1.             The Government of the People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of City Region Development Project (CRDP) ADB Loan no. 2695 BAN (SF). Part of this financing will be used for payments under the contract mentioned above. Bidding is open to all bidders from eligible source countries of the Asian Development Bank.

 

2.             The Manikganj Pourashava, Manikganj (“the Employer”) invites sealed tenders from eligible tenderer for the procurement of the following works:

 

i)        Improvement of Shohid Tazu road from Dhaka-Aricha road to Court Bridge (Ch. 0-1315m), Court Bridge to Bazar Bridge (Ch. 0-1150m, Link  Ch. 0-200m); Beautha Road (Ch. 0-1370m);

ii)       Improvement of road from North side of Bazar Bridge to south side of Siddique Nagor Bishwa Istema via Shibbari more (Ch. 0-1925m),  Link : Awlad Hossain Khan College to Bokjuri bridge (Ch. 0 – 2150m);

iii)      Improvement of Shohid Tazu Sharak from Kazi villa to North side of Kacha Bazar (Ch. 0-550m);

iv)     Improvement of road from Manikganj Bus Stand to end point of Pourashava and Ramjan Ali College road via north side of Doctors Clinic (Ch. 0-850m, Link Ch. 0-200m);

v)      Improvement of road from Bhawea para more to west side of Shingair Bitikhola road via Mendi Bagh bridge, Maloncho Nabu Mia’s house, Bokjuri Tara Mia’s house including 2 nos. box culverts (Ch. 0-3460m, Link Ch. 0-40m), 48.05m RCC Girder Bridge over Nawakandi Khal near house of Bhatko Miah.

 

 

3.             National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single – Stage: One–Envelope bidding procedure and is open to all Bidders from eligible source countries.

 

4.             The qualification criteria include the following:

 

·  Total Experience : The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Subcontractor or Management Contractor shall be 5 (five) years.

·  Contractual Experience : The minimum specific experience as a Prime Contractor or Management Contractor in construction works of at least 1 (one) number of contract of  similar nature, complexity and methods/construction technology successfully completed  within the last 5 (five) years, with a value of TK. 930.00 Lac.

·  Average Annual Construction Turnover: The required average annual construction turnover shall be greater than TK. 2130.00 Lac over the last 5 (five) years.

·  Financial Position: The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be Tk.  385.00 Lac.

6.             To purchase the tender documents in English, tenderer should:

 

  • write to the office of:

The Executive Engineer, Manikganj Pourashava, Manikganj/ or

The Deputy Commissioner, District: Manikganj/ or

The Superintendent of Police, District: Manikganj/ or

The Executive Engineer, LGED, District: Manikganj/ or

The Project Director, City Region Development Project, Level-4, RDEC Bhaban, LGED, Dhaka

 

  • pay a non-refundable fee of Tk. 10000.00 in the form of Cash or Bank Draft or Pay Order in favor of “The Mayor, Manikganj Pourashava, Manikganj”, during normal office hours on all working days.

 

  • deadline for purchasing the tender documents: Date: 23 September 2014, Time: 5:00 pm

 

 

7.             Deliver your bid:

 

  • to the office of:

The Executive Engineer, Manikganj Pourashava, Manikganj

  • on or before the deadline: Date: 24 September 2014, Time: 1:00 pm
  • together with a tender security as described in the Tender Document
  • late Tenders shall be rejected

 

Tenders will be opened at 1:30 pm on 24 September 2014 in the presence of the tenderer or their authorized representatives who choose to attend at the address above.  Tender shall be valid for a period of 120 (One hundred and twenty) days after tender opening.

 

                                              

8.             The Manikganj Pourashava will not be responsible for any costs or expenses incurred by tenderer in connection with the preparation or delivery of tender.

 

9.             The Invitation for Tender (IFT) will be available at the LGED, CPTU and ADB Web Site (www.lged.gov.bd, www.cptu.gov.bd and www.adb.org). 

 

10.          The Manikganj Pourashava reserves all the rights to accept any tender or to reject any or all tenders without assigning any reasons whatsoever.
