Invitation for Bids

Loan No & Title: 2542-BAN (SF): Participatory Small Scale Water Resources Sector Project

Contract No. & Title: NCB/G-Motor/04 and Supply of 200 Nos. Motorcycle for Department of Cooperatives (DOC) & Local Government Engineering Department (LGED)

Deadline of Bids: 02-08-2011 at 12:30 PM (Local time)

1. The Government of the People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Participatory Small Scale Water Resources Sector Project (PSSWRSP), and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2. The Local Government Engineering Department (LGED) invites sealed bids from eligible bidders for the Supply of 200 Nos. Motorcycle for Department of Cooperatives (DOC) & Local Government Engineering Department (LGED).

3. National competitive bidding (NCB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding Procedure.

4. Interested eligible Bidders may obtain further information and inspect the Bidding Document from the Office of the Project Director, Participatory Small Scale Water Resources Sector Project (PSSWRSP), LGED at the address given below from 07-07-2011.

5. Bidders (Lead partner in case of joint venture) must have successfully completed at least 2 (two) contracts of supplying Motorcycle (at least 160 numbers of motorcycle 125cc or above in each contract) within the last 3 (three) years on the date of bid opening.

6. Bidders must have liquid assets and annual turnover (average of last 3 years) of more than BDT 15.00 million and BDT 120.00 million, respectively. Bidders must submit audited financial statements (balance sheet, income statement and cash flow statement) for the last three years, as on the date of bid opening, along with the bid.

7. Bidding Documents in the English language may be purchased by interested eligible Bidders on submission of a written application to the address below and upon payment of nonrefundable fee BDT 3,000 (three thousand) in cash.

8. Bids must be delivered to the address below at or before 02-08-2011 at 12:30 PM (Local time). All bids must be accompanied by a Bid Security of BDT 600,000.00 (six hundred thousand) in the form of an unconditional and irrevocable Bank Guarantee/Bank Draft/Pay Order from a reputable bank from Bangladesh in favour of the Project Director, PSSWRSP. Late bids will be rejected. Bids will be opened on 02-08-2011 at 12:35 PM after the deadline in presence of bidder’s representative who chose to a attend at the address below.

9. The Local Government Engineering Department (LGED) will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

10. The Purchaser reserves the right to accept or reject any Bid, and to annul the bidding process and reject all Bids at any time prior to Contract award, without thereby incurring any liability to the Bidders.
