The Government of the People’s
Republic of Bangladesh has received an ODA Loan from Japan International
Cooperation Agency (hereinafter referred to as “JICA”), towards the cost of the
Small Scale Water Resources Development Project, (Loan No. BD-P57) and intends
to apply a portion of the proceeds of the loan to payments under the contract
for supply of the following vehicles (the “Goods”):

JICA requires that bidders and contractors, as well as
Government of the People’s Republic of Bangladesh, under contracts funded with
JICA ODA loans and other Japanese ODA, observe the highest standard of ethics
during the procurement and execution of such contracts. In pursuance of this
policy, JICA; (a)
Will reject a proposal for award if it determines that the
bidder recommended for award has engaged in corrupt or fraudulent practices in
competing for the contract in question; (b)
Will recognize a contractor as ineligible, for a period
determined by JICA, to be awarded a contract funded with JICA ODA Loans if it
at any times determines that the contractor has engaged in corrupt or
fraudulent practices in competing for, or in executing, another contract funded
with JICA ODA Loans or other Japanese ODA. 3.
The Local Government Engineering Department (LGED) now
invites sealed bids from the eligible bidders of eligible source countries for
the supply of the Goods for the purpose of the Project. 4.
Interested eligible bidders
may obtain further information on the bid from and inspect the bidding
documents at the office of the Project Director, Small Scale Water Resources
Development Project, Local Government Engineering Department, RDEC Bhaban (Level- 6), Agargaon, Sher-e-Bangla Nagar,

A complete set of bidding documents may be purchased by any
interested eligible bidder on submission of a written application to the above
address and upon payment of a nonrefundable fee of Tk. 2,000.00 (Taka Two Thousand). 6. The estimated date of award is before Thursday 11 November 2010. 7. The Pre-Bid Meeting will be held on Thursday 8 July 2010 at 15:00 hours at the conference room of the
IWRM Unit, level-6, RDEC, Building, LGED HQ, Agargaon, Dhaka. 8. All bids must be accompanied by a bid
security mentioned in Bangladesh Taka (BDT) or an equivalent amount in a freely
convertible currency in the form of Payment Order/Bank Draft /Bank Guarantee in
favor of the “Project Director, Small Scale
Water Resources Development Project” and must be delivered in
accordance with the Instructions to Bidders (ITB) on or before 12:00 hours (Bangladesh local time) on Wednesday 11 August 2010. 9. Bids will be publicly opened in
presence of bidders or their authorized representatives who choose to attend at
12.15 hours (Bangladesh local time)
on Wednesday 11 August 2010 at
the office of the undersigned. 10. The Project Director, Small Scale Water Resources
Development Project, Local Government Engineering Department will not be
responsible for any costs or expenses incurred by bidders in connection with
the preparation or delivery of bids including cost and expenses related to
visit to the site of commissioning of the equipment. 11. The
authority reserves the right to accept any bid, or to accept any part of the
bid, or to reject any or all the bids without assigning any reason thereof and
in such case no compensation will be entertained. 12. This invitation for bid is available at
