The Local Government Engineering Department (LGED) has been allocated
public funds from the Government of the People’s Republic of Bangladesh (GoB)
towards the cost of the Feasibility Study of proposed Flyover from Airport Road
(Mojumdary) to Court point via Amberkhana and Chowhatta in Sylhet City to be
implemented in Sylhet City airport road and it intends to apply part of the
proceeds of this fund to pay under the contract for the provision of study consultancy
services for the project by a Consulting Firm (National) for Feasibility Study.
The purpose of the Feasibility Study will augment flyover construction
or suitable alternatives feasibility survey from Airport Road (Mojumdary) to
Court point via Amberkhana and Chowhatta in Sylhet City to accommodate huge
traffic movement in the existing road which faces heavy traffic congestion. The
survey will find the most convenient way to establish modern traffic management
in the area. In the study alignment along with the technical design
(conceptual), environment issues, all structural sections of the flyover,
architectural views, placement, drainage plan and existing utility lines will
be clearly identified. Tentative cost of proposed land acquisition and
involuntary resettlement plan will be prepared. As a whole total tentative cost
and efficient way to implement the construction of Flyover in a cost effective
way will be determined by the study. The firms will also be collecting, formulating,
surveying, studying and analyzing the derived data of surrounding area of the
location to prepare a fruitful feasibility study considering efficient traffic
management.
The Experience, Resources and Delivery Capacity of the firm required are
at least 10 years working experience, skilled manpower and financial capacity.
The Project Director, Feasibility Study of proposed Flyover from Airport
Road (Mojumdary) to Court point via Amberkhana and Chowhatta in Sylhet City, LGED
now invites eligible applicants to indicate their interest in providing the
services. Interested consultants are invited to provide following information
indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar operating conditions,
availability of appropriate qualification and experience among staffs, etc.) in
competitive proposal.
An applicant may associate with other consultant(s) to enhance their
qualifications and clearly specify the type of association (a joint-venture or
sub consultancies). For joint-venture information of each partner must be
submitted in prescribed form (Form-A).
A consulting firm will be selected using the selection sub-method ‘Selection
under a Fixed Budget (SFB)’ in accordance with the Public Procurement Acts,
2006 (PPA) and Public Procurement Rules, 2008 (PPR) (updated). It is expected that the services will be
commenced on 01-03-2019 and shall be completed by next 6 (six) month.

The procuring entity reserves the right to accept or reject any or all
EOI’s without assigning any reason
