This
invitation for bids (IFB) follows the General Procurement Notice (GPN) of “Agricultural
Support for Smallholders in South-Western Region of Bangladesh Project” that appeared
in Bangladesh Newspaper on 04 November, 2013 ( Memo no : DAE/ASSSRBP/2013/32, Date : 03/11/2013).
2. The government of the People’s Republic of
Bangladesh has received financing from the Islamic Development Bank (IDB) towards
the cost of the Agricultural Support for Smallholders in South-Western Region
of Bangladesh Project (ASSSRBP) and it intends to apply part of the proceeds of
this financing toward payments under the contract for which this invitation to
bid is issued.
3. The Local
Government Engineering Department (LGED), Government of The People’s Republic
of Bangladesh, represented by the Executive Engineer, LGED, district-Bhola now invites sealed bids from eligible and qualified bidders

4. Bidding will be conducted through the
National competitive bidding procedures as specified in Guidelines for Procurement of Goods and Works under Islamic
Development Bank Financing May, 2009, and is open to all eligible bidders as
defined in the guidelines.
5. Interested
eligible bidders may obtain further information and inspect the bidding documents
from the office of the Executive Engineer, LGED, district:
Bhola, Tel: 0491-61378, E-mail: xen.bhola@lged.gov.bd during office
hours (from 9.00 am to 5.00 pm) on
week days.
6. Qualification
requirements have been provided in biddings documents.
7. A pre-bid
conference will be held on 12-11-2015
& 11:00am in the office of the Executive Engineer, LGED, district-Bhola. The
minutes of which will be distributed to all bidders who will purchase the bid
documents.
8. A complete set
of bidding documents in English may be purchased up to office hours (5.00pm)
on 08-12-2015
by interested bidders on the submission of a written application to (a)The office
of the Project Manager, ASSSRBP, LGED Bhaban (Level-8),
62 West Agargaon, Dhaka (b) The office of the Deputy
Commissioner, District-Bhola
(c) The office of the Executive Engineer, LGED district-Barisal, (d) The office of the Executive Engineer, LGED district-Bhola, (e) The
office of the Upazila Engineer(s) Upazila
Tazumuddin,
district : Bhola
and upon payment of a non-refundable
fee
of BDT 6,000/- (Six Thousand Only)
per set. The method of payment for purchasing of bid document will be in the
form of Pay Order/Bank Draft in favor of the Executive Engineer, LGED, district Bhola. The bid documents
can either be (a) picked up by the bidder/ bidder’s representatives from the employer’s
office, or (b) sent by the employer to the bidder by e-mail or courier service.
In such cases liability will not be accepted for any loss or late delivery of
bid document to the bidders
9. Bids must be delivered
to (a) office of the Executive Engineer, LGED, district-Bhola (b) The office of the
Deputy Commissioner, district-Bhola (c) The office of the Executive Engineer, LGED district-Barisal, (d) The office of the Upazila Engineer(s) Upazila-Tazumuddin, district- Bhola on or before
09-12-2015 & 12:00 Noon. Electronic
Bid shall not be permitted. Late bids will be rejected and returned unopened .Bids
will be opened physically in the presence of the bidders/bidder’s authorized
representatives who choose to attend at the office of the Executive Engineer, LGED , district-Bhola at 03:00pm on 09-12-2015.
10. All Bids must
be accompanied by a bid Security in the amount of
BDT 8,00,000/- (Eight Lac only) and in the form of (a) An unconditional
Guarantee issued by any scheduled bank of Bangladesh in the format [Form of Bid
Security (Bank Gurantee) as in section iv Bidding
Forms], (b) An In irrevocable letter of credit (c) A cashier’s of certificated
check (d) Another Security in the form of a Bank Draft or Pay order issued by
any scheduled bank of Bangladesh in favor of the Executive Engineer, LGED,
District : Bhola.
11.
A general information regarding the bid will be available at the LGED website
(www.lged.gov.bd) & CPTU Website
(www.cptu.gov.bd).
12. The authority
reserves the right to accept or reject any or all bids without assigning any
reason.
