Invitation for Bids

Notice Number: ICB/Goods/2010/01

1.             This Invitation for Bids follows the General Procurement Notice for this project that appeared in the “ADB Business opportunities”.

2.             The Government of the People’s Republic of Bangladesh has received a loan from the Asian Development Bank (ADB) towards the cost of Secondary Towns Integrated Flood Protection
(Phase-2) Project (STIFPP-II) ADB Loan no. 2117 BAN (SF) & OPEC 1038P, and it intends to apply part of the proceeds of this loan to payments under the contract for which this Invitation for Bid (IFB) is issued.

3.             The Project Director, Secondary Towns Integrated Flood Protection (Phase-2) Project (STIFPP-2), Local Government Engineering Department (LGED) now invites sealed bids from eligible bidders from member countries of ADB for the procurement  of the following Goods  for the purpose of the Project.

4.             International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single – Stage: One–Envelope bidding procedure and is open to all Bidders from eligible source countries.

5.             Interested eligible bidders may obtain further information from The Project Director, Project Management Office, Secondary Towns Integrated Flood Protection (Phase-2) Project (STIFPP-2), Local Government Engineering Department, LGED Bhaban Level-7, Agargaon, Sher-e-Banglanagar, Dhaka-1207, Country: BANGLADESH telephone + (88)-02-815 3843, facsimile: + (88)-02-814 1406; e-mail: amzad@lged.gov.bd, sa_hossain@yahoo.com  and inspect the bidding documents during normal office hours (from 9:00 AM to 5:00  PM) on all working days up to June 09, 2010. Interested Bidders those are requesting international courier dispatch should pay US$ 40.00 more.

6.             A complete set of bidding documents may be purchased by any interested eligible bidders on the submission of a written application to the above address and upon payment of a non-refundable fee as mentioned above only during normal office hours on all working days till June 09, 2010. The Mode of Payment will be cash or bank draft. The document may be sent by courier both for local and overseas delivery. No liability will be accepted for loss or late delivery.

7.             Bids must be delivered to the address mentioned above at or before 13:00 hours on June 10, 2010. All bids must be accompanied by a bid security mentioned above in favor of the Project Director, Secondary Towns Integrated Flood Protection (Phase-2) Project (STIFPP-2) in the form of Bank Draft or Bank Guarantee. Late Bids shall be rejected. Bids will be opened in the presence of the Bidders or his representatives who choose to attend at the address above 13:30 hours on June 10, 2010.        

8.             The Local Government Engineering Department (LGED) will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.

9.             In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.

10.          The Invitation for Bids (IFB) will be available at the LGED Web Site (http://www.lged.gov.bd and  www.cptu.gov.bd ). 

11.          The Local Government Engineering Department reserves all the rights to accept any bid or to reject any or all bids without assigning any reasons whatsoever.
