1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the :

Construction of (i) Chaprashir Khal WRS (3v-1.5mx1.8m) (ii) Link Road between UP Building and WMCA Building (iii) Cross drainage structures on the link road (iv) WMCA Office Including Rain Water Harvesting, Electrification & Office Furniture works under Char Kakra Subproject {SP-46215 (ADB)} Upazila: Companigonj, District: Noakhali.

3. Only Eligible bidders meeting the qualification criteria stated in the bidding document, including the following key criteria may participate in this bidding, either as a single entity or in Joint Venture.

· Participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds BDT 120.00 lakh respectively. In case of joint venture, one partner must meet the requirement;

· Minimum average annual construction turnover of BTD 175.00 lakh respectively, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. In case of joint venture, all partners combined must meet the requirement, each partner must meet 25% of this requirement and one partner must meet 40% of the requirement.

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

· write to Office of the (a) Executive Engineer, LGED, Noakhali or (b) Executive Engineer, LGED, Luxmipur or (c) Deputy Commissioner, Noakhali or (d) Superintend of Police, Noakhali or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Superintending Engineer, LGED Comilla Region, Comilla (g) Upazila Engineer, Companigonj, Noakhali requesting the bidding documents for Construction works as mentioned above.

· Pay a non-refundable fee 8000.00 respectively in favour of Executive Engineer, LGED, Noakhali as mentioned above.

7. Deliver your bid:

· to the office of the Executive Engineer, LGED Noakhali.

· on or before the deadline: date: 14 March 2016 at time : 12:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 14 March 2016 at 12:05 PM in the office of the Executive Engineer, LGED, Noakhali.

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
