1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP), Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the (a) Construction of (i)WRS (2v-1.50mx1.80m), (ii) WRS (1v-1.50mx1.80m), (iii) Box Culvert (2v-2.50mx2.50m), (iv) WMCA Office (12.0mx6.0m) including Rain Water Harvesting, Electrification, Supply of Office Furniture of WMCA Office under Raypur Subproject {(SP-46231 (IFAD-1)} Upazila: Kaligonj, & (b) Construction of (i) Regulator (2v-1.5mx1.8m) (ii) WMCA office including Rain Water Harvesting, Electrification, Supply of Office Furniture of WMCA Office under Hajipur Subproject {SP-46257(IFAD-1)}, Upazila : Sadar & (c) (i) Construction of WMCA Office (12.0mx6.0m) (ii) Electrification work of WMCA Office (iii) Supplying of Furniture of WMCA Office (iv) Rain water Harvesting of WMCA Office and (v) Improvement of HBB WMCA connecting road under Panikuria Subproject {(SP-15301)(ADB)} Upazila: Kalaroa, District : Satkhira.

3. Only eligible bidders meeting the qualification criteria stated in the bidding document, including the following key criteria may participate in this bidding, either as a single entity or in joint Venture.

¨ Participation in at least one contract that has been successfully or substantially completed within the last 5(five) years and that is similar to the proposed works, where the value of the Bidder's participation exceeds for Package No-LGED/PSSW/PD/ Kaligonj/Satkhira/W-01/2015 of BDT 105.00 (One Hundred five) lakh; Package No-LGED/PSSW/PD/Sadar/Satkhira/W-02/2015 of BDT 80.00 (Eighty) lakh. & Package No-LGED/PSSW/PD/Kalaroa/Satkhira/W-01/2015 of BDT 9.00 (Nine) lakh. In case of joint venture, one partner must meet the requirement.

¨ Minimum average annual construction turnover for Package No-LGED/PSSW/PD/Kaligonj/Satkhira/W-01/2015 of BDT 120.00 (One Hundred Twenty) lakh; Package No- LGED/PSSW/PD/Sadar/Satkhira/W-02/2015 of BDT 100.00 (One Hundred) lakh & Package No-LGED/PSSW/PD/Kalaroa/Satkhira/W-01/2015 of BDT 18.00 (Eighteen) lakh, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. In case of joint venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

· Complete qualification criteria are described in the bidding document.

· WMCA Office will be implemented after registration of land.

4. National competitive bidding will be conducted in accordance with ADB's Single-Stage: "One-Envelop bidding procedure" and is open to all Bidders from eligible source countries

6. To inspect or purchase the bidding documents in English, eligible bidders should.

· Write to Office of the (a) Executive Engineer, LGED, Satkhira, or (b) Executive Engineer, LGED, Khulna or (c) Deputy Commissioner, Satkhira, or (d) Superintendent of Police, Satkhira, or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Superintending Engineer, LGED, Khulna Region, Khulna or, (g) Upazila Engineer, Kaligonj/ /Sadar/ Kalaroa, Satkhira, requesting the bidding documents for Construction works as mentioned above.

· Pay a non-refundable fee in favour of Executive Engineer, LGED, Satkhira as mentioned above.

· Deadline for Purchasing Bidding Documents on or before 5:00 PM dated: 12 January 2016.

7. Delivery/Opening of bids in the final IFB:

· To the Office of the Executive Engineer, LGED, Satkhira.

· On or before the deadline: date : 13 January 2016 at time : 12.00 PM

· Together with a Bid Security in the amount indicated in the bidding document.

8. Delivery/Opening of bids in the final IFB:

Bids will be opened on 13 January 2016 at 12.05 PM in the office of the Executive Engineer, LGED, Satkhira

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby including any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
