Invitation for Expression of Interest (EOI)

Municipal Capacity Development (MCD) Consultancy Services

for City Region Development Project (Proposed)

 

Package no. CRDP/LGED/S-02

 

1.         Government of the People’s Republic of Bangladesh (GOB) will receive a loan, subject to final approval scheduled in December 2010 from the Special Funds resources of Asian Development Bank (ADB) towards the cost of City Region Development Project (Proposed, ADB Project Number: 39298), and intends to apply a portion of the proceeds of this loan to eligible payments under the consultancy services for which this invitation for Expression of Interest (EOI) is issued. The terms and conditions of the contract and payments by ADB will be subject to the terms and conditions of the Loan Agreement. Except as ADB may specifically otherwise agree, no party other than GOB shall derive any rights from the loan or have any claim to the proceeds of the loan.

 

2.         The project aims at enhancing growth potential and improving environmental sustainability of the target city regions in Bangladesh through effective regional urban planning. A city region is an organic agglomeration of a large metropolitan city (City Corporation), secondary towns (Pourashavas) clustered nearby and adjacent peri-urban areas. The project will target city regions centered at Dhaka City Corporation (DCC) and Khulna City Corporation (KCC) and support development of key urban infrastructures, focusing on urban environment and local economic development. The project will also support the government to improve regional urban planning and municipal management for effective and sustainable urban development.

 

3.         Being selected as the Executive Agency (EA) for the project, Local Government Engineering Department (LGED) under Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives (LGRD&C) now invites eligible consulting firm(s) who have adequate (at least five years) experience in urban development sector to submit Expression Of Interest (EOI) for Municipal Capacity Development (MCD) Consultancy Services for City Region Development Project (Proposed) as a part of advance action plan agreed during loan fact finding mission in June-July 2010 and subsequent loan negotiation on 10 October 2010.

 

4.         The Municipal Capacity Development (MCD) Consultant will be engaged with the Project Management and Coordination Unit (PMCU) established under LGED to implement the capacity development program for municipalities covered under the project. The main objective of the MCD Consultancy services is to provide hands-on training and supports for municipalities to meet the performance target focused on three main areas: resource mobilization, citizen participation and urban planning. MCD consultants will also explore ways to corroborate with relevant public, professional, and private bodies such as Municipal Association for Bangladesh for municipal capacity development.

 

5.         The consultancy package will involve anticipated 8 person-months of international experts, and 54 person-months of national experts. As this is a sector project, professional input will be staggered over the project period. MCD consultancy services also include substantial input of support staffs such as Facilitators for five specific categories of interventions to facilitate post-UGIIP and new pourashavas, city corporations and urban centres. The firm will be selected through international competitive bidding following quality-and cost-based selection (QCBS) procedures in accordance with ADB’s Guidelines on the Use of Consultants (April 2010 or as amended from time to time). Project implementation is scheduled to commence in August 2011 for a period of 60 months until July 2016.

 

6.         The capacity development program will be built upon experiences in Urban Governance and Infrastructure Improvement Project (UGIIP) and UGIIP-2. It will include i) Post-UGIIP pourashavas in the target city regions such as Tongi, Gazipur, Narayanganj, Narsingdi, and Noapara; ii) New pourashavas (Target: 7 nos.) Pourashavas in the target city regions, which are not covered under UGIIP; iii) City Corporations: the whole of Khulna City Corporation and 2 pilot wards of Dhaka City Corporations; and iv) Urban centres (Target: 5 nos.) on pilot basis.

 

7.         In general, the scope of capacity development will include, but not be limited to the following components: i) Municipal Funding; ii) Financial Management; iii) Strengthening organizational management; and iv) Public-Private Partnership Development. The program will focus on the development of skills and competencies of officials and staffs (CEOs, Division Heads, and senior staffs, including the Accounts Officer) and elected representatives. Modules will be developed in cooperation with pourashavas to ensure relevance and applicability.

 

8.         The MCD consultant is expected to have expertise in: providing technical support to local government institutions of the region dealing with capacity development program for multi disciplinary participants representing stake holders from various cross section of the society. Expertise in the following key areas may be required: Municipal Organization Development; Municipal Finance & Financial Management; and Facilitation expertise in various aspects like: urban planning, social & environmental safeguards, tax collection & accounting, community mobilization & gender responsiveness etc. The consultant will be required to make own arrangements under the Consultant’s Contract for appropriate English/Bangla translation and interpretation service that may be required.

 

9.         EOIs may be submitted by a firm, association, or joint venture. An international firm, as a lead firm, associate or partner can only be nominated in one EOI. A national firm as a lead firm can only be nominated in one EOI. However, a national firm as an associate or partner can be nominated in more than one EOI. To avoid confusion and possible elimination after short-listing, lead firms of associations or joint ventures are strongly advised to confirm relationships (exclusive or non-exclusive) with selected associates or partners prior to expressing interest.

 

10.     Interested firms should submit EOI in standard template for consulting firms (available for download from web address: http://www.adb.org/consulting/toolkit-template.asp) along with:

a.    Cover Letter signed by authorized signatory with name(s), address(es), contact details of partners / associates (if any),

b.    Agreement of Joint Venture or Association or Partnership with clear indication of share of responsibility and business (if applicable),

c.    Additional information / documentation on the following (documentary evidence to be attached):

i) Legal Status (Trade License and proof of other Registration such as- Value Added Tax (VAT), Taxpayer’s Identity Number etc.), ii) Nature of business or operation, iii) Years of similar, relevant and general experience; iv) Annual turnover of last 5(five) years; v) Company Profile or Brochure, and vi)  Information of core team of key professionals on permanent pay roll (Name, Date of Birth, Educational Qualification and relevant Professional Experience – Time & Brief Description).

 

11.     Interested firm(s) must submit EOI in sealed envelope containing original (to be identified clearly on top of envelop) and 5 (five) copies addressed to “Superintending Engineer (Urban Management), Local Government Engineering Department, RDEC Bhaban, Level-7, Agargaon, Dhaka-1207, Bangladesh” not later than 3:00pm local time on 20 December 2010. All envelops must be externally marked “MCD Consultancy Services for CRDP”.
