Request for Expressions of Interest (EOI)

from “Non-Government Organizations (NGOs)” for the service of Agriculture and General Facilitators

in Sustainable Small Scale Water Resources Development Project (SSSWRDP) Area.

SSSWRDP, implemented by Local Government Engineering Department (LGED), Ministry of Local Government, Rural Development & Cooperatives (MoLGRD&C), and funded by Government of Bangladesh (GoB), intends to apply a part of the proceeds of the fund to use under the contract for the services of “Agriculture andGeneral Facilitators”. The project area covers all the districts in Rajshahi, Barisal and Khulna divisions and 3 districts (Bandarban, Rangamati, Khagrachari) in Chittagong division.

 

The primary objective of the project is to increase agricultural production by providing surface water resources management infrastructures water resources management facilities and enhancement/rehabilitation of old subprojects. A Water Management Cooperative Associations (WMCAs) will be established/strengthening in each subprojects.

Scope of the service: The local NGOs within the project area will be contracted for the fielding of General and Agriculture Facilitators for providing supports to subproject WMCAs as follows.

A. Responsibilities of the Agriculture Facilitators :

a)    Assist District Project Implementation Unit (PIU) and Upazila Project Implementation Unit (PIU) in the implementation of agriculture development programs, in preparation of Institutional Development Action Plan (ID-AP), and facilitating and monitoring implementation of ID-AP approved by Project Management Unit (PMU).

 

b)    Guide and assist WMCAs and subproject beneficiaries in the relevant district on preparation of agricultural production plan according to the beneficiary farmers needs to take advantage of water resources development, organization of field level training and extension activities on new farm practices and agricultural technologies for sustainable agricultural production.

 

B. Responsibilities of the General Facilitators :

a)    Assist Upazila Project Implementation Unit (PIU) in institutional establishment, development and management, and preparation and implementation of Institutional Development Action Plan (ID-AP) approved by Project Management Unit (PMU).

 

b)    Assist in preparation of subprojects households and beneficiary lists, organizing of weekly, monthly and annual general meetings regularly, collection of Operation & Maintenance (O&M) fund from the subproject beneficiaries.

 

c)     Assist Water Management Cooperative Associations (WMCAs) in carrying out their responsibilities signing of subproject implementation agreements, formation of Labor Contracting Society (LCS), WMCA offices functioning and account management, raising membership enrollment and share and savings by the members, income generating activity (IGA), and signing of formal subproject infrastructure handing-over agreements.

 

Request for Expression of Interest (EOI): LGED invites eligible local NGOs registered with NGO Affairs Bureau which has its head/regional office in division level and field office at district/upazila level for EOI to provide the required services. The EOI should include the information indicating that they are qualified to contract for the services of “Agriculture and General Facilitators”. The EOIs will be reviewed on the basis of the following:

a.       Legal establishment of the NGO (updated TIN and VAT registration number, trade license, etc.)

b.       Availability of key professionals to carry out the assignment including their name, date of birth, qualification and length of experience in years.

c.        Organizational capacity of the NGO.

d.       Total number of full time staff and number of staff in payroll and list of key professional personnel.

e.        Financial capacity of the NGO (annual turnover of last 3 years).

f.        Experience of similar nature in the past five (5) years including location, assignments, tasks and cost and duration of each assignment. (Year counting backward from the date of EOI publication).

g.        Experience in other works in the past five (5) years including location, assignments, tasks and cost and duration of the assignment. (Year counting backward from the date of EOI publication).

h.       Organization’s Brochure.

1.         Local NGO may associate with other local NGOs to enhance their qualifications. If associated should indicate whether the association is in the form of “Joint venture (JV)” or “sub-consultancy”. In the formation of JV, the number of the NGOs should be two including lead NGO.  Any NGO or JV can participate in this package.

 

2.         The local NGO will be selected in accordance with the Selection of Fixed Budget System (FBS) procedures as set out in Standard Documents according to PPR-2008. Interested local NGOs may obtain further information at the address below during office hours. A shortlist of NGOs will be prepared, from the EOIs to request proposals for this assignment.

3.         Two signed copies with an original and a photocopy for this package of EOI shall be submitted in a sealed envelope through Registered post, or delivered by hand, subscribing “Agriculture and General Facilitators” Sustainable Small Scale Water Resources Development Project-SSSWRDP at the top left corner of the envelope to the following address by 2:00 on 13 August, 2018.

4.         The procuring entity reserves the right to accept or reject any or all EOIs without stating any reason whatsoever.
