Invitation for Expression of Interest (EOI) for the Selection of Individual ICT Professionals

 

 

Local Government Engineering Department (LGED) is one of the largest public sector organizations entrusted for planning and implementation of local level rural, urban and water sector infrastructure development projects throughout the country. To deal with such huge infrastructure development programs properly and efficiently, LGED uses information and communication technology as planning and management tools to discharge its responsibilities.  At LGED HQs level, there is an MIS Unit with necessary infrastructures. However LGED intends to upgrade the present condition of MIS and web portal to endow more effective outputs with the ICT management tools to maximize its service delivery. 

 

In context of above, LGED invites Expression of Interest (EOI) for selection of the following three ICT individual consultants.

 

                                       I.      ICT Professional (Web Programmer-1 no)

                                     II.      ICT Professional (Network Support Engineer-2 nos)

 

The responsibilities, required educational qualifications, skills and experiences of the above consultants will include, but not limited to the followings:

 

         I.      Position Title: ICT Professional (Web Programmer)

 

Responsibilities: The major responsibility is to upgrade LGED web portal with state-of-the-art software technology and platform to make it interactive as well as dynamic for the users providing real-time information. Collection of data and update in a regular basis, program as necessary for database management and development of query by the users, develop application with more advance web features.  

 

Educational Qualifications: The applicant shall have 4 (four) years bachelor degree in Information Technology/ Computer Science/ Computer Science and Engineering or equivalent discipline from any university accredited by university grants commission or equivalent body. Professional certification from internationally reputed bodies/ institutions will be considered as additional qualification.

 

Skill & Experiences: The applicant shall have at least 3 (three) years of proven experience of web development independently in large organization(s) with 5 (five) years of general experience working in Bangladesh.  The applicant shall have knowledge in C#, ASP.NET, CSS, JavaScript programming and different object oriented software development.

 

       II.      Position Title: ICT Professional (Network Support Engineer)

 

Responsibilities: The major responsibility is to administration of Network, server and data center. Configure, troubleshoot and maintain server. Ensure system security and data backup. Maintain LAN, WAN and internet connectivity and related services. Assist to system engineer to plan, design and implement disaster recovery of data for server and LAN system.  

 


Educational Qualifications: The applicant shall have bachelor degree or Diploma in Information Technology/ Computer Science/ Computer Science and Engineering or equivalent discipline from any university accredited by university grants commission or equivalent body. Professional certification from internationally reputed bodies/ institutions will be considered as additional qualification.

 

Skill & Experiences: The applicant shall have at least 3 (three) years for bachelor degree holder and 5 (five) years for Diploma holder of proven experience of working as Network Support Engineer or equivalent position in large organization(s) with 5 (five) years of general experience for bachelor degree holder and 7 (seven) years of general experience for Diploma holder working in Bangladesh.

 

A detailed Terms and References (ToR) can be obtained from the office of the undersigned during the office hour or can be downloaded from LGED website (www.lged.gov.bd). The consultants will be selected in accordance with the procedure of selection of individual consultants under the Public Procurement Rules 2008. The contract will be initially for one year which may be extended more upon the satisfactory performance of the LGED authority.

 

Interested IT Professional/ Specialist must submit EOI through “Request For Application (RFA)” form in sealed envelope clearly marked the title of position on the top of the envelop, addressed to “Executive Engineer, GIS Unit, Level-4, LGED Bhaban, Local Government Engineering Department, Agargaon, Sher-e-Bangla Nagar, Dhaka-1207” not later than 3:00pm on 03 January 2012. The RFA form can be collected from the office of the undersigned during the office hour up to 02 January 2012.

Terms of Reference

(For Web Programmer)

 

 

1.0         Background: Local Government Engineering Department (LGED) is one of the largest public sector organizations entrusted for planning and implementation of local level rural, urban and water sector infrastructure development projects throughout the country. To deal with such huge infrastructure development programs properly and efficiently, LGED uses Information and Communication Technology as tools for planning and management to discharge its responsibilities. LGED website was hosted in 1997 when internet connectivity was very limited in Bangladesh. At that time, dial-up e-mail access at LGED HQ was also available for the district level and HQ staffs. Online File Transfer Protocol (FTP) and e-mail service for nationwide LGED offices were started in 2007. To keep up with advancement of technology which is changing very fast, it is now time for a major upgrade of the web portal to embrace and utilize state-of-the-art innovations for better services.

2.0         Present State of Network and Servers: LGED web site is currently hosted in the domain ‘www.lged.gov.bd’ registered with BTCL (former BTT&B). Existing web resources are interactive for users to search and find information on need basis. But there is no provision for information to be updated in the web as and when they are generated within LGED data centre.

3.0         Scope of Services: It is now required to upgrade the whole of LGED web portal with state-of-the-art software technology and platform to make it more interactive as well as develop different web application feature with support from individual ICT Specialist/ Consultant. The scope of services of ICT Consultant (Web Programmer) shall be but not limited to as follows:

3.1         The specialist will review existing web site structure and contents in relation to different functions and user/ beneficiary groups and identify areas of improvement, linkage and integration with MIS and GIS resources and other customized systems within LGED.

3.2         He/she will keep continuous interaction with different levels of LGED personnel to understand LGED’s vision and requirements for the web portal.

3.3         He/she will upgrade the web portal in computer language and platform acceptable to LGED management in accordance with identified requirements to make it user friendly, fully functional, compliant with the identified requirements and integrated with other customized systems and resources.

3.4         The specialist must keep LGED counterpart official (designated engineer at GIS/ MIS unit) informed of the whole process of web design and reveal every technical & programming details of the system properly documented in both electronic and paper form and submit the same to GIS Unit In-charge. Copy right of the web portal, its contents and codes will remain with LGED.

3.5         He/she will work under direct supervision and direction of GIS Unit In-charge through the designated counterpart official (engineer at GIS/MIS unit) with overall guidance of ICT Core Team at LGED HQ.

 

4.0         Expected Timeline for Activities: While performing the duties and responsibilities mentioned above, the specialist is expected to work by following tentative time frame:

An indication of activities for a period of one year is shown above. Detail tasks under these activities are to be determined by the supervisor. Major deviation from above activities could only be approved by LGED top management if warranted by practical situation.

Any activity beyond the above one year period is to be determined by the supervisor on actual need basis with mutual understanding with the specialist. 

 

5.0         Reporting Obligations: The specialist will submit following reports in format as approved by the supervisor with a stringent time bound manner. The language of report would be in English:

5.1        Inception report within 15 (fifteen) days from start of work which must include a time bound activity plan and methodology of work acceptable to the LGED management.

5.2        Monthly progress report in connection with the agreed work schedule within 7 (seven) days at the end of each calendar month. No monthly report will be required for the last month of tenure.

5.3        Technical report to reveal every technical & programming details of the system properly documented in both electronic and paper form at the end of each activity.

5.4        Final report depicting all activities done during whole of tenure at least 10 (ten) days before end of tenure.

 

6.0         Tenure, Working Place and Time: The specialist will be employed for an initial tenure of 12 (twelve) months possibility of extension more upon satisfactory delivery of services assessed by the LGED authority.

The specialist will be required to base his/her works at designated place in the GIS/ MIS unit of LGED and to work during government office hours and working days. He/she should agree to work beyond regular hours and on holidays if required for the work load and/or his/her supervisor for which remuneration would be deemed to be covered by the consolidated monthly payment.

 

7.0         Remuneration & Reimbursable: The specialist will be paid lump sum remuneration consolidated in the form of total monthly payment with deduction of applicable mandatory government charges (VAT & Tax), if applicable. No festival bonus or other allowances except travel allowance will be paid. Travel allowances would be paid according to LGED’s general and conventional rules for the consultants. Monthly payment would be made upon the submission of bill by the specialist with monthly progress report. 

 

8.0         Termination: The specialist and LGED management will have the liberty to terminate the contract any time mutually acceptable to both parties. However, LGED management reserves the right to terminate the contract with prior notice of 30 (thirty) days without showing any reason what so ever. Obligation of payment by LGED and deliverables by the specialist will be amicably settled.

 

9.0         Miscellaneous Terms:

 

9.1         Logistic Support: The specialist will be provided Desktop Computer and printer and adequate working space within MIS/GIS unit. Office stationery will be given as and when required. No transport support will be available.

9.2         Leave of Absence: The specialist will be allowed to enjoy maximum 20 (twenty) days paid vacation (casual leave) for one calendar year, which he/she may wish to accrue over his tenure in a manner of five days per three months or such proportionally with months but not more than consecutive seven days. Dates on which vacation to be taken will be subject to approval by the supervisor.

In addition to aforesaid vacation / leave of absence, maximum 7 (seven) days absence due to extreme medical conditions on acceptable certification will be allowed. Any other absence or leave due to acceptable medical condition will be deemed as unpaid leave.

No sudden leave of absence without prior approval from the supervisor will be acceptable and any such act will be sufficient reason for non-satisfactory performance and termination.

 

10.0     Expected Profile of the Specialist:

(For Network Support Engineer)

 

1.0  Background: Local Government Engineering Department (LGED) is one of the largest public sector organizations entrusted for planning and implementation of local level rural, urban and water sector infrastructure development projects through out the country. To deal with such huge infrastructure development programs properly and efficiently, LGED uses Information and Communication Technology as tools for planning and management to discharge its responsibilities. LGED started computerization at the head quarters level in late 1980s. During early 1990s, computers were provided at district and upazila level. GIS and MIS units were established in 1992. Local Area Network (LAN) at head quarter level was established in 1996 with fiber optic backbone.  At that time, district offices could connect LGED server through dial-up for e-mail access. To keep up with advancement of technology which is moving very fast, it is now time that a major upgrading had done for the network and server administration and data center management to embrace and utilize state-of-the-art innovations for better services.

 

2.0  Present context of Network and Servers: More than 700 computers at LGED HQ are connected to 8 servers through hubs and switches. Broadband internet service is obtained by optical fiber connectivity with BTCL (former BTT&B).

Currently, there are inadequate services or sometimes disruption of LAN service and resource sharing among the PCs. Obviously, upgrade of hardware and software are needed. In addition, network and server administration should also be improved. Proper management of invaluable data in the servers is essential in order to benefit from the vast digital resources. Documentation of the network resources is necessary to ensure regular inspection and maintenance.

3.0  Scope of Services: The scope of services of ICT professional (Network Support Engineer) shall be but not limited to as follows:

3.1  The Consultant will study existing network and server resources in relation to different functions and user/ beneficiary groups and identify areas of improvement, linkage and integration with similar systems within LGED.

3.2  He/she will work directly with System Engineer of MIS Unit regarding LAN, WAN and server connectivity improvement and maintenance work

3.3  He/she will keep continuous interaction with different levels of LGED personnel to understand LGED’s vision and requirements for network and data services.

3.4  He/she will assist as-found documentation of network resources; suggest and implement necessary changes and upgrade and make schedule of regular inspection and maintenance in MIS unit.

3.5  He/she will assist to prepare as-found documentation of server resources; suggest and implement necessary changes and upgrade and provide guidelines for administration and make schedule for regular maintenance.

3.6  He/she will assist to establish a robust digital data storage system within the servers to be accessed through LAN and internet by LGED personnel / authorized users.

3.7  The Consultant must keep LGED counterpart official (designated engineer at MIS unit) informed of technical & programming details of network and server resources properly documented in both electronic and paper form and submit the same to MIS Unit In-charge.

3.8  He/she will work under direct supervision and direction of MIS Unit In-charge through the designated counterpart official (Engineer at MIS unit) with overall guidance of ICT Core Team at LGED HQ.
