REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

for

Procurement Specialist

The People’s Republic of Bangladesh has received financing from the World Bank towards the cost for the Program for Supporting Rural Bridges (SupRB), and intends to apply part of the proceeds for consulting services.

 

The objective of the assignment is to: (i) support PMU for all procurement process starting from bidding document preparation including procurement plan to award the contract (ii) closely monitor procurement and contract management and (iii) prepare training materials and contribute to the training of relevant LGED staff and Contractors on procurement and contract management.

 

The Consultants services will be commenced by February 2019 and duration is about 48 (forty eight) months. The detailed Terms of Reference (TOR) for the assignment can be obtained from www.lged.gov.bd or can be obtained at the address given below.

 

The Local Government Engineering Department (LGED) now invites eligible Individual Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:

 

Educational Qualifications:

·         Masters in Engineering or Masters in Procurement/Supply Chain Management or suitable equivalency; Candidates having advanced academic qualification(s) from a renowned international institution(s) in the field of public procurement/supply chain management will be given preference;

 

Experience:

·         Minimum 12 (Twelve) years of general experience out of which 10 (Ten) years of experience as Procurement Specialist/Procurement Consultant or have had responsibilities with a substantial content of his/her position in the procurement area (use of internationally accepted contract documents for works, goods and services) in World Bank/Donor assisted projects;

·         Specialized knowledge of procurement of goods, various forms of construction contracts, selection/ contracting of consultant services, preparation of bidding/contract documents for the international procurement of goods, works, services, public procurement policies; advanced contract management etc.

·         Vast knowledge and understanding of e-Government Procurement (e-GP) and capable to train others;

·         Knowledge and experience in technical, commercial and legal aspects of procurement of the World Bank- financed project will be an added advantage.

·         Excellent written and oral communication skills in English, to deliver technical financial documents and reports.

 

Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria.

 

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Selection of the abovementioned consultants will follow the procedures for    selecting Individual Consultants described in the “The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 revised in November 2017”.
