1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the (i) Construction of (i) Box culvert (1V-3.0mx3.0m) (ii) WMCA Office Including Electrification, Office Furniture under Latifpur-Etbarpur Subproject {SP-43056(ADB)}, Upazila: Chandina, District: Comilla. (ii) Construction of WMCA Office Including Electrification, Office Furniture under Kaderpur-Gabindapur Subproject {SP-43059(ADB)}, Upazila: Chandina, District: Comilla.

Only eligible bidders meeting the qualifications criteria stated in the bidding document, including the following key criteria, may participate in this bidding:

a) Package- LGED/PSSW/PD/Chandina/ Comilla/W-1/2013

· 3 (three) years minimum Average Annual Construction Turnover shall be BDT 20.00 (Twenty) Lakh

· Minimum 5 (five) years general construction experience

· Experience in similar contract individually at least BDT 23.00 (Twenty three) Lakh

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

b) Package- LGED/PSSW/PD/Chandina/ Comilla/W-2/2013

· 3 (three) years minimum Average Annual Construction Turnover shall be BDT 5.50 (Five point fifty) Lakh

· Minimum 5 (five) years general construction experience

· Experience in similar contract individually at least BDT 4.70 (Four point seventy) Lakh

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

6. To inspect or purchase the bidding documents in English, eligible bidders should:

· write to Office of the (a) Executive Engineer, LGED, Comilla or (b) Executive Engineer, LGED, Chandpur or (c) Deputy Commissioner, Comilla or (d) Superintendent of Police, Comilla (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Upazila Engineer, B-baria, Comilla requesting the bidding documents for Construction works as mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED, Comilla mentioned above.

· deadline for purchasing Bidding Documents: 20 March 2013, Time: 05:00 PM (Office time).

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, Comilla

· on or before the deadline: date: 21 March 2013 at time : 12:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 21 March 2013 at 12:05 PM in the office of the Executive Engineer, LGED, Comilla

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
