Request for Expressions of Interest (EoI) for
Design and Supervision Consultancy (D&SC) Services (Contract Package No. R1
& R2) under
Rural Transport Improvement Project (RTIP)-II
The
People’s Republic of Bangladesh has applied for a credit from the
International Development Association (IDA), and intends to apply part of the
proceeds of this credit for payments under the contracts for Design and
Supervision Consultancy (D&SC) Services (Contract Package No. R1 & R2) under
Rural Transport Improvement Project (RTIP)-II. The project will cover 26
(twenty six) contagious districts comprising Pabna, Sirajgonj, Tangail, Dhaka,
Manikgonj, Gazipur, Munshigonj, Narayangonj, Narsingdi, Mymensingh, Jamalpur,
Sherpur, Netrokona, Kishoregonj, Comilla, B-Baria, Chandpur, Sylhet, Hobigonj,
Sunamgonj, Moulvibazar, Noakhali, Laxmipur, Feni, Chittagong, Cox's Bazar,
Districts. The indicative cost of the
proposed project would be 450 million USD over a period of 5 (five) years from
July 2011-June 2016.
The
project will upgrade about 2500 km of Upazila Roads (UZRs) and Union Roads
(URs) including critical bridges, cross drainage facilities and road safety
issues; it will construct Flood Proof Upazila Road and flood refuse centers.
The project will also include construction of 15,000 m of Structure on Rural
Roads, Rehabilitation / Maintenance of 2,000 km of UZR including bridges/
culverts and improvement of about 150 numbers of growth center markets/rural
markets. It also includes improvement of rural water routes of approximately
200 km length in order to connect places of importance like growth centers
markets or other all weather roads or to feed larger waterways identified in
Inland Water Transport (IWT) Master Plan and administered by Bangladesh Inland
Water Transport Authority (BIWTA).
LGED
is in now the process of procuring two Design and Supervision Consultancy (D&SCs)
Services under contract packages R1 and R2. The contract package R1 comprises the
districts of Pabna, Sirajgonj, Tangail, Dhaka, Gazipur, Manikgonj, Munshigonj,
Narsingdi, Mymensingh, Jamalpur, Sherpur, Netrokona, Kishoregonj while R2
covers Narayangonj, Comilla, B-Baria, Chandpur, Sylhet, Hobigonj, Sunamgonj,
Moulvibazar, Noakhali, Laxmipur, Feni, Chittagong, Cox's Bazar districts.
The objective of Design and Supervision Consultancy
(D&SC) Services is to assist Local Government Engineering Department (LGED)
to design, supervise and monitor ensuring compliance with the policies/
guidelines of the Government of Bangladesh (GOB) and the International
Development Association (IDA) in connection with the implementation of the
Rural Transport Improvement Project (RTIP)-II. A Management Support Consultant (MSC), on the other hand, will
oversee, co-ordinate, harmonize, monitor, report the activities of Design and
Supervision Consultancy (D&SCs) Services (R1 & R2).
The Local Government Engineering Department (LGED) now invites eligible consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in hand, experiences in similar and other projects, experience in IDA assisted similar project, availability of appropriate skills among payroll staff etc.). Consultants may associate with other firms (local or foreign) to enhance their qualifications, but should mention whether the association is in the form of a “joint-venture” or “sub-consultancy”. In the case of an association, all members of such "association" should have real and well defined inputs to the assignment and it is preferable to limit the total number of firms including the leading firm to a maximum of four. Consultants/consortium only from eligible source countries as defined in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, may submit their Expressions of Interest. The indicative commencement of consultancy services is July 2011 and will be ended in June 2016.
Consultants
who will submit their Expression of Interest for Management Support Consultancy
(MSC) (Contract Package No. MS-1) shall not be allowed to participate in Design
and Supervision Consultancy (D&SC) Services and vice versa. The participating
consultants of D&SC are, however, allowed to participate in both packages
of Design and Supervision Consultancy (D&SC). In that case they will have
to submit separate proposals demonstrating that they have the capacity for both
packages i.e. Contract Packager No. R1 and R2.
The consultant will be
selected in accordance with the procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers,
May 2004 (revised October 2006 and May 2010).
The
EOIs would be reviewed on the basis of the following:
a) Age of business of consultant (firm)
b) Availability of key professional staff members of the
firm (list of management and key personnel), indication whether the staff is a
member of the firm or an independent consultant, and the number of years spent
working for the firm.
c) Turnover of the consultant
d) Experience of the consultant in similar field.
e) Experience of the consultant in other
works/assignments
f) Support service of the consultant
Consultants
(firms) may associate to enhance their qualifications, but should mention
whether the association is in the form of a ''Joint-Venture'' or of
''Sub-Consultancy''. In the case of a joint venture, all members of such
''association'' should have real and well-defined inputs to the assignment and
it is preferable to limit the total number of firms including the associates to
a maximum of four.
Information
on all the firms should be provided in case of joint venture/consortium. The
name of the assignment “Design and Supervision Consultancy (D&SC)
Services (Contract Package No. R1 & R2) under Rural Transport Improvement
Project (RTIP)-II” should be mentioned clearly on the cover page of EOI
along with the name of the contract package (Contract Package No. R1 and/or
R2) for which the EoI is submitted. Interested consultants may also submit
EOI through email and mention “Design and Supervision Consultancy
(D&SC) Services (Contract Package No. R1 & R2) under Rural Transport
Improvement Project (RTIP)-II” in the subject line.
