1. |
The People’s Republic of Bangladesh has received
financing from the Asian Development Bank (ADB) and the OPEC Fund for
International Development (OFID) toward the cost of Third Urban Governance
and Infrastructure Improvement (Sector) Project (UGIIP-III) and it intends to
apply part of the proceeds of this financing to payments under the contract
named above. Bidding is open to bidders from eligible source countries of ADB.

The Project Director, Third Urban Governance and
Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government
Engineering Department (LGED) now invites sealed Bids from eligible Bidders
for the Procurement of 05(Five) Nos. Hydraulic Beam Lifter. Brief Description of Goods: (Detailed Technical
Specification is provided in the bidding documents). The mobile Hydraulic Beam Lifter will consist of hydraulically operated
elevating platform mounted on a robust and compact 2-2.5 Metric ton capacity
truck chassis, suitable for travel through municipal roads and lanes. The
working height of the elevating platform shall be minimum 9 (nine) meters.
The beam shall be of articulated telescopic extension boom type (not of
horizontal folding type), mounted on a base fitted on the truck chassis. The
complete unit shall be equipped with hydraulic outriggers at 4 points (2 at
rear). Engine shall be of reputed brand, Multi cylinder, 4 strokes, water cooled,
Direct fuel injection type diesel engine with minimum EURO-II/TIER- II or
equivalent emission standard. Engine Power: Minimum 50 kw at rated rpm
and Torque: Minimum 200 Nm at 1800-2200 rpm. The hydraulic pump for the
operation of the beam lifter shall be of piston/ gear type, directly powered
by the truck engine, transmission through power take off (PTO) mechanism with
a speed not more than 2000 rpm and the hydraulic pressure shall be
about160-200 bars. Stabilizers shall be
hydraulically operated and fitted with the truck body and shall be flush with
the chassis when retracted. Overall length:

2200-2600 mm Ground
clearance : 200 mm (minimum), Turning
radius: Maximum 6500 mm Slewing range shall be continuous
2350 (minimum) with a slewing speed of maximum 150 per
second. Dual controls (manual and remote control) for beam lifting
operation - control at base and control at operator’s cage. The remote
control shall be capable to operate the beam lifter from any position within
minimum 60 feet radius. All the parts,
components, accessories, fittings of the equipment shall be brand new and factory
inbuilt. The manufacturing year of the equipment shall not before 2017. Location of Supply: as
mentioned in delivery and completion schedule. Completion Period: 18 weeks from signing of
contract. |

International competitive bidding will be conducted
in accordance with ADB’s Single–Stage:
One–Envelope bidding procedure and is open to all Bidders from
eligible countries as described in the bidding document. |

5. |
The Bidding Document, in the
English language, may be purchased directly or through authorized
representative of interested Bidders on the submission of a written
application to the address above and upon payment of a nonrefundable fee BDT 6,000.00 or
US$ 75.00. The method of payment will be either in pay order/Treasury
Chalan/Bank Draft in favor of the ‘Project Director, UGIIP-III, LGED’,
Dhaka, Bangladesh. |

The bidding document may also be
sent by air mail for overseas delivery and surface mail or courier for an
additional fee of BDT 100.00 (Local delivery) or US$ 100.00 (Overseas
delivery). No liability will be accepted for loss or late delivery. |

7. |
Bids must be delivered to the
address above at or before at 14:00 PM
on 25 September, 2018. Bid must be
accompanied by a Bid Security in the amount as described in the Bidding
Document. Bid submission within specified date and time is sole
responsibility of the bidder. Authority will not bear any responsibility in
this regard. Late bids shall be rejected. Bids will be opened in the presence
of the Bidders’ representatives, who choose to attend at the address
mentioned below at 14:15 PM on 25
September, 2018. |

Pre Bid Meeting will be held on 26 August, 2018 at
11.00 AM in the office of the Project Director. |

9. |
The Project Director, Third Urban Governance and
Infrastructure Improvement (Sector) Project (UGIIP-III), Local Government
Engineering Department, will not be responsible for any costs or expenses
incurred by Bidders in connection with the preparation or delivery of Bids. |
