1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the (1) Construction of WMCA Office including Rain Water Harvesting, Electrification, Office Furniture under Chandpasha Subproject {SP-45150 (IFAD-1)}, Upazila: Babugonj, District: Barisal. (2) Construction of WMCA Office including Rain Water Harvesting, Electrification, Office Furniture under Biddyandapur Subproject {SP-45152 (IFAD-1)}, Upazila: Mehendigonj, District: Barisal.(3) Construction of (i) Box Culvert-1 (1V-3.00mx3.00m) at ch.0+350km on Baderhat br. khal-1,(ii) Box Culvert-2 (1V-3.00mx3.00m) at ch.0+800km on Latif Akondobarir khal, (iii) WMCA Office including Rain Water Harvesting, Electrification, Office Furniture under Bhojmohal Subproject {SP-45167 (IFAD-2)}, Upazila: Bakergonj, District: Barisal..

3. Only eligible bidders meeting the qualifications criteria stated in the bidding documents, including the following key criteria, may participate in this bidding.

· 3 (three) years minimum Average Annual Construction Turnover shall be BDT 18.00 (Eighteen) Lakh for Package No-(i) LGED/PSSW/PD/Babugonj/Barisal/W-9/2014, (ii) LGED/PSSW/PD/Mehendi/Barisal/W-10/2014 & 45.00 Lakh for Package No-(iii) LGED/PSSW/PD/Bakergonj/Barisal/W-13 /2015

· Minimum 5 (five) years general construction experience for Each Package

· Experience in similar contract individually at least BDT 8.00 (Eight) Lakh for Package No-(i)LGED/PSSW/PD/Babugonj/Barisal/W-9/2014,(ii)LGED/PSSW/PD/Mehendi/ Barisal/W-10/2014 & 28.00 Lakh for Package No- (iii)LGED/PSSW/PD/Bakergonj/Barisal/W-13 /2015

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

· pay a non-refundable fee in favour of Executive Engineer, LGED, Barisal as mentioned above.

· deadline for purchasing Bidding Documents: 03 March 2015, Time: 05:00 PM (Office time).

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, , Barisal

· on or before the deadline: date: 04 March 2015 at time : 12:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 04 March 2015 at 12:05 PM in the office of the Executive Engineer, LGED, Barisal.

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
