1.          The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payment under the contracts named above. Bidding is open to bidders from ADB member countries.

 

2.         The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the Construction of (i) Sump, RCC Irrigation Lined Canal (ii) 2 Nos Cross Drain & RCC pipe for drainage outlet (iii) Pumping platform with stair (iv) WMCA Office including Rain Water Harvesting, Electrification, Office Furniture under Sreerampur Subproject {SP-46261 (ADB)}, Upazila: Sadar, District: Chapai Nawabganj.

 

  1. Only Eligible bidders meeting the qualification criteria stated in the bidding document, including the following key criteria may participate in this bidding, either as a single entity or in Joint Venture.

 

 

            

·         Participation in at  least one contract that has been successfully or substantially completed within the last 5 (five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds BDT 160.00(One Hundred Sixty) lakh. In case of joint venture, one partner must meet the requirement;

 

·         Minimum average annual construction turnover of BDT 200.00 (Two Hundred) lakh., calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. In case of joint venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

 

·         Should fulfill the requirement of financial resources as mentioned in the bidding documents.

 

 

 

 

 

 

 

·         Complete qualification criteria are described in the bidding document.

 

 

4.         National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

6.         To inspect or purchase the bidding documents in English, eligible bidders should:

 

·         write to Office of the (a) Superintend Engineer, LGED, Rajshahi Region, Rajshahi  or (b) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (c) Deputy Commissioner, Chapai Nawabganj or (d) Superintend of Police, Chapai Nawabganj or (e) Executive Engineer, LGED, Chapai Nawabganj or (e) Executive Engineer, LGED, Rajshahi or (f) Upazila Engineer, Sadar, Chapai Nawabganj requesting the bidding documents for  Construction works as mentioned above. 

 

·         pay a non-refundable fee 7000 (Seven Thousand) in favour of Executive Engineer, LGED, Chapai Nawabganj as mentioned above.

 

7.         Deliver your bid:

·         to the office of the Executive Engineer, LGED, Chapai Nawabganj.

·         on or before the deadline: date: 20 December  2015 at time : 12:00 PM

·         together with a Bid Security in the amount indicated in the bidding document

 

8.          Bids will be opened on 20 December  2015 at 12:05 PM in the office of the Executive Engineer, LGED, Chapai Nawabganj.

 

9.          The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
