1. |
The People’s Republic of Bangladesh has received
financing from the Asian Development Bank (ADB) and the OPEC Fund for
International Development (OFID) toward the cost of Third Urban Governance
and Infrastructure Improvement (Sector) Project (UGIIP-III) and it intends to
apply part of the proceeds of this financing to payments under the contract
named above. Bidding is open to bidders from eligible source countries of ADB.

The Project Director, Third Urban Governance and
Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government
Engineering Department (LGED) now invites sealed Bids from eligible Bidders
for the Procurement of 07(Seven) Nos. Excavator. Brief Description of Goods: (Detailed Technical
Specification is provided in the bidding documents). The equipment must be suitable for excavating solid and semi-solid
garbage from ditch, clogged drain, excavating soil / sand / stone through
operating even on a sloppy or rough surface area. Operating Weight : 3500 - 4000 Kg (with back fill blade & cab and
without counter weight) Engine: Minimum 22 KW, Multi cylinder, 4 strokes, water cooled,
Direct fuel Injection type diesel engine with minimum EURO-II/TIER-II or
equivalent emission standard. Hydrostatic Drive, Axial
piston type swing motor, appropriate track rollers and
carrier rollers suitable for rubber type road liner shoes ; Shoe width:
Minimum 300 mm; Track Length: Minimum 2000 mm. Detachable bucket with minimum capacity of 0.09 m3, suitable for
excavating semi-solid sewages from small drains; Bucket Width: Minimum 500
mm, One additional bucket (300-400mm) to be provided. Arm length: Minimum 1300 mm ; Blade width : Maximum 2000 mm; Blade
height: Minimum 340 mm; Lift height (GL up/down): Minimum 375 mm Minimum digging height: 4700 mm; Minimum digging depth: 2800 mm; Minimum
dumping height: 3300 mm Fully protected cabin with rollover protective structure (ROPS),
in-built AC, Monitor panel, Joystick type control lever, adjustable
operator’s seat with safety seat belt, rear view mirror, front windshield
wiper, cab-light etc. The offered
specifications must be supported by authentic catalogue/brochure. Bidders are
requested to mention all inbuilt features of the equipment offered. All the parts,
components, accessories, fittings of the equipment shall be brand new and factory
inbuilt. The manufacturing year of the equipment shall not before 2017. Location of Supply: as
mentioned in delivery and completion schedule. Completion Period: 18 weeks from signing of
contract. |

International competitive bidding will be conducted
in accordance with ADB’s Single–Stage:
One–Envelope bidding procedure and is open to all Bidders from
eligible countries as described in the bidding document. |

The Bidding Document, in the
English language, may be purchased directly or through authorized
representative of interested Bidders on the submission of a written application
to the address above and upon payment of a nonrefundable fee BDT 6,000.00 or US$ 75.00. The method
of payment will be either in pay order/Treasury Chalan/Bank
Draft in favor of the ‘Project
Director, UGIIP-III, LGED’, Dhaka, Bangladesh. |

The bidding document may also
be sent by air mail for overseas delivery and surface mail or courier for an
additional fee of BDT 100.00 (Local delivery) or US$ 100.00 (Overseas
delivery). No liability will be accepted for loss or late delivery. |

7. |
Bids must be delivered to the
address above at or before at 14:00 PM
on 13 August, 2018. Bid must be
accompanied by a Bid Security in the amount as described in the Bidding
Document. Bid submission within specified date and time is sole
responsibility of the bidder. Authority will not bear any responsibility in
this regard. Late bids shall be rejected. Bids will be opened in the presence
of the Bidders’ representatives, who choose to attend at the address
mentioned below at 14:15 PM on 13 August, 2018. |

Pre Bid Meeting will be held on 15 July, 2018 at 11.00 AM in the
office of the Project Director. |

9. |
The Project Director, Third Urban Governance and
Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government
Engineering Department, will not be responsible for any costs or expenses
incurred by Bidders in connection with the preparation or delivery of Bids. |
