for Expression of Interest (EOI) Invitation for submission of
Expression of Interest (EOI) for short listing of consulting firms/National Non
Government Organization (NGOs) for Participatory Rural Appraisal (PRA) of
subprojects. Participatory Small Scale Water Resources Sector
Project (PSSWRSP): Loan No-2542-BAN(SF) 1. The Government of the People’s Republic

further details are in the attached terms of reference. 3. The PRA will be assigned at the discretion of the IWRMU, after completion
of the engineering reconnaissance. Each PRA will be assigned "as and when
ready basis". 4. The PRA shall be carried out
following the methodology and guidelines adopted by the Project. The PRA
services will be done in 10 identical Packages of 33 subprojects each, located
throughout the 46 districts excluding greater Faridpur, Mymenshing, Sylhet and
three hill Districts covered by the Project. The total Contract period for
carrying out the services will be 60 months after commencement of services. 5. For each Package, a total of 4-7 Firms/NGOs will be
short-listed. The short-listed Firms/NGOs will be subsequently requested to
submit Technical and Financial proposals. Firms/NGOs will be selected through
competition using Fixed Budget Selection (FBS) method and in accordance
with the ADB’s guidelines on the use of Consultants by Asian Development Bank
and it’s Borrowers (February, 2007 or as amended from time to time). Firms/NGOs
submitting EOI should be acquainted with the ADB’s guidelines. 6. The interested Consultant Firms may submit their EOI filling
in the EOI template including the following as
additional information: a.
General information of the Firms/NGOs:- (i) Name and
Address, (ii) Trade License / Registration Number with Year and Agency and
(iii) TIN and VAT Registration Number, (iv) Annual Turnover of Last 3 Years,
(v) Number of Years in Active Business, (vi) Total Number of Permanent Staff in
Pay-Roll and List of Key Professional Personnel with number of years in
Pay-Roll, (vii) Organization's Brochure. b. Core Team of Professionals: Names, Date of Birth,
Educational Qualifications and Professional Experience of key professional
staff on permanent payroll. 7. The
Firms/NGOs not specialized in the provision of water resources
development/management project need not to apply, as they will not be
considered. 8. A Firm/NGO may submit EOI(s) for one or
more than one packages. A Consultant Firms/NGOs may be short-listed in more
than one package. However, Firms/NGOs shall only be considered for award of
maximum 2 (two) packages if they have the required capacity. 9. Joint venture/associations (JVA) will
be allowed for the EOI. It is preferable to limit the total number of
Firms/NGOs including associates to a maximum of 3 (three). 10. Interested Firms/NGOs may obtain further information at the
address below during office hours. 11. The LGED now invites eligible Firms/NGOs to submit EOIs for providing the required services. Interested parties
may download the EOI template from http://www.add.org/Consulting/toolkit-template.asp
and submit all required information not later than 26 August 2010 up-to 3:00 PM
