Government of the People’s Republic of Bangladesh (GoB) has approved financing towards the cost of construction of Kadamrasul Bridge over the river Shitalakhya at Narayanganj City Corporation and intends to apply part of the proceeds to eligible payments for Design and Supervision Consultancy Services of the project. The location of the project is at 5no Gudaraghat of Narayanganj City Corporation. The civil works comprise of construction of main bridge of about 300-350m (3 Spans, central span minimum 100m) (Steel Through Truss /Steel Cable Stayed with composite deck/any other suitable alternatives accepted by client), viaduct of about 1050-1100m and approach road of about 3500m.

 

The overall objective of this Consulting services (the ÒServices”) is to provide technical assistance to the executing agency of Local Government Engineering Department (LGED) and Narayanganj City Corporation (NCC) in the planning, concept design and details design and construction supervision for the Priority Bridge at Narayanganj over Shitalakhya River at Ghat #5 in Bangladesh.

The services to be provided by the Consultants will include but not necessarily limited to:

a.           Review existing feasibility study and conduct survey and investigations required for design purpose.

b.           Finalize bridge layout, longitudinal profile and cross section of bridge, intersections at two ends of approach roads need to be considered. Urban transport planning is needed.

c.           Decide structural system; prepare alternatives preliminary architectural views to get approval from client.

d.           Prepare detailed engineering design of all project components such as main bridge and viaduct, ramps, approach road, slope protection and river training work etc.

e.           Prepare detailed estimates, bill of quantities, technical specifications, tender and contract documents for prequalification and civil work contract and other relevant documents during pre-construction stage.

f.            Prepare construction and maintenance methodology operation manual.

g.           Prepare environmental action plan and compliance monitoring of environmental issues.

h.           Prepare resettlement action plan and assist in its implementation process.

i.            Prepare Land Acquisition Plan and assist in the acquisition process.

j.            Conduct comprehensive supervision of project implementation activities carried out by the contractor to ensure total compliance with the drawings, technical specifications and various stipulations in the contract documents.

k.           Assist project management unit (PMU) and field level offices in project planning, monitoring, reporting and financial management.

l.            Assist to review and check contractor’s payment application through verifying the accuracy of the measurement and costing calculations and the sufficiency of the supporting documents. Also certify the contractor’s eligible payments.

m.         Develop and conduct training programs for technology transfer of design, construction and maintenance activities to LGED and NCC officials.

n.           Provide support in contract closing activities including dispute/claims resolution/ arbitration, if any.

o.           Prepare completion / taking over certificates and project completion report.

 

The Consultants Services will be constituted in two phases. The design phase will be commenced on around April 2019 and completed by September 2019. The supervision phase will start immediately after signing the civil work contract and completed by June 2022.

 

The Local government Engineering Department (LGED) now invites eligible International consulting Firm (s) (Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

a)        General experience of the firm (s)

b)       Financial soundness of the firm (s)

c)        Experience of the firm in similar projects of compatible size, complexity and technical specialty in the required area;

d)       Staffing and logistics of the firm (s)

Consultants are requested to submit the following supporting documents in support of the above mentioned criteria:

(a)     Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) Service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc.). Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firm (s) to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of firms will be 03 (three) in an association including the lead firm.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures as set out Public Procurement Rule, 2008 (PPR-2008) and its recent amendment issued by the Government of Bangladesh.
