This
Invitation for Bids follows the General Procurement Notice for this project
that appeared in the “ADB Business Opportunities”, issued on 29 August, 2014. |

The
People’s Republic of Bangladesh
has received a loan from the Asian Development Bank (ADB) and the OPEC Fund
for International Development (OFID) toward the cost of Third Urban Governance and Infrastructure Improvement (Sector)
Project (UGIIP-III), and it intends to apply part of the proceeds of
the loan from ADB to payments under the contract for procurement
of 12 (twelve) nos. Hydraulic Beam Lifter (The eligibility
rules and procedures of the ADB will govern the bidding process.) |

The Project Director, Third Urban Governance and Infrastructure
Improvement (Sector) Project (UGIIP-III), Local Government Engineering
Department (LGED) now invites sealed Bids from eligible Bidders for procurement
of 12 (twelve) nos. Hydraulic Beam Lifter Brief
Description of Goods: (Detailed
Technical Specification provided in the bidding documents) The mobile Hydraulic
Beam Lifter will consist of hydraulically operated elevating platform mounted
on a robust and compact 2-2.5 Metric ton capacity truck chassis, suitable for
travel through municipal roads and lanes. The working height of the elevating
platform shall be minimum 9 (nine) meters and the elevator shall be capable
of working at any position within the range with stability. The beam shall be of articulated
telescopic extension boom type (not of horizontal folding type), mounted on a
base fitted on the truck chassis. The complete unit shall be equipped with
hydraulic outriggers at 4 points (2 at rear) to stabilize the unit during
operation and shall also include necessary accessories and devices to ensure
operational safety. The equipment shall be suitable for
maintenance of traffic lights, street lights, landscaping trees,
cleaning/setting signboard and other high aerial works. In addition, the free
space of the truck shall be usable for carrying materials; the hydraulic beam
shall be alternatively usable as a lifting crane (minimum 1.0 (one) ton)
through a suitable hook at the end of boom. Truck Chassis: The truck shall be of right hand drive
with power steering with a pay load capacity of 2.0-2.5 Metric ton and it
shall be of reputed brand with robust structure (Brand and model of the truck must be mentioned). Engine: Type: Multi cylinder,
4 strokes, water cooled, Direct fuel injection type diesel engine with
minimum EURO-II / TIER- II or equivalent emission standard. Engine Power: Minimum 50 kw at rated rpm. Torque: Minimum 200 Nm
at 1800-2200 rpm. Major
Dimensions and refill capacities: Wheel base : 2500-3000 mm Overall length : 5000-5600 mm Overall width : 1900-2200mm Overall height : 2200-2600 mm Ground clearance : 200 mm (minimum) Turning radius : Maximum 6500 mm Fuel tank : Minimum 75 liters Beam
Lifter: Hydraulic
beam lifter shall be of cage / bucket type and shall be mounted with the
telescopic shaft. The beam shall be
hydraulic actuated and controlled and shall be articulated & telescopic
extension type (but not horizontal folding type) to ensure minimum space
requirement on the truck deck when the equipment is not in operation and more
free space for carrying other materials. It shall be capable of minimum 200
Kg safe loading in the bucket at the highest cage height. The whole assembly
shall be mounted on a robust structure. Working
height: Minimum 9 (nine) meters from ground to floor of cage. Quantities:
12 (Twelve) Nos. Location
of Supply: 12 municipalities of Bangladesh. . Delivery/
Completion Period is: 18 weeks from the signing of contract. |

International
competitive bidding will be conducted in accordance with ADB’s Single–Stage;
One–Envelope bidding procedure and is open to all Bidders from eligible
source countries. |

Interested eligible Bidders may

The
Bidding Document, in the English language, may be purchased directly by
interested Bidders on the submission of a written application to the address above
and upon payment of a nonrefundable fee Tk. 7000.00 or US$
90.00.
The method of payment will be either in pay order or demand draft from any
schedule bank of Bangladesh in favor of the Project Director, Third Urban
Governance and Infrastructure Improvement (Sector) Project (UGIIP-III), Local
Government Engineering Department, Dhaka, Bangladesh. The
document will be sent by: The delivery procedure is usually airmail
for overseas delivery and surface mail or courier for local delivery. No
liability will be accepted for loss or late delivery. |
7. |
Bids must be delivered to the
address above at or before at 14:00 hours on 26 August, 2015. All Bids must
be accompanied by a Bid Security in the amount as described in the Bidding
Document. Late bids shall be rejected. Bids will be opened in the presence of
the Bidders’ representatives, who choose to attend at the address mentioned below
at 14:15 pm on 26 August, 2015. |

A
pre-bid meeting will be held on 29 July, 2015 at 11.00 AM in the office of
the Project Director. |
9. |
The Project Director, Third Urban Governance and Infrastructure
Improvement (Sector) Project (UGIIP-III), Local Government Engineering
Department, will not be responsible for any costs or expenses incurred by
Bidders in connection with the preparation or delivery of Bids. |
