Request for Expressions of Interest (EOI)

for

“Participatory Rural Appraisal (PRA) & Feasibility Study (FS)” and “Detail Design (DD)” for

Sustainable Small Scale Water Resources Development Project (SSSWRDP)

 

1.          Sustainable Small Scale Water Resources Development Project (SSSWRDP) of Local Government Engineering Department (LGED) has been allocated with public funds from the Government of the People’s Republic of Bangladesh (GoB) and intends to apply a part of the proceeds of this fund to pay under the ccontract for the services of “Participatory Rural Appraisal (PRA) & Feasibility Study (FS) and Detail Design (DD)” for this project. The project area is Rajshahi , Khulna, Barisal Division and Three Hill District (Bandarban, Khagrachari and Rangamati) of Chittagong Division.

2.          This project consists of the following components:

·         Development, Rehabilitation and Enhancement of small scale water resources (SSWR) infrastructures of 300 (50 new development and 250 rehabilitation/enhancement) subprojects;

·         Institutionalization of beneficiaries, capacity building and sstrengthening of WMCA (Water Management Co-operative Association);

·         Strengthening Local Government institutions in implementing sustainable water management system;and

·         Enhancing employment opportunities and access to common natural resources.

 

The National Firms will be engaged to provide support PRA & FS and DD.

 

3.        The scope of the service includes:

Package-01 (PRA & FS)

a)       Collection of data (Engineering, agricultural, fishery, socio-economic, environment etc.) for PRA

b)       Uundertake data collection and engineering surveys for 75 nos of sub-project appraisal;

c)        Prepare detail feasibility studies (PRA & FS) report supported by appropriate analysis only if the sub-project is found to be feasible by conducting PRA.

The firm is required to provide expert in the following field:

1)     Screening, selecting, validating, planning, designing, implementation and management of Water Resources Development    Projects (WRDP) for agricultural development;

2)     Agricultural development of WRDP;

3)     Fisheries development in WRDP;

3)     Socio economic consideration regarding WRDP for agricultural development;

4)     Gender and development regarding WRDP for agricultural development;

5)     Engineering analysis for preparing WRDP for agricultural development;

6)     Environmental and social management systems for WRDP for agricultural development:

Package-02 (DD)

a)       Prepare Detail design of 65 nos. sub-project including engineering survey, necessary data collection such as  geo-technical, hydrological data for hydraulic infrastructure.

b)       Design with latest soft ware (Preferably latest version of STAAD Pro) must be used.

c)        Prepare Drawing, Cost estimation, BOQ and Tender document.

The firm is required to provide expert in the following field:

1)       Planning and Designing infrastructure of WRDP for agricultural development;

2)       Detailed Design (DD) of infrastructures for WRDP for agricultural development;

3)       Review/modify infrastructural design of existing sup project of SSWRDP;

4)       Environmental and Social Considerations in designing WRDP for agricultural development;

5)       Engineering data collection, drawing by Auto cad and cost estimation:

 

4.          PRA & FS shall be completed over approximately twenty-four (24) months and DD shall be completed over approximately eighteen (18) months as per the tentative Work Program.

5.          Local Government Engineering Department (LGED) now invites eligible firms to show their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services.

 

The EOIs would be reviewed on the basis of the following:

a.        Legal establishment of the firm (TIN and VAT registration no., trade license, etc.)

b.        Availability of key professionals to carry out the assignment (Name, Date of birth(age), mention academic qualification & length of experience(yr)).

c.        Organizational capacity of the firm.

d.        Total no. of full time staff and no. of staff in Pay-roll and List of Key Professional Personnel.

e.        Financial capacity of the firm (Turnover of last 3 years)

f.         Experience of the firm in similar task/assignments in last seven years (example of past experience of similar nature and for complexity including cost and duration of the assignment)

g.        Experience of the firm in other works in last five years (example of past experience including location, cost and duration)

h.        Organization’s Brochure

 

6.          Consultants may associate with other firms to enhance their qualifications, and, if association, should mention whether the association is in the form of “joint venture” or “sub-consultancy”. It is preferable to limit the total number of firms in an association including the Lead Firm to 2 (two).  Any firm or JV can participate in both package and any single package. A Consultant Firm may be short-listed in both package and they will be considered for award of both package if they have the required capacity.

7.          A consulting firm will be selected in accordance with the Selection of Fixed Budget System (FBS) procedures as set out in Standard documents according to PPR-2008.Interested firms may obtain further information at the address below during office hours. A shortlist of firms will be prepared, from the expressions of interest, for requesting proposals for this assignment.

8.          Five (5) signed copies of EOI shall be submitted in a sealed envelope through Registered post, or delivered by hand, subscribing “ Participatory Rural Appraisal (PRA) & Feasibility Study (FS) and Detail Design (DD) for Sustainable Small Scale Water Resources Development Project ” on top of the envelope to the following address by 2:00 pm, Date: 05/11/2017.

9.          The procuring entity reserves the right to accept or reject any or all EOIs without assigning any reason whatsoever.
