Request for Expression of Interest
(EOI)
1. The Government of the People’s
Republic of Bangladesh (GOB) will provide fund from development budget towards
the cost of construction Some RCC/Pre-stressed girder bridges
of different length at differentUpazilasin Mymensingh Regionunder “Mymensingh
Region Rural Infrastructure Development Project” (MRRIDP). It intends to apply part of the proceeds of this fund to make
payment under the contract for consultancy services to conduct "Detailed Digital Topographical Survey,
Hydrological study, Sub-soil Investigation, Detailed Engineering Design, Engineering Estimate, Bill of Quantities
(BOQ)"of the proposed bridges under this project. All
payments for the consultancy services will be made in Bangladesh currency i.e.
Bangladeshi Taka.
2. The Local Government Engineering Department (hereinafter referred
as the Client) now invites Expression of Interest (EOI) from reputed consulting
firm (National) or firms in the form of “Joint ventures” or Sub-consultantfor short listing of the consultancy services to
conduct above mentioned tasks for135 nos.(tentative
length 4979m) RCC/Pre-stressed girder bridges of different
length at different Upazilla in Mymensingh, Tangail, Jamalpur, Sherpur, Kishorganj & Netrokona District.
3. The services to be provided by the
consultants will include but not necessary limited to:
i.
Preparation of Detail Digital Topographical Survey;
ii.
Conduct Hydrological design with necessary
data collection;
iii.
Conduct Sub-soil investigation;
iv.
Conduct Initial Environmental Examination
(IEE) through prescribed format to be supplied by LGED;
v.
DetailEngineering Design;
vi.
Preparation of Detail Engineering Estimate
& BOQ;
vii.
Modification of design, drawing and estimate
during construction period (if required);
viii.
Preparation of Resettlement Action Plan and
assistance for implementation of Resettlement Action Plan &
ix.
Preparation of Land Acquisition Plan.
4. Selection/short
listing will be made in accordance with Quality & Cost Based Selection (QCBS)
procedure, following the procedure indicated in Public Procurement Rules-2008
(PPR-2008).
5. The client will
conduct the short-listing of interested consultant firms for the prior
mentioned Consultancy Services. The firm must have at least 5 (five) years
relevant experience of rendering consultancy services, especially working
experience in designing long RCC/Pre-stressed
girder bridge.
6. The EOIs would be
reviewed on the basis of the following:
a. Registration of the firm.
b. Age of firm (years in relevant business).
c. Availability of key professionals.
d. Financial resources of the consultant
(turnover of last five years).
e. Experience of the firm
in similar tasks/assignments (examplesof past
experience/similar nature and/or complexity including cost and duration of the
assignment)
f. Experience of the
firm in other works (examples of others experience including cost and durationof the assignment)
g. Support service of the
firm (office space, support staff, equipment).
7. The EOI with
supporting documents must be delivered at or before 3.00 PM on 01.10.218 in
sealed envelopes, marked with “EOI for consultancy services of "Some
RCC/Pre-stressed girder bridges of different length at differentUpazilas
under Mymensingh Region Rural Infrastructure
Development Project (MRRIDP)" (Package No. MRRIDP/18/S-01) to the
signatory addressed.The EOI may be submitted by hand,
by registered post or courier service and the Applicants shall be responsible
for safe delivery in time. The client shall not be responsible for any costs or
expenses incurred by the firms in connection with the preparation or delivery
of the EOI and late submission will be rejected.
8. The procuring entity
reserves the right to accept or reject any or all the EOI’s without assigning
any reason, whatsoever.
