(CONSULTING SERVICES–INDIVIDUAL SELECTION)

The People’s Republic of Bangladesh has received financing from the World Bank towards the cost for the Program for Supporting Rural Bridges (SupRB), and intends to apply part of the proceeds for consulting services.

Contract/ Construction Management degree will be given preference.	•Minimum 25 (twenty five) years’ of general experience out of which 20 (twenty) years of experience in planning, project management and implementation of rural infrastructure construction and maintenance works. •At least 5 (five) years’ experience as a TL/PM. SD 10	Financial Management Specialist (1 person) (48 months)	Master’s degree in Accounting/ Finance/Commerce/Business or a professional accounting qualification (CA, ACCA, CPA, CFA, CMA, CIMA or equivalent)	10 (Ten) years’ experience in financial management out of which preferably three years in a management position in any government / semi government/ multinational organizations/ donor funded development program. SD 2	IT Manager (1 person) (48 months)	Master’s Degree in Computer Science/Computer Application/Information Technology; Candidates having an additional degree on Business Administration will be given preference	Minimum of 20 (twenty) years of relevant working experience including software development, database management and network maintenance out of which 15 (fifteen) years of experience dealing with progressively large scale ICT projects will be given preference. SD 3	Web Programmer (4 persons) (48 months)	B.Sc in Computer Science/ Computer Science and Engineering/Information Technology from any reputed university accredited by university grants commission or equivalent body.	Minimum of 7 (seven) years of relevant working experience including web application development, database management and system requirements analyzing & designing out of which 5 (five) years of experience dealing with progressively large-scale ICT projects will be given preference. SD 8	Senior Training Specialist (4 persons) (48 months)	B.Sc Engineering (Civil) with Master’s degree in Engineering/ Environmental Science or in any other relevant fields. Professional Association in Professional Institute having scope of Continuous Professional Development (CPD) is an advantage.	Minimum 20 years of work experience out of which at least 15 years’ experience in planning, implementation, coordination and management of training programs including participatory training program, workshops, seminar etc. with a minimum of 5 years of experience in a senior position on rural/urban infrastructure development projects. Knowledge of Rural, Urban and Water sector will be given preference.	Detail as ToR

The Local Government Engineering Department (LGED) now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Selection of the abovementioned consultants will follow the procedures for selecting Individual Consultants described in the “The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 revised in November 2017”.

Interested Candidates are requested to collect Terms of Reference (TOR) if required from the office of the undersigned. The advertisement is also available in the website of LGED.
