Request for Expressions of Interest (EOI)

from “Non-Government Organizations (NGOs)” for the service of Regional Coordinators (RCs) and Community Assistants (CAs) in Improvement of Ponds, Canals Across the Country Project (IPCP)Area.

 

IPCP, under implementation by Local Government Engineering Department (LGED), Ministry of Local Government, Rural Development & Cooperatives (MoLGRD&C), and funded by Government of Bangladesh (GoB), intends to apply a part of the proceeds of the fund to use under the contract for the services of Regional Coordinators (RCs) and Community Assistants (CAs)”. The project area covers all over Bangladesh (56 Districts) except the Barind area (8 Districts: Dinajpur, Rangpur, Rajshahi, Naogaon, Natore, Chapai Nawabganj, Bogra and Joypurhat).

 

The primary objective of the project is to enhance surface water reservation capacity of the country through developing the Ponds and Canals to usable standard and creating employment opportunities for rural unemployed community including women through income generating activities using the developed infrastructure. A database of beneficiary-unemployed peoples within the catchment area of Ponds/Canals should have to be prepared and a cooperative association will be formed and registered following cooperative rules. The training programs for capacity development of these Cooperative Associations will also be implemented to enhance the institutional and financial management standard.     

Scope of the service: The Regional NGOs within the project area will be contracted for fielding Regional Coordinators (RCs) and Community Assistants (CAs) for 1). assisting in 1). preparing database of unemployed-beneficiary community, 2) organizing them towards formation of cooperative association; and 3). providing supports to these associations in institutional and financial management capacity building related to the income generating activities (like fish culture, duck rearing, minor irrigation, vegetable production etc.). These may include assisting in training programs, motivational works etc. The scope of service will be as follows:

A. Responsibilities of the Regional Coordinators:

a)    Assist Regional, District & Upazila Project Implementation Unit (PIU) including Community Assistants in preparing database of beneficiary-unemployed community, organizing them towards formation of cooperative association and providing supports to these associations in institutional and financial management capacity building related to the income generating activities (like fish culture, duck rearing, minor irrigation, vegetable production etc.). These may include facilitating and monitoring implementation of Feasibility/Participatory Rural Appraisal (PRA) activities, training programs, motivational works etc. and other related project activities approved by Project management office (PMO).

 

b)    Plan, implement, guide, assist and oversee Community Assistants in Feasibility/Participatory Rural Appraisal (PRA) activities, training programs, motivational works etc. and other related project activities approved by Project management office (PMO).

B. Responsibilities of the Community Assistants:

a)    Preparing database of beneficiary-unemployed community, organizing them towards formation of cooperative association and providing supports to these associations in institutional and financial management capacity building related to the income generating activities (like fish culture, duck rearing, minor irrigation, vegetable production etc.). These may include facilitating and monitoring implementation of Feasibility/Participatory Rural Appraisal (PRA) activities, training programs, motivational works etc. and other related project activities approved by Project management office (PMO).

b)    Assist Upazila, District & Regional Project Implementation Unit (PIU) including Regional Coordinators in implementing related project activities approved by Project management office (PMO).

 

c)     Assist Upazila Engineer and Regional Coordinator in finalization of unemployed beneficiaries’ lists, organizing weekly, monthly and annual general meetings regularly and implementing other financial & institutional capacity building related activities.

 

d)    Assist beneficiaries Cooperative Associations in carrying out their responsibilities processing allocation and/or loan processing applications, agreements, implementing income generating activity (IGA) etc.

Request for Expression of Interest (EOI): LGED invites eligible Regional NGOs registered with NGO Affairs Bureau which has its head/regional office in division level and field office at district/upazila level for EOI to provide the required services. The EOI should include the information indicating that they are qualified to contract for the services of “Regional Coordinators and Community Assistants”. The EOIs will be reviewed on the basis of the following documents:

a.       Legal establishment of the NGO (updated TIN and VAT registration number, trade license, etc.)

b.       Availability of key professionals to carry out the assignment including their name, date of birth, qualification and length of experience in years.

c.        Organizational capacity of the NGO.

d.       Total number of full-time staff and number of staffs in payroll and list of key professional personnel.

e.        Financial capacity of the NGO (annual turnover of last 3 years).

f.        Experience of similar nature of service in the past five (5) years including location, assignments, tasks and cost and duration of each assignment. (Year counting backward from the date of EOI publication).

g.        Experience in other works in the past five (5) years including location, assignments, tasks, cost and duration of the assignment. (Year counting backward from the date of EOI publication).

h.       Organization’s Brochure.

Other Terms and Conditions:

1.         Regional NGO may associate with other Regional NGOs to enhance their qualifications. If associated should indicate whether the association is in the form of “Joint venture (JV)” or “sub-consultancy”. In the formation of JV, the number of the NGOs should be two including lead NGO.  Any NGO or JV can participate in this package.

 

2.         The Regional NGO will be selected in accordance with the Selection of Fixed Budget Selection (FBS) procedures as set out in Standard Documents according to PPR-2008. Interested Regional NGOs may obtain further information at the address below during office hours. A shortlist of NGOs will be prepared, from the EOIs to request proposals for this assignment.

3.         Two signed copies with an original and a photocopy for this package of EOI shall be submitted in a sealed envelope through Registered post, or delivered by hand, subscribing “Regional Coordinators and Community Assistants”, Improvement of Ponds, Canals Across the Country Project-IPCP at the top left corner of the envelope to the following address by 2:00 pm on 10 February, 2019.

4.         The procuring entity reserves the right to accept or reject any or all EOIs without stating any reason whatsoever.
