
assigned at the discretion of the Project Director, PSSWRSP, after completion
of the engineering reconnaissance and the Participatory Rural Appraisal (PRA).
Each Feasibility Study will be assigned on an "as and when ready
basis". Each Feasibility Study shall be completed within 75 days from the
date when they are assigned the Consultancy. Detailed Design work will be
assigned at the discretion of the PD, PSSWRSP, if a subproject has
"passed" Feasibility Study. Each Detailed Design shall be completed
within 45 days from the date when the Consultant received clearance to proceed
with the Detailed Design of a subproject. 4. The
Firms not specialized in the provision of complex engineering services related
to water resources development need not to apply, as they will not be
considered. 5. The FSDD shall be carried out
following the methodology and guidelines adopted by the Project. The FSDD
services will be done in 10 (ten) identical Packages of around 25-30
subprojects each, located throughout the 46 districts covered by the Project.
The total Contract period for carrying out the services will be around 60
(sixty) months after commencement. 6. For each Package, a total of 4-7 Firms will be short-listed.
The short-listed Firms will be subsequently requested to submit Technical and
Financial proposals. Consulting Firms will be selected through competition
using Fixed Budget Selection (FBS) method and in accordance with the
ADB’s guidelines on the use of Consultants by Asian Development Bank and its
Borrowers (February, 2007 or as amended from time to time). Consulting Firms
submitting EOI should be in acquainted with the ADB’s guidelines. 7. A Consultant Firm may submit an EOI for
all or any packages. A Consultant Firm may be short-listed in more than one
package. However, a Consultant Firm shall only be considered for award of
maximum 2 (two) packages if they have the required capacity. 8. Joint venture/associations (JVA) will
be allowed for the EOI. It is preferable to limit the total number of
Firms including associates to a maximum of 3 (three). 9. The
LGED now invites eligible local Consultant firms to submit EOIs for providing the required services. Interested
parties may download the EOI template from http://www.add.org/Consulting/toolkit-template.asp
and submit their EOI filling in the template including the followings as
additional information. a.
General information of the Firm that will include (i) Name and
Address, (ii) Trade License / Registration Number with Year and Agency and
(iii) TIN and VAT Registration Number, (iv) Annual Turnover of Last 3 Years,
(v) Number of Years in Active Business, (vi) Total Number of Permanent Staff in
Pay-Roll and List of Key Professional Personnel with number of years in
Pay-Roll, (vii) Organization's Brochure (if any); Items (ii), (iii) and (iv)
are compulsory, and will be used for preliminary screening of EOIs. b. Core Team of Professionals: Names, Date of Birth,
Educational Qualifications and Professional Experience of key professional staff
on permanent pay-roll. 10. Interested Firms may obtain further information at the
address below during office hours. 11. The expression of interest will be
submitted not later than 26 August 2010 up-to 3:00 PM local time in sealed
