Title: Supply of 10 (Ten) Nos. Garbage Dump Truck (3-4 ton)

1.

The People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) and the OPEC Fund for International Development (OFID) toward the cost of Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III), and it intends to apply part of the proceeds of the loan from ADB to payments under the contract for procurement of 10 (Ten) Nos. Garbage Dump Truck (3-4 ton). The eligibility rules and procedures of the ADB will govern the bidding process.

The Project Director, Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government Engineering Department (LGED) now invites sealed Bids from eligible Bidders for procurement 10 (Ten)  Nos. Garbage Dump Truck (3-4 ton).

 

Brief Description of Goods: (Detailed Technical Specification provided in the bidding documents).

 

The proposed Garbage Dump Truck shall have carrying capacity minimum 3 ton having 4 Wheel Drive (4WD) systems and shall be used mainly for transporting household solid waste/municipal compost having corrosive properties. The Garbage Dump Truck shall be brand new and consists of all steel open garbage load body mounted on truck chassis.

 

The load body is to be operated by hydraulic hoist which shall be activated by power take off(PTO) system. Loading of garbage on load body can be manual but unloading by operating hydraulic cylinder inclining load body at the rear with hydraulic/electric control panel installed inside the cabin of truck. The back door/tail gate will open automatically while unloading the garbage and will close automatically while not working. The side will not leak water and also the back door will not leak water by adding sloping angle at the tail of the dump body as such water will be kept inside the container of the truck.

 

a) Displacement volume : 3600 cc(minimum);

b) Engine type: Vertical inline OHV;

c) Torque: 25Nm(minimum) at 2000 rpm;

d) Net power: Minimum 75 KW at rated rpm;

e) Fuel system: Direct injection;

 

Steering: Right hand drives having power assisted steering.

Vehicle weight carrying capacity:  Carrying capacity(pay load):  3000 kg minimum and not over 4000 kg;

Dimensions:

i) Wheel base : 3200 mm(minimum)

ii) Overall length: 5500 – 6000 mm

iii) Overall Width   : 2100-2400 mm

iv) Overall Height  : 2800 mm(minimum)

v) Ground clearance: 200 mm(minimum)

vi) Fuel tank capacity: minimum 90 liter

 

Quantities: 10 (Ten) Nos.

Location of Supply: 10 municipalities of Bangladesh.

Delivery/ Completion Period is: 18 weeks from the signing of contract.

International competitive bidding will be conducted in accordance with ADB’s Single–Stage; One–Envelope bidding procedure and is open to all Bidders from eligible source countries.

The Bidding Document, in the English language, may be purchased directly by interested Bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee Tk.4000.00  or  US$ 51.00. The method of payment will be either in pay order or demand draft from any schedule bank of Bangladesh in favor of the Project Director, Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government Engineering Department, Dhaka, Bangladesh.

The bidding document may also be sent by air mail for overseas delivery and surface mail or courier for local delivery for an additional fee of BDT 100.00 (local delivery) or US$ 100.00 (overseas delivery).  No liability will be accepted for loss or late delivery.

Bids must be delivered to the address above at or before 14:00 hours on 24 November 2015.  All bids must be accompanied by a Bid Security in the amount as described in the Bidding Document.  Bid submission within specified date and time is sole responsibility of the bidder. Authority will not bear any responsibility in this regard.  Late bids shall be rejected.  Bids will be opened in the presence of the Bidders' representatives, who choose to attend at the address mentioned below at 14:15 on 24 November 2015.

A pre-bid meeting will be held on 28 October, 2015 at 11.00 AM in the office of the Project Director.

8.

The Project Director, Third Urban Governance and Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government Engineering Department, will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.
