1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the

1. Construction of (i) WMCA Office (12.0mx6.0m) (ii) Electrification work of WMCA Office (iii) Supplying of Furniture of WMCA Office (iv) Rain water Harvesting of WMCA Office under Jatamrul-Singsara Subproject (SP-25329), Upazila: Atrai, District: Naogaon.

2. Construction of (i) WMCA Office (12.0mx6.0m) (ii) Electrification work of WMCA Office (iii) Supplying of Furniture of WMCA Office (iv) Rain water Harvesting of WMCA Office under Kachua Beel Subproject (SP-25332), Upazila: Atrai, District: Naogaon.

. 3. Only eligible bidders meeting the qualifications criteria stated in the bidding document, including the following key criteria, may participate in this bidding either as a single entity or in Joint Venture.

· Participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years and that is slmilar to the proposed works, where the value of the Bidders participation exceeds BDT 7.50 (Seven lakh fifty thousand). ln case of joint venture, one partner must meet the requirement;

· Minrmum average annual construction turnover of BDT 15.00 (Fifteen) lakh, calculated as total certfied payments received for contracts in progress or completed, within the last 3 (three) years ln case of joint venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement;

· Should fulfill the requirement of financial resources as mentioned in the bidding documents

· Compiete qualification criteria are described in the bidding document

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

6. To inspect or purchase the bidding documents in English, eligible bidders should:

· write to Office of the (a) Executive Engineer, LGED, Naogaon or (b) Executive Engineer, LGED, Rajshahi or (c) Deputy Commissioner, Naogaon or (d) Superintend of Police, Naogaon or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Upazila Engineer, Atrai, Naogaon requesting the bidding documents for Construction works as mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED,Naogaon as mentioned above.

· Approach the a bove mentioned offices until the bid submission deadline.

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, Naogaon.

· on or before the deadline: date: 16 June 2015 at time : 12:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 16 June 2015 at 12:05 PM in the office of the Executive Engineer, LGED, Naogaon.

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
