This invitation for bids (IFB)
follows the General Procurement Notice (GPN) of “Agricultural Support for
Smallholders in South-Western Region of Bangladesh Project” that appeared in
Bangladesh Newspaper on 04 November, 2013 ( Memo no : DAE/ASSSRBP/2013/32 date : 03/11/2013).
2. The government of
the People’s Republic of Bangladesh has received financing from the Islamic
Development Bank (IDB) towards the
cost of the Agricultural Support for Smallholders in South-Western Region of Bangladesh
Project (ASSSRBP) and it intends to apply part of the proceeds of this
financing toward payments under the contract for which this invitation to bid
is issued.
3. The Local Government Engineering
Department (LGED), Government of The People’s Republic of Bangladesh, represented by the Executive Engineer, LGED, district

4. Bidding will be conducted through the National
competitive bidding procedures as specified in
Guidelines for Procurement of
Goods and Works under Islamic Development Bank Financing May, 2009, and is open
to all eligible bidders as defined in the guidelines.
5. Interested eligible bidders
may obtain further information and inspect the bidding documents from the
office of the Executive Engineer, LGED, district: Madaripur Tel: 0661-62445 E-mail:
xen.madaripur@lged.gov.bd during office
hours (from 9.00 am to 5.00 pm) on week days.
6. Qualification
requirements have been provided in biddings documents.
7.
A pre-bid conference will be held on 14-12-2015
& Time 11.00AM in the office of
the Executive Engineer, LGED, district Madaripur.The minutes of which will be distributed
to all bidders who will purchase the bid documents.
8.
A complete set of bidding documents in English may be purchased up to office
hours (5.00pm) on 10-01-2016 or before by interested bidders on the submission of a
written application to (a)The office of the Project Manager, ASSSRBP, LGED
Bhaban (Level-7), 62 West Agargaon, Dhaka (b) The office of the Deputy Commissioner,
District Madaripur (c) The office of
the Executive Engineer, LGED district Shariatpur
,(d) The office of the Executive Engineer, LGED district Madaripur (e) The
office of the Upazila Engineer(s) Upazila Sadar,Kalkini,Rajoir & Shibchar,district
: Madaripur and upon payment of a non-refundable fee of BDT 7000.00(Seven
Thousands only) per set. The method of payment for purchasing of bid
document will be in the form of Pay Order/Bank Draft in favor of the Executive
Engineer, LGED, Madaripur.The bid documents
can either be (a) picked up by the bidder/ bidder’s representatives from the employer’s
office, or (b) sent by the employer to the bidder by e-mail or courier service.
In such cases liability will not be accepted for any loss or late delivery of
bid document to the bidders.
9.
Bids must be delivered to (a) office of
the Executive Engineer, LGED , Madaripur (b) The office of the Deputy
Commissioner, Madaripur (c) The
office of the Executive Engineer, LGED,Shariatpur,(d)
The office of the Upazila Engineer(s) Upazila Sadar,Kalkini,Rajoir & Shibchar,district Madaripur on or before
11-01-2016 & 12.00 Noon. Electronic Bid shall not be
permitted. Late bids will be rejected and returned unopened .Bids will be opened physically in the
presence of the bidders/bidder’s authorized representatives who choose to
attend at the office of the Executive Engineer, LGED , district Madaripur at
3.00pm on 11-01-2016.
10.
All Bids must be accompanied by a bid Security in the amount of BDT 10,70,000.00(Ten Lakh Seventy thousand only)
and in the form of (a) An unconditional Guarantee issued by any scheduled bank
of Bangladesh in the format[Form of Bid Sucurity(Bank Guarantee)as in section
iv- Bidding Forms].(b) An irrevocable letter of credit,(c) A cashier’s or
certified check,(d)Another security in the form of a Bank
Draft or Pay order issued by any scheduled bank of Bangladesh in favour of the
Executive Engineer,LGED,District: Madaripur.
11.A
general information regarding the bid will be available at the LGED website (www.lged.gov.bd)
& CPTU Website (www.cptu.gov.bd).
12.
The authority reserves the right to accept or reject any or all bids without
assigning any reason.
