This invitation for bids (IFB) follows the General Procurement Notice (GPN) of  “Agricultural Support for Smallholders in South-Western Region of Bangladesh Project” that appeared in Bangladesh Newspaper on 04 November, 2013 ( Memo no : DAE/ASSSRBP/2013/32     date : 03/11/2013).

 

2.  The government of the People’s Republic of Bangladesh has received financing from the Islamic Development Bank (IDB)      towards the cost of the Agricultural Support for Smallholders in South-Western Region of Bangladesh Project (ASSSRBP) and it intends to apply part of the proceeds of this financing toward payments under the contract for which this invitation to bid is issued.

 

         3. The Local Government Engineering Department (LGED), Government of The People’s Republic of Bangladesh,           represented by the Executive Engineer, LGED, district Barisal now invites sealed bids from eligible and qualified bidders for:

4.Bidding will be conducted through the National competitive bidding procedures as specified in  Guidelines for  Procurement of Goods and Works under Islamic Development Bank Financing May, 2009, and is open to all eligible bidders as defined in the guidelines.

   

5. Interested eligible bidders may obtain further information and inspect the bidding documents from the office of the Executive Engineer, LGED, district: Barisal Tel: - 0431-71054 E-mail: xen.barisal@lged.gov.bd  during office hours (from 9.00 am to 5.00 pm) on week days.

 

6. Qualification requirements have been provided in biddings documents.

 

7. A pre-bid conference will be held on 12/09/2017 at 11.00 am  in the office of the Executive Engineer, LGED, district: Barisal The minutes of which will be distributed to all bidders who will purchase the bid documents.

 

8. A complete set of bidding documents in English may be purchased up to office hours (5.00pm) on  10/10/2017  by interested bidders on the submission of a written application to (a)The office of the Project Manager, ASSSRBP, LGED Bhaban (Level-8), 62 West Agargaon, Dhaka (b) The office of the Deputy Commissioner, District Barisal (c) The office of the Executive Engineer, LGED district:Jhalakati ,(d) The office of the Executive Engineer, LGED district :Barisal (e) The office of the Upazila Engineer(s) Upazila Muladi,Babugonj,Banaripar & ,Bakergonj, district : Barisal   and upon payment of a non-refundable fee of BDT 3,000.00 [Three Thousands] per set. The method of payment for purchasing of bid document will be in the form of Pay Order/Bank Draft in favor of the Executive Engineer, LGED, district Barisal .The bid documents can either be (a) picked up by the bidder/ bidder’s representatives from the employer’s office, or (b) sent by the employer to the bidder by e-mail or courier service. In such cases liability will not be accepted for any loss or late delivery of bid document to the bidders

 

9.  Bids must be delivered to (a) office of the  Executive Engineer, LGED , district Barisal (b) The office of the Deputy Commissioner, district Barisal (c) The office of the Executive Engineer, LGED district Jhalakati, (d) The office of the Upazila Engineer(s) Upazila Muladi,Babugonj,Banaripar & ,Bakergonj, District Barisal on  or  before Date-11/10/2017 & Time :12.00 Noon .Electronic Bid shall not be permitted. Late bids will be rejected and returned unopened .Bids will be opened physically in the presence of the bidders/bidder’s authorized representatives who choose to attend at the office of the Executive Engineer, LGED , district Barisal at 3.00pm on 11/10/2017.

 

10. All Bids must be accompanied by a bid Security in the amount of BDT 2,60,000.00 [Two Lac Sixty thousands only] and in the form of an unconditional Bank Guarantee issued by any scheduled Bank of Bangladesh or An irrevocable letter of credit or A cashier’s or certified check, Bank Draft or Pay order issued by any scheduled Bank of Bangladesh in favor of the Executive Engineer, LGED ,district Barisal.

12. The authority reserves the right to accept or reject any or all bids without assigning any reason.
