1. The People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from ADB member countries.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the Construction of (i) Naya Khal WRS (4v-1.50mx1.80m) (ii) Box Culvert (4v-3.50mx3.50m), (iii)WMCA Office including Rain Water Harvesting, Electrification, Office Furniture work under Purander Vushan – Chandrer Bari sarbesar Ghat Subproject {SP-44130 (IFAD-2)}, Upazila: Gobindagonj, District: Gaibandha.

3. Only eligible bidders meeting the qualifications criteria stated in the bidding document, including the following key criteria, may participate in this bidding:

· 3 (three) years minimum Average Annual Construction Turnover shall be BDT 140.00 (One hundred Forty) Lakh

· Minimum 5 (five) years general construction experience

· Experience in similar contract individually at least BDT 75.00 (Seventy five) Lakh

· Should fulfill the requirement of financial resources as mentioned in the bidding documents.

4. National competitive bidding will be conducted in accordance with ADB’s Single-Stage: One Envelop procedure and is open to all Bidders from eligible source countries

· write to Office of the (a) Office of the Superintending Engineer, Rangpur Region, LGED, Rangpur or (b) Executive Engineer, LGED, Gaibandha or (c) Deputy Commissioner, Gaibandha or (d) Superintend of Police, Gaibandha or (e) Project Director, PSSWRSP, LGED HQ, RDEC Bhaban (Level-5), Agargaon, Dhaka or (f) Upazila Engineer, Gobindaganj, Gaibandha requesting the bidding documents for Construction works as mentioned above.

· pay a non-refundable fee in favour of Executive Engineer, LGED, Gaibandha as mentioned above.

· deadline for purchasing Bidding Documents: 16 september 2014, Time: 05:00 PM (Office time).

7. Deliver your bid:

· to the office of the Executive Engineer, LGED, Gaibandha

· on or before the deadline: date: 17 September 2014 at time : 01:00 PM

· together with a Bid Security in the amount indicated in the bidding document

8. Bids will be opened on 17 September 2014 at 01:05 PM in the office of the Executive Engineer, LGED, Gaibandha

9. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders. In case of annulment, all bids submitted and specifically, bid securities, shall be promptly returned to the Bidders.
