1.The Government of the People’s Republic of Bangladesh has received an ODA Loan from JAPAN INTERNATIONAL COOPERATION Agency(hereinafter referred to as JICA), in the amount of Yen towards the cost of South-Western Bangladesh Rural Development project , and intends to apply “a portion of” the proceeds of the loan to payments under the contract for supply the following equipments (the “Goods”). Disbursement of an ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JICA ODA Loans”. No party other than The Government of the People’s Republic of Bangladesh shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, The Government of the People’s Republic of Bangladesh will take appropriate measures for finance.

2.JICA; requires that bidders and contractors, as well as Government of the People’s Republic of Bangladesh, under contracts funded with JICA ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts. In pursuance of this policy, JICA;

(a) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;

(b) will recognize a contractor as ineligible, for a period determined by JICA, to be awarded a contract funded with JICA ODA Loans if it at any times determines that the contractor has engaged in corrupt or fraudulent practices in competing for, or in executing, another contract funded with JICA ODA Loans or other Japanese ODA.

3. The Local Government Engineering Department (LGED) now invites sealed bids from eligible bidders from eligible source countries for the supply of the Goods for the purpose of the Project.

4. Interested eligible bidders may obtain further information on the bid form and inspect the bidding documents at the office of Project Director, South –Western Bangladesh Rural development Project, LGED, LGED Bhaban,(Level -10) Agargaon, Shere-e-Bangla Nagar,Dhaka-1207,Bangladesh,Tel. +88-02-9132653,facsimile+88-02-9133474 ,

e-mail noormohammad_59@yahoo.com on all working days during normal office hours up to May 02,2011.

5. A complete set of bidding documents may be purchased by any interested eligible bidder on the submission of a written application to the above address and upon payment of a nonrefundable fee of Tk.4000.00 (Four thousand) for bid of package no SWBRDP/G-4 on all working days during normal office hours up to May 02,2011.

6. The estimated date of award is within June 5,2011.

7. All bids must be accompanied by a bid security mentioned above in Bangladesh Taka or an Equivalent amount in a freely convertible currency in the form of Payment order/Bank draft /Bank Guarantee in favor of “Project Director, South-Western Bangladesh Rural Development project”, and must be delivered in accordance with the Instructions to Bidders on or before 12;00 hours (Bangladesh local time)on May 03,2011 and will be publicly opened immediately thereafter.

8. Bids will be publicly opened in the presence of bidders or their authorized representative who choose to attend at 12.15 hours (Bangladesh local time) on May 03, 2011 at the office of the undersigned.

9. “Project Director, South-Western Bangladesh Rural Development project”, will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

10. The authority reserves the right to accept any bid or to accept any part of the bid, or to reject any or all the bids without assigning any reason thereof and in such case no compensation will be entertained.

11. A pre-bid meeting will be held on 21.04.2011 at 11.00am in the office of the undersigned.
