Request for Application For Selection of Construction Quality Control Specialist (Engineer)

JICA launched the Technical Cooperation Project named “Capacity Development Project for Participatory Water Resources Management through Integrated Rural Development” in October 2012 to strengthen the capacity of LGED to plan and implement small scale water resources development subprojects integrated with other infrastructure, such as rural roads, rural market. In this regards, the Project selected 3 Pilot Subprojects in the District of Natore, Tangail and Jhalokathi. The civil works (5 packages) and Labor Contracting Society (LCS) works (41 packages) are under procurement. The Project requires human resource to assist in assuring the quality and progress of these works.

The JICA-LGED TA Project now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to submit their CV and other particulars as indicated below:

Background:

Rural infrastructure development has been one of the highly prioritized sectors in tackling the poverty reduction through agricultural development in Bangladesh where two-thirds of its population lives in rural area. Among the rural infrastructure, the small scale water resources development is requisite to improve productivity of rice cultivation.

To address the challenges, the JICA Technical Cooperation Project named “Capacity Development Project for Participatory Water Resources Management through Integrated Rural Development” (referred to as “The Project”) was launched in October 2012 with project term of 5 years. The Project purpose is that “Participatory Small Scale Water Resources Management (PSSWRM) Model and its implementation mechanism are established”. One of the output set by the Project is to strengthen the capacity of LGED to plan and implement small scale water resources development subprojects integrated with other infrastructure, such as rural roads, rural market. In this regards, the Project selected 3 Pilot Subprojects in the District of Natore, Tangail and Jhalokathi. The civil works (5 packages) and Labor Contracting Society (LCS) works (41 packages) are under procurement.

In order to assure quality and progress of these works, the Project will employ the Construction Quality Control Specialist (Engineer) with following Terms of Reference:

Terms of Reference (ToR) for the Position of

Construction Quality Control Specialist (Engineer)

A. Responsibilities:

Ø To assure quality of works in the Pilot subprojects as per specification

Ø To assure completion of the works in time as scheduled

Ø To report the result of site supervision to the Project

B. Tasks/Duties

Review and Planning

Ø Review feasibility study report and detailed design report of 3 pilot subprojects

Ø Review tender/contract documents on 5 civil work packages

Ø Review Implementation Agreement on LCS works

Ø Prepare the work plan based on the subproject schedule

Supervision

Ø Visit the pilot subproject sites regularly

Ø Conduct supervision of all the civil work packages and LCS works in close collaboration with engineers in LGED Upazila/District office and “Site Engineer” to be employed by the Project. Supervision includes checking on structure’s center positioning, material testing, bar arrangement, placing/curing condition of concrete, inspection of finished shape of structure etc. based on the Drawing and General/Technical Specification.

Ø Give on-site direction to the contractor for assuring construction quality and keep progress as scheduled based on the instruction by the Project

Ø Give detailed guidance to the Site Engineer on supervision of the site

Ø Conduct additional designing when the variation or extra work become necessary

Ø Check the monthly statement of the estimated value of works by the contractor and assist LGED District/Upazila Engineer in issuing certificate by them to the JICA BD Office

Reporting and Others

Ø Report to the Project the performance of contractor periodically

Ø Recommend course of action to ensure satisfactory progress as per plan

Ø Attend the meeting such as project review meeting and update thereby

Ø Assist in Project team field visit for supervision

Ø Basic duty station is LGED HQ in Dhaka. Pilot subproject sites are in Natore, Tangail and Jalokathi.

C. Required Qualifications and Experience

Ø Bachelor’s degree in Civil Engineering

Ø High proficiency in English & Bangla language both written and verbal mode

Ø Capable to operate various computer application like- MS Word, MS Excel & MS PowerPoint

Ø Experience in supervision of civil work construction in five years

Ø Experience in designing of hydraulic structure such as water retention gate and weir in five years

Ø Experience in designing of rural infrastructure such as rural road or community building

Ø Experience in working as consultant for the JICA loan Project to LGED “Small Scale Water Resources Development Project” will be valued as advantage
